By the Swedish Road Weather Information System (VViS), the safety on roads could ameliorate and road accidents caused by fog and other weather hazards could be prevented. Fog is however a complex and usually local phenomenon, why fog formation generally is not easy to predict. For that reason, a statistical mapping of fog, especially along a motorway with high traffic volumes, could be useful in planning to prevent road accidents.

The theoretical starting point for the study is that Sweden is a part of a gender system characterized by gender separation and male superiority, as described by the Swedish historian Yvonne Hirdman and theories that argue that femininity and masculinity are social constructions. Another starting point is that the library sphere cannot be separated from the gender inequality in society. Since the library is part of a gender system that value individuals who are seen as males and separates men and women, some of the library users may be neglected.

The main questions to be answered are: 1 What criteria was used when constructing a digital library, particularly concerning issues like purpose, function, design, supply, services, resources and future development of the digital library? 2 How do the digital library system designers and system builders criteria correspond with those of postgraduate researchers? And what factors affect the use? A digital library is an enterprise that gives access to information stored digitally and directly available on the net. The crucial is that the enterprise has a control over collection of information and responsibility to make it available to a defined group of users. In order to investigate the relation between the construction of the digital library and user needs, I have interviewed five key people involved with the work with the digital library and twenty postgraduate researchers from the Gothenburg University.
