This study in Public Administration uses feminism and historical institutionalism toanalyze a highly debated contemporary policy problem that concerns genderequality in the policy of parental leave. The parental insurance was introduced in1974 with the governmental goal of gender equality. In 1974 only 0,5 percent of thenumber of days of parental benefit was paid to men. Today, 40 years later, the goalremains the same and the numbers of days of parental benefit paid to men are 24,8percent.The debate that has characterized the Swedish policy of parental insurance andspecifically the design of the parental benefit is the debate of freedom of choiceversus quota.Our study focuses on ideas and arguments that influence the policy of parentalbenefit. The study assumes, with basis in the theories of feminism and historicalinstitutionalism, that a policy like parental benefit is slow-moving and that pathdependency has lead to a slow development of gender equality..

The writing style of a particular author can be divided into many subfeatures, for example use of words, language and syntax. Focusing on the latter, this study aims to show how well syntactic information alone can attribute the correct author to a document. Syntactic information is defined as overlapping syntactic subtrees of height one (1) for all sentences of all included documents. The performance is compared to that of the previously very successful method of comparing stop word frequencies. These are words normally excluded from search engine queries, because they are present in all sorts of texts regardless of topic.

In this thesis, the introduction of smoke-free restaurants and bars in several EU Member States in a policy convergence perspective is studied. The thesis sets out to explain whether policy convergence has occurred and the possible explanations connected with it. It is stated that 15 out of 25 EU Member States had introduced or decided to introduce smoke-free restaurants and bars up to April, 2006. Out of all the countries in the world, 35, including the EU Member States, had introduced or decided to introduce smoke-free restaurants and bars. The result is analysed by using policy convergence theory and by putting the case in a global environment where tobacco control has become an ever more central theme for public health policy.The EU Member States are different in several ways considered to be important factors for policy convergence, such as cultural, institutional and socio-economic similarities, and the conclusion is made that EU membership has been a most crucial factor for the rapidity of the policy diffusion.

The Swedish Armed Forces is a public institution and consequently obliged to follow Swedish and international legislation. Thus, they are subjected to contrarious demands from different actors operating in its high-technological and high-institutional environment: to be a legitimate institution and at the same time operate with a high level of efficiency. This thesis is conducted with the aim of investigating whether The Swedish Armed Forces' steering document for gender equality is used to achieve visible and quantifiable results or if the document constitute a medium for reverberating legitimacy. To answer the research question, we applied a critical discourse analysis on the relevant documents and on the conducted semi-constructed interviews with members from different levels and positions in the organizational hierarchy. Subsequently, we came to the conclusion that the Swedish Armed Forces manage the demands for efficiency and legitimacy, which are forced upon them from the technological and institutional environment, by talking about them.

This masters thesis is a study of official political documents in order to discuss privatisation and the Swedish public libraries. In the 1990s public libraries became placed on contractors, and that was said to be one form of privatisation. The main issue for this study concerns driving forces and obstacles for privatisation of public libraries. Another issue concerns advantages and risks. We will also discuss how the future of public libraries will be in this context.

This paper examines the ideological content of the compulsory school policy of the Swedish Liberal Party. The aim of the study is to investigate whether the Liberal Party does really represent a liberal policy for the compulsory school, or if it is more accurately described as conservative. The analysis is carried through by two separate critical examinations of the Liberal Party motion on school politics to the parliament and the Conservative Party motion on school politics to the parliament respectively. A comparison is then made between the ideological contents of the two documents. The specific party policies are linked to universal definitions of liberalism and conservatism with the help of an analytical tool consistent of a series of educational philosophies.

The aim of this thesis is to investigate and analyse the debate of ideas on gender equality policy during 1998 - 2011. The questions raised in this thesis are; which gender equality policy ideology has prevailed during 1998 - 2011, and which ideological orientation have the different ministers of gender equality expressed during the same period of time? I have conducted the study by analysing government publications and debate articles against a ideological framework consisting of different types of feminist theory. In order to get a result as representative as possible, I have only used the material from each of the ministers during their time in office. The research method that I have used when analyzing the material is qualitative text analysis.

According to the CAP:s opponents it's effects include pollution, market distortionsand not least a huge expense for the European union.In this study we seek to explain why the CAP has remained almostunreformed since it's constitution in the 1950:s. The means by which we do so isa case study where we analyze the CAP by using three different theories; liberalinter-governmentalism, realistic trade theory and new institutionalism.In the final chapter we conclude that the theories complement each other. Newinstitutionalism explains the rigidity of the CAP. The liberal perspective explainsthe origin and the logic behind the policy whereas the realistic point of view putsthe policy in the light of an international economic theory and recognizes nationalpolicy makers roll in the inflexibility of the CAP..

The role of cultural policy within the general political planning of a community can vary both historically and regionally. The aim of this study has been to explore the cultural policy plans, during the 1990's, in the recently formed geographical region of "Västra Götaland". This is a qualitative study, carried out during 1999, and based upon structured interviews with five representatives of the cultural-policy sector in the "Västra Götaland" region. In order to identify connections and tendencies in a more general social context the aims of the five representatives regarding cultural policy have been explored from the perspective of three cultural policy paradigms, namely Dorte Skot-Hansen, Olav R. Spilling and Göran Nylöf.

Abstract The purpose of this study is to examine if the Swedish policy of foreign affairs has been changed due to the Swedish enter as members in the European Union. The aim of this Masters thesis is to examine the view of funding and sponsorship of culture within Swedish governmental cultural policy. The main issue is to discover changes in attitude towards funding and sponsorship of culture by comparing the discourse of cultural policy in the 1970s with the discourse of cultural policy in the 1990s. The theoretical and methological starting point is Ernesto Laclaus and Chantal Mouffes discourse theory. Another theoretical starting point is Danish cultural policy reasearcher Dorte Skot-Hansens theories of the development of cultural policy in the Nordic countries, and Norman Faircloughs, of critical discourse analysis, theory of the marketization of discourse. Four governmental cultural Policy documents, two from the 1970s and two from the 1990s, are analysed through a model loosely based on Laclaus and Mouffes idea of nodalpoints and elements constituting a discourse.
