Dichotomy in change ? a study of how the relationship in terms of power between politicians and civil servants in local government is affected by the transition to a system without branch committees.

The national spatial planning guidelines and the subsequent legal regulation in the Natural Resources Act and the Environmental Code has been a part of the Swedish planning system for almost 40 years. In the recent years, critics have claimed that the regulations are outdated and does not work the way it was intended. This paper examines closer why it is perceived that the regulations does not work, with a focus on how the national interests are managed in the municipal planning. Why is the national interests not applied in the municipal planning as intended? Is the error in the system or in the implementation of it? The aim of this essay is to study the gap between theory and practice by studying how the land management provisions in the Environmental Code is applied in five selected municipalities. The aim is also to find interesting issues for futher studies of the topic.

In the light of the problems the media industry are struggling with, local news reporting is only one of the challenges the news organizations are facing. When local editors is being moved to the cities the tie with the local community is being severed.The aim of this study has been to analyze how the inhabitants of Vilhelmina municipality talks about their experiences of local journalism. With methodological inspiration from the Critical discourse analysis (CDA) this study examined the discourses of local journalism, social media, journalism's role and municipal policy. The theorectical framework consisted theories of media and democracy, convergence culture and discourse theory.The survey was conducted with four focus groups interviews. The focus groups were divided in different cathegories based on the participants experiences, ages and employment.

Our purpose with this master thesis is to look at school libraries in two separate municipal contexts and with the help of case studies try to reach understanding of how the municipal organisation in general influences and co-operates with day to day reality. In order to achieve this objective we have posed the following questions: What importance are school libraries given in relation to questions of overall management and goals in the greater organisation? How are resources distributed and management allocated in the two cases? How are the various school libraries in the two municipalities organised when it comes to workload, employee role assumption and teamwork? In the section dealing with theory and previous research we present the theoretical viewpoint and the literature of importance for our subject. This includes a short history, reports and laws, and also some research and theory on school library organisation. Our method has been to study the circumstances in two separate municipalities, Varberg and Växjö.

The competition is strong and for new companies, it is hard to survive on the market.In our thesis we have investigated how Swedish people, who open new advertising agencies in New York, should market themselves to be successful on the market in New York.To gain as much information as possible about this subject, we traveled to New York and interviewed three advertising agencies, who were started by Swedes, and also the Consulate General of Sweden, and Swedish Trade Council.Our investigation resulted in that the best way to be successful on the American market is to differentiate your work from what the market has to offer. ABSTRACT. Introduction: In the Swedish government?s public health policy the municipalities are emphasized as one of the most important actors. Based on their broad range of operations the municipalities have good opportunities to influence the health situation of its citizens. Aim: The purpose of this study is to investigate how the local public health coordinators in Region Västra Götaland are working and what barriers they experience in their work.

This form of credit is formally independent from other obligations with a very short credit period and the amount of the loan is low. This form of credits is applied by mobile phones and on the internet by several companies, some of them are presented in this essay. These type of creditors do not come under any sanctions from the Swedish Financial Supervisory Authority as is customary for other creditors, they only need to register.

Today's planning strategy, densification of cities, makes it difficult for municipal authorities to find spaces to build preschools and daycare centers on. The Planning and Building Act , Chapter 8, § 9 states that " if the site should be developed with buildings that contain one or more dwellings or premises for after-school , preschool, school or other activities, it should be on the property or near it, enough free space which is suitable for play and being outdoors. " Each municipality has to define the expression enough free space and a number of municipalities have established guidelines for preschool and daycare centers concerning dimensions. The guidelines measure the number of square meters of free space per child with the aim of contributing to a qualitative environment. But the size is just one quality and the issue is how other non-quantifiable qualities are taken into account in the planning process. The paper compares three municipalities, Gothenburg, Malmö and Lund.

Frågeställning: Hur tillämpas god ekonomisk hushållning i kommuners styrning utifrån kommunallagen? ? Finns det skillnader mellan Eskilstuna kommun, Nyköpings kommun och Strängnäs kommun? Vad blir konsekvensen om god ekonomisk hushållning inte uppfylls?Syfte: Syftet med studien är att undersöka hur kommuner förhåller sig till god ekonomisk hushållning i deras styrning, om det är någon skillnad mellan Eskilstuna kommun, Nyköpings kommun och Strängnäs kommun i förhållande till kommunallagen. Metod: Deduktiv ansats har använts i studiens framställande. Informationen har samlats in, den har analyserats och av den teoretiska referensramen och empirin har en slutsats dragits. Respondenter valdes ut genom ett strategiskt urval och dessa kontaktades via mejl.Slutsats:  Eskilstuna kommun, Nyköpings kommun och Strängnäs kommun är styrda av de uppsatta mål som kommunfullmäktige sätter.

Med anledning av att flera kriser av extraordinära slag har inträffat i fredstid har förmågan att hantera dessa fått stor uppmärksamhet. Ett exempel är stormen Gudrun som lamslog delar av Sverige i januari 2005. För att kunna hantera sådana kriser behövs en fungerande beredskap och här har kommunerna en viktig roll. Om kommunerna har en väl utvecklad krisberedskap kan samhället bättre klara av en kris. Genom utvärderingar och erfarenheter från kriser har det visat sig att samverkan mellan kommuner är av stor betydelse för en god krisberedskap.

In this study of three municipalities you get a glance how local authorities have been working on their web pages and if they fulfill the requirements so that the disabled would consider that the page has good usability and accessibility. In the interviews conducted in one of the municipalities you will receive information how they plan, organize, implement, monitor and develop their websites.
