The aim of our study was to increase the awareness of the importance of implementation when a policy document is widely introduced. We wanted to examine how a political decision was implemented on different levels in a social care administration. We also wanted to examine the discretion related to the decision on different levels in the organisation, and if the work is followed up. The theoretical frame of reference in our study is Vedung?s implementation model and Lipsky?s theory about street-level bureaucrats.

With varied electoral success for anti-immigration parties across Western Europe, Sweden is often held as an example where anti-immigration parties have been less successful. This have caught the interest of many scientists around the world and have recently developed theories on a subnational level when testing Sweden?s municipalities, on why they have failed here but not in other countries. But in the election to 2010, Sweden now joins the rest of the Western-European countries in having an anti-immigrations party in the parliament.This paper has tested three theories on a Municipality that has shown evident support for the Sweden democrats, both in the local and the national election. This is done with a qualitative approach, made up from interviews with the local established parties.

Problem formulation? Are there any factors affecting the choice of marketing strategy?? What is it that determines the degree for the company to use a standardized or a adapt marketing strategy?? How profitable is Scania's marketing strategy in each country?Objective: The overall aim of this study is based on local adaptation and global standardization to compare the degree to which the company Scania chooses to adapt or standardize its marketing to the South American and Asian markets.We also aim to compare and describe any factors that affect the countries' differences in marketing strategies and to evaluate and measure the profitability of marketing strategies in each market.Methodology: The study is limited to Scania's marketing in the truck market in Argentina, Brazil, Malaysia and Singapore from 2006 to 2010. In order to answer the study's problem formulation and purpose we have chosen to combine a qualitative and quantitative approach. Four interviews were conducted with marketing executives from Argentina, Brazil, Malaysia / Singapore and Sweden. We have also chosen to examine Scania's annual report and include figures on the market shares of Scania in the respective countries and the number of sold Scania truck which is then compared against the number of registered vehicles by country.

An efficient market implies that the use of fundamental analysis should not result in excess return, and that any return exceeding the market average can be explained by compensation for risk, accord-ing to The Capital Asset Pricing Model (CAPM). The focus of this study is to test whether the suc-cessful investment strategy developed by Piotroski (2000) generates excess return on American data, after risk adjustment by using Fama & French?s (1993) 3-factor and Carhart?s (1997) 4-factor CAPM. Initially we form stock portfolios based on companies characterized by high book-to-market values, additionally, we divide them into different performance classes by ranking them with Piotroski?s (2000) measure of financial performance, F_SCORE.

In light of the massive property bubbles that have been bursting in the USA, Spain and Ireland during the last decade, the aim of this thesis is to clarify whether ? or to what degree - the municipality of Stockholm might experience a property bubble in the near future. AbstractThe purpose of this research is to examine which methods the municipality of Örebro recommends its schools to use in their work against mobbing and bad treatment, and to see if the school investigated follows these guidelines. By means of interviews I will examine which methods the Group for Equal Treatment at the school has found effective when dealing with these issues. My conclusions are that the municipality of Örebro clearly states what is important for the schools to work with, and a lot of effort has been put into creating a common model for all schools to use, in order to fulfill the goals of the law (2006:67) which forbids discrimination and any other kind of bad treatment of children and students. The school investigated follows the municipality guidelines to great extent. Early on the Group for Equal Treatment, including both principals, teachers and students, worked out a detailed plan for equal treatment. The Group for Equal Treatment mentioned some successful methods to use against mobbing and other forms of bad treatment. One of these methods is the annual theme week where the students get to participate in outlining the contents. Another success factor is to establish a good atmosphere between teachers and students, which is possible only if the teachers have time and opportunity to get to know their students. My examination shows that it is important to have a well thought-out plan to follow, but it must be adjusted to the needs and preconditions of the school in question..

In this thesis we compare how different strategies in choosing attribute values affects junk mail filtering. We used two different variants of a naïve Bayesian junk mail filter. The first variant classified an e-mail by comparing it to a feature vector containing all attribute values that were found in junk mails in the part of the e-mail collection we used for training the filter. The second variant compared an e-mail to a feature vector that consisted of the attributes that was found in ten or more junk mails in the part of the e-mail collection we used for training the filter. We used an e-mail collection that consisted of 300 e-mails, 210 of these were junk mails and 90 were legitimate e-mails.

This thesis was done after a request from the county?s administrative board of Västmanland to provide the board with a better understanding of how green areas have changed within Västerås municipality over time.The purpose and goal of this study was thus to measure and analyze how much of the green areas within Västerås municipality that have disappeared during the past one hundred years as well as to provide a review of previous studies regarding the importance of green areas for humans as well as the biological diversity.In order to answer these questions I have in this study used a combination of a literature study, cartographic analysis as well as a time series analysis. The computer software used to do the measurements of the green areas was ArcGIS which is a geographical information system.In the cartographic and times series anlaysis measurements and analysis was made of the district map of 1911, the economic map of 1950 and the property map of 2011. The measurements show that the municipality has grown with 46,3 km2 over the last one hundred years. New neighborhoods? have emerged and the municipality has expanded.

It seems like Swedish municipalities are dominated by beliefs that all citizen participation is good for the development of local democracy. A critic of this certainty is rising among Swedish scholars of political science. However, a critic with an ambition of such generalization is harsh. Different democratic projects contents different qualities and thereby diverse problems in the democratic process. If these democratic problems within the process can be recognized, a deeper understanding can be found and in the prolongation a strengthening of the democracy.This essay examines the democratic process of Lomma municipality's democratic project of citizen participation.

In this study, on the contrary, social sustainability is conceived as a socially constructed concept and the result of a certain way of looking at the world, the human being and the ideal society. The study centers around Kinda municipality in the southern region of Östergötland and a few of its elder inhabitants. What meaning and substance social sustainability is contained with as well as the effects that are produced by these conceptualizations is explored and analyzed. The purpose of this study is to create a method that can be used to produce decision supportdata for the climate goals of a municipality. The method should be able to demonstrate the potential for reducing energy use and greenhouse gas emissions for measures aimed at the stationary energy system in the municipality. It will be used to make long term projections of energy use and greenhouse gas emissions in order to be able to demonstrate the ability to reach climate goals. The aim was also to test the method's applicability by using the municipality of Uppsala and the Uppsala climate protocol project in a case study. Uppsala climate protocol is a project consisting of participants from business, government and organizations that voluntarily want to commit to reducing their carbon footprint by reducing their energy use and thus work to achieve the municipality's overall climate goal.

In this Masters thesis we investigate query expansion using an electronic thesaurus. We formed 30 topics from the library and information science field. For each topic three searches were made in the bibliographic database LISA Library and Information Science Abstracts via CSA Cambridge Scientific Abstracts. LISA has an electronic thesaurus attached. We used this thesaurus to form baseline queries, baseline queries expanded with synonyms, and baseline queries expanded with both synonyms and related terms.

The purpose of my study is to find out which way the extended school staff has their knowledge about conflicts, what they think is the cause of a conflict and how they handle conflicts.To answer these questions, I have chosen to do interviews with an available group. I interviewed six persons of different gender, age, nationality and they have been working from three to twenty years at afterschool care.I have analyzed my empirical material using Szklarkis four causes of a conflict and Malténs strategies for conflict management.My conclusion is that the after-school staff's knowledge is mostly based on experience, partly through work with children group in afterschool care and as a youth leader in the voluntary sector. The strategy almost always used for the after-school staff were the collusion strategy.
