TILLGÄNGLIGHET PÅ SVENSKA KOMMUNERS WEBBPLATSER : En kartläggning av kommuners arbete med att göra deras webbplats tillgänglig för personer med funktionsnedsättning.

Swedish Municipalities' websites contain vast amounts of information that caters to a broad audience. For users to be able to access this information, it is important that the website is accessible, to everyone. 74 percent of people with disabilities states in a survey conducted by the Swedish Agency for Participation (2015a) that they use the internet to make contact with local Municipalities, but simultaneously more than 1 out of 10 experiences difficulties associated with the use of computers and the Internet, according to Statistics Sweden (2014). The purpose of this study was to identify how Swedish Municipalities are working to make their website available for people with disabilities. The study also examined what Municipalities should do to make available their website and what difficulties are in the process of making a municipal website available. In working with this survey people who have insights into the subject and seven community representatives were interviewed.

Kommunal demokrati och medborgarinflytande i ett samhälle i förändring

The organisation of the Municipalities is based on the principle of representation. It has previously been impossible to give the citizens more influence through direct democracy, but the information technology gives new possibilities and the choice of democracy model might no longer be obvious. Representation can be interpreted in many ways and there is a need for a more distinct definition of the rule that the Municipalities shall be governed according to the principle of representation. It should also be further investigated how the new technology can be used to increase the use of direct democracy. The Municipalities ought to work to supplement the representation with direct democracy in the form of active discourse with the citizens.

The objective of this report was to analyse and compare vulnerability and preparation in Swedish municipal drinking water production, in case the commonly used water sources were inoperative. Methods used were a questionnaire and a less extensive study of regulations for water protection areas. The questionnaire was answered by 41 Swedish Municipalities. A handful of them were companies co-owned by a few Municipalities. Only one out of four Municipalities had source protection areas to all their water sources and for many sources the protection was not satisfactory.

The aim of this Bachelor thesis is to analyse how the libraries in the district of Tranemo was affected by the fusion of Municipalities between 1952 and 1974, when 13 Municipalities was merged into one. My major findings are that one of the libraries became the main library and libraries of the other villages became branch libraries. The main library could increase its quality by employ an educated librarian and move to a place that was more adapted to its purpose. The library loans increased. This course of events seems to be common for what happened to Swedish libraries when there were a lot of fusions of Municipalities these years..

In this essay I will look at the independence of the Swedish Municipalities. By looking at articles for the biggest journal in Sweden on this subject Kommun aktuellt I will look at the discussion for the years of 1978 and 1998 to see if one can draw some parallels in the debate and see if some subjects are always returning in the agenda for the independence. The autonomy of the Swedish Municipalities is a very important part of the Swedish welfare model. The Municipalities handles for example both the primary schools and the social welfare services. Both these institutions are money draining and the municipals right by law to claim local tax does far from all the time cover its expenses.

Behovsbedömning av detaljplaner i Östergötlands kommuner.

In Sweden, detailed development plans (DDPs) go through a screening process to decide whether their implementation could cause significant environmental impact or not. The criteria in the legislation were studied to see if an environmental impact assessment was needed. This study also investigated 26 DDPs from 12 out of 13 of the Municipalities in Östergötland and how they meet up to the demands in relevant legislation, for example the rules for Environmental Impact Assessments. Plans that concerned suburban communities and new housing were selected. The environmental issues highlighted in the plan documents were compared to selected topics from the GIS data base 'Östgötakartan' to see if the assessments made by the Municipalities were reasonable judged.

To create a more accessible environment for disabled people, the Swedish government, in the year of 2001, made the national act of easily eliminated obstacles valid. This national act states that all easily eliminated obstacles in the Municipalities, in places and in premises that are public, shall be removed before the end of 2010, no matter if the owner of the place or premise is private or public. According to Boverket, most of the Municipalities are not going to be able to reach that goal, why? The aim of this thesis is to compare the two Municipalities Kalmar and Karlskrona in their way of implementing this national act, to see where it went wrong and why. By using implementation theories and qualitative empirical data in the form of interwievs with the total of eight people from different administrations in both of the Municipalities, the subject was analyzed and discussed.

