Region Gotland har under en lÀngre tid privatiserat tjÀnster som tidigare utfördes av Region Gotland sjÀlva. Hur gÄr det till nÀr en privat aktör tar över eller startar en verksamhet och hur ser kraven pÄ verksamheten ut? Idag anvÀnder Region Gotland Balanserade styrkort i sin styrning och hur pÄverkar denna typ av styrning privata aktörer? Denna uppsats fokuserar pÄ vilken effekt SocialnÀmndens styrning har pÄ upphandling, kommunikation och uppföljning.Problemformuleringen i denna uppsats lyder: PÄ vilket sÀtt styr SocialnÀmnden privata och offentliga aktörer inom sÀrskilt boend epÄ Gotland.Syftet med denna rapport Àr att undersöka hurvida Region Gotlands styrmodell pÄverkar upphandling, kommunikation och uppföljning mellan Region Gotland och aktörer inom sÀrskilt boende pÄ Gotland.Intervjuer har gjorts med personer i nyckelpositioner inom Region Gotland. Fördjupade intervjuer har gjorts med verksamhetschefer pÄ tvÄ olika boenden. Ett boende i privat regi och ett boende i offentlig regi.

The aim of this Master?s thesis is to examine the professional discourses that can be identified in the public library field. My main focus is to look at the professional views on the added value of public library. Questions posed in this study are: how does the professional language look when it comes of speaking and reasoning about the public librarys added value and function, which discourses can be identified in the professional language about the public library, what could the discourses entail for the future of public library? The empirical data consist of four interviews where the respondents have been constituted by public librarians.

The purpose of this master?s thesis is to see why there seem to be little interest in the management position at the public libraries. Since librarianship is a field that are proportionally dominated by women we chose to approach the study with a gender perspective. This study has excluded men and our main interest is the women?s point of view.

In the early 1990?s more and more companies of the Swedish public sector were exposed to competition, and this started the debate on how such actions might affect the business and even society.The first chapter examines how the public sector and especially health care, is financed and managed. We also explore what it means to be exposed to competition and find that there are many different ways of exposing the public sector to competition. The study examines dental care as an example of a market with both publicly and privately owned companies. The purpose of this paper is to explore how publicly and privately owned health care companies view their relationship with their consumers.

The main purpose of the culture is to serve people and represent the people's social will and freedom. Culture does not exist in a vacuum but shaped and framed by political and artistic structures that are not neutral, and this is why the artwork itself cannot be an independent business. The public function of art can be understood as a defense of the ideals of democracy. But today, when political power is often replaced by hegemony, the role of art and functions are changing. How these changes reflect to the identity, reality and truth of society? What political functions are fulfilled when art becomes ?public?? The issue of democracy is linked question of people?s power in a democratic society where power is legitimized in social space.

The Swedish government has made the decision to transform the talking book system from an analogue system to a digital system called DAISY by the end of 2004. The purpose of this Masters thesis is to examine how public libraries are affected by this system change. This is carried out by studying the current situation in public libraries concerning the transition to DAISY. This qualitative oriented study is primarily based on interviews with four librarians and three library managers at six public libraries. Management by objectives is here seen as a suitably theoretical framework since public municipal libraries are partly regulated by the governments goals and laws.

Med denna uppsats har vi kartlagt de administrativa reformerna som styr Sveriges sjukvÄrd idag. Dessa reformer bygger pÄ idéer hÀmtade frÄn New Public Management och Total Quality Management. Vidare har dessa institutionaliserats i enlighet med den nyinstitutionella teorin som beskriver hur dessa reformer har kommit till samt hur och varför de har uppnÄtt legitimitet inom sjukvÄrden. I praktiken har kvalitetsstyrningen tagit sig i uttryck i form av kvalitetsregister som utgör ett styrinstrument. Detta Àr en kvalitativ studie som utgÄr ifrÄn att detta styrningssÀtt har en rad konsekvenser pÄ lÀkarprofessionen.

This paper deals with the use of Internet at Swedish public libraries. The author asks whether public libraries should or should not limit access to information available on the Internet. Starting from the American discussion, concerning Internet at public libraries, the author shows the Swedish attitudes. The paper demonstrates that many Swedish public libraries have adopted rules forbidding retrieval of certain kinds of information, such as hard-core pornography and racist propaganda. The persons in charge of such actions claim that public libraries should provide high-quality educational literature and should not spread mass-produced, provocative information.

The purpous of this master?s thesis is to explore how the swedish public library evolved between 1890-1911, before the state implemented the library reform in 1912. The material used to cunduct the study concists mainly of texts published during the time frame of the thesis in the form of books, booklets and articles from Folkbiblioteksbladet, a journal dedicated to the subject of the swedish public library.Drawing upon Habermas theory of the structural transformation of the public sphere and Bourdieus theories about taste as social distinction and symbolic capital, the thesis seeks to show how the public participated in the evolvement of the public library and which aspects of society that contributed to the public library?s establishment as an institution. The findings are also discussed in relation to previous research of the history of the Swedish public library.

The purpose with our study is to investigate in which way a public field of action has succeeded to make the economic management more effective and also find out which factors/activities that have contributed to get the result of the budget in balance. We also want to find out in which degree the balanced scorecard (BSC) has contributed to the positive result of the budget. Method: We had started out from the qualitative method theory which is based on the hermeneutic theory, because we will interpret and understand. With this starting point we have chosen to use a case study with semi-standardised interviews supplemented with information from different documents, and to get the theoretic connection we have studied literature in the subject field. The analyse and even the theoretic connection have then started from, for this study, a special analyse model. Results: Througt systematic and target-concentrated management and through cooperated factors, with stress on a leadership that is both professional, visionary and un-combined, and there the staffÂŽs is seen as a important resource, and there it is a clear strategy and objective to keep the cost of the activity within assigned budgetframe, has a public field of action, as the clinic of hab./rehab.

This Bachelor's thesis in Environmental Science studies the quality of an index of performance measurement of Swedish municipalities' sustainability governance offered by the environmental magazine Miljöaktuellt. Executed for six consecutive years, this evaluation is arguably the most comprehensive and widely spread local sustainability assessment in Sweden. Contextualizing this quantitative measurement tool in the paradigm of New Public Management, the research questions posed are: 'to what extent does the index employed by Miljöaktuellt correspond to the requirements of a set of quality criteria for sustainability assessment?' and 'is the index appropriate as a measure of, or a goal for, Swedish municipalities' internal sustainability efforts?' Through the perspective of evaluation theory, Miljöaktuellt's index is seen as a performance evaluation, thus categorizing this study as a meta-evaluation. Through a qualitative thematic approach, the index is analyzed using the 8 BellagioSTAMP-principles that were developed as tools for assessing quality of sustainability assessments as themes for the analysis.

On the first of January 2012, a new public authority was formed in VÀrmland, due to a new legislation on public transport. The first task for the new public authority was to produce a plan for the development of public transport. In order to do so, it had to execute an extensive consultation process about the long-term goals of public transport. The purpose of the thesis is to investigate how a public authority can use a consultation process as a means to clarify accountability and produce unified goals. To answer that, I have done a case study about how the new regional public authority in VÀrmland for public transport has acted in the process of writing a plan for the development of public transport.
