Several cities have implemented various projects to improve traffic safety in city centers.During 1970s and 1980s the city centers changed as the suburbs grew and large shopping centers were located outside the center. At the same time, several projects were initiated with construction of Pedestrian streets and restriction of traffic in the center. In year 1994,shared-used areas were introduced in Sweden and these areas are often used in center environments.In Sweden, municipalities are responsible for integrating security in public places and in comprehensive plans and detailed development plans. The National Board of Housing,Building and Planning is the authority for administrating planning issues and develop general guidance about planning. Traffic is one of their key issues, although today there are no concrete guidelines from the National Board of Housing, Building and Planningfor the design of traffic safety in city centers.Traffic safety in city centers affects many people because the city center is a public place.It is therefore important that there are current guidelines available that are helpful for changes and improvements in traffic safety in the city center.The purpose of this report is to formulate guidelines for planning city centers from a traffic safety perspective.

The aim of the study was, through qualitative interviews with school counsellors in Swedish primary schools, to study what the counsellors are experiencing condition their ability to work proactively according to the Swedish Education Act provisions on student health. During the study, six interviews with school counsellors who worked in the same suburbs, was conducted. The theoretical approach that was used is Michael Lipsky's theory of street-level bureaucrats and the term discretion. The overall outcome of the study was that the interviewed school counsellors felt that they did not have good opportunities to work preventively as the Education Act requires. The main reason for this was the school counsellor?s heavy workload.

This study aims to show how teachers talk about their teaching with regards to gender in relation to literature.We have interviewed four teachers of Swedish for upper secondary school to discover how they feel about, and understand, the fact that gender is a factor in the teaching of literature and that they should present to the students literature written by both male and female authors. To analyze the interviews we use Sannersted's (1991) theory about teachers as street-level-bureaucrats ("närbyråkrater"). He states that teachers are persons who have to follow what politicians have decided but they are fairly free to choose how they do it, but to be able to follow a decision as closely as possible three qualifications have to be met. The teachers have to understand the decision, be able to follow it and want to follow it. We find that the teachers that we have interviewed are aware that they discuss gender issues with their students and they all claim that they present a variation of authors to their students.

Betryggande polisarbete? : En studie om implementeringen av lokala poliskontor i Stockholm län

The study consist of an investigation regarding the implementation of reassurance policing in Sweden and include a survey conducted among some of the local police offices in Stockholm County. The aim of the study is to investigate how the police officers working in the local polices offices experience the implementation of the local police offices and if the implementation of local the polices offices matches the police authority´s purpose with the project. The study uses the theoretical framework from political scientist Michael Lipsky calledStreet-level bureaucracy - Dilemmas of the individual in Public services which discuss the role of street-level bureaucrats and their influence in the implementation. Included in the study is also two different perspectives on governing in public sector called top-down perspective and bottom-up perspective. The findings of this paper shows that the police officers are in general positive towards the implementation and that there´s a duality among the police officers regarding the proximity to the citizens..

Fem godkända elever är fler än fyra väl godkända : En statsvetenskaplig studie i skolans förvaltningspolitik

This study aims to analyze four gymnasium teachers? opinion on the values within the Swedish school system today, as well as the presence of conflicting values and goals in their role as a street level bureaucrat. A comparative aspect concerning private and state regulated schools was implemented into the study in order to compare one school system to the other. This was achieved by using semi-structured interviews with the aim to register the teachers? opinions on these matters.The study showed that the teachers perceive a high amount of discretion within their role as a street level bureaucrat concerning the educational aspect of their work.

Invandrares möjligheter till samhällsorientering? : Implementering av samhällsorientering inom Kalmar län

This study examines implementation from national law in to local practice in the district of Kalmar to assure newly arrived immigrants orientation in civics. The study takes its starting point in Lipskys theory about street-level bureaucracy.  Questions that are discussed are about how  the education is understood by refugee?s coordinators, civic communicators and the new immigrates, how the organization has been and what role the demography and economic structures has played for the organization. It is a case study where interviews and enquete has been used.