ATT VÄLJA, VÄLJA OM OCH VÄLJA RÄTT: En kvalitativ studie av vad det är som styr kommuners utformning av öppenvårdsinsatser för ungdomar

The aim with this study was to examine what it is that govern the way that Municipalities develop the non-institutional care for youth. An extensive development of non-institutional care for children is a visible trend in municipal social service and probable reasons for this development are, among other things, research that show inadequate results of the institution care and economy. Our main questions at issue were how the Municipalities argue the priorities that have been done within their youth care services with regard to the non-institutional care and how they reason considering this? Furthermore we asked why the Municipalities have chosen to develop their non-institutional care for youth the way they have and on what grounds they make their choices? This study consists of eight qualitative interviews with politicians and employees in four different municipals along with analysis of relevant documents. We have found that what governs the way that Municipalities develop the non-institutional care for youth has to do with that the Municipalities found it vital to find alternative solutions to the expensive and ineffective institutional care, that they comprehend that the quality of non-institutional care are higher then of the institutional care and that the non- institutional care is seen as more effective with regards to economic results and achieved treatment results.

To be able to maintain an adequate ITservice for various users and needs,more Municipalities are looking at thepossibility for mergers of local ITdepartments. One solution for mergingmultiple services/functions and creatingsynergy opportunities is called SharedService Center (SSC). The concept of SSCis that the administrative serviceitself becomes a core activity withinthe organization. The aim of this thesisis to provide Municipalities who areconsidering a merging of their local ITdepartments with recommendations on howto design the Shared IT Service Center.Recommendations are outlined based on ananalysis of IT-management literature,reports and by conducting a study onthree ongoing collaborations.The conclusions drawn from the studysuggest guidelines for the design of aShared IT Service Center forMunicipalities. This study aims to identify the Municipalities of Hallands? methods, guidelines and policies in integration concerning new arrivals of children and teenagers. Some of the new arrivals are under the power of Swedish Migration Board and some of them are by a contract handed over to the Municipalities. The evaluation is based on Michael Lipskys street-level bureaucracy which puts its focus on the lower level of bureaucrats meeting with clients. The frame is Skolverkets guideline for education of new arrivals which is more or less a way towards a common policy.

In Sweden according to the planning and building Act Municipalities have planning monopoly. The question about shopping centres in the outskirts of cities is a regional issue, because they attract customers from a large area. Municipalities often find it hard to assert themselves against large commercial companies when it comes to their establishing new retail outlets on the outskirts of cities. Without a regional co-operation there is a risk that Municipalities can be played up against one another, so that more and more companies are given permits without the Municipalities having taken the strategic consideration necessary for a long term sustainable development. The focus in this work is on four Municipalities in the Södertörn region (Södertälje, Botkyrka, Huddinge and Nynäshamn).

Implementeringsutvärdering av Beslutsstöd i tre kommuner

In recent years, several problems in the field of assistive device have been lifted. To manage the development Beslutsstöd (Decision support) has emerged as a systematic working method. Beslutsstöd is designed as a guideline and serves as a tool for physical therapists and occupational therapists in the prescription process of assistive devices. Beslutsstöd thereby aims to improve the quality and effectiveness of the prescribing process of assistive device in the organization of the Municipalities. An implementation evaluation about how the implementation of Beslutsstöd in the Municipalities did proceed has not been done.

Idrottspolitik i Västerbotten : En kvalitativ studie av politikers och tjänstemäns syn på idrottspolitik

This study was made in collaboration between Umeå University and Västerbotten sportsfederation. The study was aimed to find out how the Municipalities are working with variousissues in the sports field. A subject of interest for this study was to see if the Municipalitieswere implementing strategies in the sports field on determined goals by using policydocuments. Our study focused mostly on kids and youth that participate in organized sports inVästerbotten. Other aspects of interest in the study were economics in sports, how youthsports should be organized, and segregation in sports due to financial factors.
