The aim of this study is to look closer at collection development and the use of collection development policies in Swedish public libraries, with the help of a few examples. Through interviews with three librarians in three different public libraries and an analysis of these libraries? collection development policies, the authors try to find out how the creation of collection development policies takes place in these libraries, how these librarians use the policy, how these policies have been followed up and revised, and also to see what the policies of these libraries include. The material of the study suggests that a lot of work is required to write the policies, and that the written policy itself is seldom used by the librarians. The interviewed librarians still find the policies useful because the writing of them gave a detailed understanding of what the collection of the library contains.

One of the big challenges for the European Union today lies in finding a common foreign policy for its 27 sovereign member states with their divided interests, experiences and traditions. New objectives set requirements on the Union to develop and intensify its military ability. The European Union´s view on when military force can be utilized sets concepts like sovereignty and intervention in focus. Can sovereignty be limited and if so can an intervention be justified? How did the Union argue regarding its participation in the intervention in Afghanistan, 2001? The Just War Theory gives the essay a normative framework against which to assess the Union´s view and guidelines for the use of military capabilities.

The Swedish society and welfare model are under constant changes anddevelopment. One of the core areas in this welfare model is the social policy. By analysing the changing role of the organizations in the civil society on a local level with a theoretical typology changes in the roles can be noted. In Sweden, the main responsibility for urban planning lies with the municipalities. The county administrative boards are responsible for clarifying the governmental interests for the municipalities. The main purpose of this essay was to study documents with descriptions of national heritage areas in order to examine whether certain problems within these documents are still present in the most recent ones. This was done by comparing old documents with new ones. The problem with these kinds of documents has been the lack of clarification of cultural values in national heritage areas.

In this study, I intend to examine some aspects of the activities of cultural companies in the town of Arvika. The study is qualitative in nature and based on in-depth interviews with self-employed cultural workers, as well as representatives from Arvika municipality. Cultural Policy documents have been studied to clarify the self-employed status in the cultural sector and thus their importance to the cultural life in Arvika overall.My hope is to get a glimpse of what it means to work as a self-employed within the cultural sector in Arvika and the conditions that exist, in order to successfully run and develop their businesses.There is a shift in cultural policy, which has led to permanent forms of employment becoming fewer and self-employment to grow ( Karlsson & Lekvall, 6 ). One can say that the cultural sector has moved in the direction from a public matter, to the more privatized ( Köping , Lantz & Stenström, 3 ). The problem with this is that the policy of self-employment has not progressed at the same rate as the amount of business.

The aim of this thesis is to investigate and analyse the debate of ideas on gender equality policy during 1998 - 2011. The questions raised in this thesis are; which gender equality policy ideology has prevailed during 1998 - 2011, and which ideological orientation have the different ministers of gender equality expressed during the same period of time? I have conducted the study by analysing government publications and debate articles against a ideological framework consisting of different types of feminist theory. In order to get a result as representative as possible, I have only used the material from each of the ministers during their time in office. The research method that I have used when analyzing the material is qualitative text analysis.

The Common Agricultural Policy has been a burning topic for debate for severaldecades. According to the CAP:s opponents it's effects include pollution, market distortionsand not least a huge expense for the European union.In this study we seek to explain why the CAP has remained almostunreformed since it's constitution in the 1950:s. The means by which we do so isa case study where we analyze the CAP by using three different theories; liberalinter-governmentalism, realistic trade theory and new institutionalism.In the final chapter we conclude that the theories complement each other. Newinstitutionalism explains the rigidity of the CAP. The liberal perspective explainsthe origin and the logic behind the policy whereas the realistic point of view putsthe policy in the light of an international economic theory and recognizes nationalpolicy makers roll in the inflexibility of the CAP..

The main issue of the essay were to create a picture of how the Swedish Armed Forces is and are supposed to be controlled with documents within the field of personnel management. The documents that are at hand in the essay´s field of problem, ?personnel idea? and ?personnel policy?, does not show a unitary or apparent picture of how control are meant to be executed; for which reason an explorative examination turned out to be important. Data was collected with interviews as a method. The persons interviewed have had different roles in the essay´s field of problem.

The aim with this paper is to examine the political background of the schools comission to integrate pupils with special needs in the public school. These following questions are examined: What political documents are the elementary? Which ones are juridically binding for the schools? What are the experiences for  parents of children with special needs in the school? The method used for this paper is mainly litterature-studies. The four documents which are examined are: skollagen, Läroplanen 94, FN:s barnkonvention och Salamancadeklarationen. The theoretical frame for this paper is political documents, curriculums and how schools concretize the special education.

The role of cultural policy within the general political planning of a community can vary both historically and regionally. The aim of this study has been to explore the cultural policy plans, during the 1990's, in the recently formed geographical region of "Västra Götaland". This is a qualitative study, carried out during 1999, and based upon structured interviews with five representatives of the cultural-policy sector in the "Västra Götaland" region. In order to identify connections and tendencies in a more general social context the aims of the five representatives regarding cultural policy have been explored from the perspective of three cultural policy paradigms, namely Dorte Skot-Hansen, Olav R. Spilling and Göran Nylöf.

The purpose of this essay is to examine how librarians perceive library plans, if they are important for their work and if so, in what ways. In order to analyze this, I have used a phenomenographic approach. My goal, by using this method, is to uncover perceptions and variations among these. The research questions are: What variations of perception of library plans exist among librarians? To what extent can the varied perceptions of library plans be linked to librarians' work? What does the variation of perception say, in relation to the expectations expressed in international and national documents, about library plans? The material used in a phenomenographic analysis consists of interviews.

The purpose of this study is to examine the changes in law and other types of politicialregulation regarding unauthorized absence during the reformation of the Swedish schoolsystem in 2010. How was this ?new? approach on unauthorized absence established; whatmade it possible and which view on ?unauthorized absence? does it implicate? The study hasa discourse analytic approach in which it examines central Policy documents regarding thetopic of inquiry. The study has found that the alliance-government?s education policy onunauthorized absence is pervaded by one hegemonic discourse termed the mono-culturaldisciplinary discourse.

In order for construction projects to be completed within the specified time limit while at the same time be financially sustainable it requires thorough preparation and an extensive planning. Most essential is the groundwork and the design that determines the project's progress. There are many aspects to consider in order to avoid inconveniences such as delay, litigation, unexpected cost etcetera. If mistakes are made in an early stage it is very likely that the error will follow the process and become an expensive correction cost towards the later part of the project. In other words, it is expensive to rectify defects later on.