ADDICTION SEVERITY INDEX I PRAKTIKEN : - Om missbrukshandläggares erfarenheter av att använda ASI-intervjun

The purpose of this study was to understand how social workers experienced working with Addiction Severity Index (ASI) in relation to the goal set by the National Board of Health and Welfare. The method is spread nationwide and therefore it is of great importance to examine how the social workers themselves experience the demands and the resources surrounding ASI. We choose to do a qualitative study interviewing eight social workers at six different occasions. The result was analyzed using Max Weber?s ideal type bureaucracy and Michael Lipsky?s thesis on street-level bureaucrats.

"När kommunen ska träda in" : En kvalitativ studie om biståndshandläggares implementering av anhörigstödet i socialpsykiatrin

The purpose of this study is to understand how street-level bureaucrats, working with clients with mental illness, are implementing their statutory obligation of support for family carers who are caring for or supporting relatives with mental illness. The study are based on vignettes and qualitative interviews with social workers in three different municipalities in southern Sweden. The questions of this study are:? How do the social workers communicate their statutory obligation of support to family carers?? How do the social workers distinguish the family carers?? How do the social workers distinguish the family carers who are in need of support? Metod: Vignettes and qualitative interviews has been used as methods to gather empirical data.Theory: Theories of street-level bureaucracy has been used as theory in the analyses of the empirical material.Results: The result of this study concludes that the social workers, in lack of policy introduction, communicate their obligation to support family carers within their discretion. The result shows that the majority of the municipalities do not have formalized support for family carers supporting relatives with mental illness. The study also concludes that the social workers have different understandings of which family carer who is a carer in need of support.

The purpose of this study is to describe and analyze how health care providers, working at care facilities providing maintenance treatment programs for opiate dependence, perceive and manage the legal framework governing the treatment. The study is limited to a few particular rules within this framework which over the recent decade have been the subject matter of debate regarding i.a. their alleged lack of relation to scientific research and their frequently disastrous implications for program participants. The empirical material consists of interviews with five respondents working at four different care facilities and has been analyzed by using Lipskys theory on street-level bureaucrats as policymaking agents. The results of the study show that the rules are looked upon and dealt with in a liberal fashion and that the primary loyalty of the maintenance treatment staff is clearly directed towards promoting the well-being of their patients and helping them reach their treatment goals rather than strictly following the rules..

Violent crime can traditionally be classified as a reactive or an instrumental aggression. A reactive aggression is often characterized by some sort of provocation by the victim and the act is impulsive and the offender reacts by harming the victim. The provocation can be a threat, an insult or an attack and the act can be said to be a reaction induced by emotions. An instrumental act of violence however, often described as planned, targeted and emotional cold. The goal of the act can be to acquire money or power to maintain their status.

En implementeringsstudie om samhällsorientering i Sverige : Preliminära erfarenheter från tre län

The aim of this essay is to investigate the implementation of The Social Orientation inSweden. The Social Orientation is a part of the new, one year old, establishment law and isaimed at all newly arrived refugees and immigrants. The aim of the law is to help establish allnew arrivals into the Swedish society by providing knowledge about life in Sweden. Theeducational program is at least sixty hours long and covers: the public authorities in Sweden,laws and regulations, work and education, healthcare, children and family issues in a person?smother tongue.In order to achieve my aim I have chosen two questions: How has the law been implementedin Swedens three counties: Stockholm, Sörmland and Uppsala? What conditions are there fora successful implementation?In order to answer these questions I have used the traditional, ?street-level bureaucrats? andnetwork perspectives and issues for my study of implementation.

The overall aim of this study is to investigate how social workers who are dealing with financial assistance are experiencing discretion in their daily work. The aim of the study is also to examine how social workers who are dealing with financial assistance relates to the controlling and the supporting functions of their daily work and how this in turn affects the attitude to the client. In order to examine the aim of the study, qualitative method was used. Eight social workers have been interviewed and presented with two fictitious cases that they have been able to discuss. Theories regarding the street-level bureaucrat and its discretion have been used to interpret and understand the collected material.
