The frequency of innovative procurement is currently very low in Sweden. Innovative procurement is to procure unknown solutions to a defined problem or need for which it sometimes has not yet been established on the market.  Current Swedish procurement legislation does not prevent innovation procurement, however, it limits official authorities to actively work with innovative companies to develop new solutions. Furthermore, some conflicts arise between the Swedish procurement legislation and the basic principles concerning public procurement developed under EU law, which must be considered in all procurements. A small survey with 16 questionnaires has also been performed in order to get a more general view on librarians' opinions in these questions. The thesis mainly shows that the networks in which the respondents take part primarily exist in the library sphere and towards the universities.

Background: Practical blood flow restriction (pBFR) combined with resistance training has been proven to facilitate muscle strength despite training at low intensity. However, research investigating the effects of long-term pBFR-training and its periodization with strength training (ST) at a higher intensity is lacking, as well as the effects of occlusion training on blood lactate levels (BLL) over time.Purpose: To compare the effects of 2 weeks of pBFR training followed by 2 weeks of ST (BFR-ST) with 2 weeks of ST followed by 2 weeks of pBFR training (ST-BFR) on anaerobic performace and BLL.Method: 5 adults (age 23 ± 2 years) with a minimum of 1 year of ST experience were recruited and randomized into BFR-ST (n=2) or ST-BFR (n=3). Anaerobic performance was measured using a 30-s Wingate-test and BLL samples were collected <1 and 5 minutes post-Wingate. Data and samples were collected before the intervention and after the 2 protocols.Results: No differences were seen between groups in anaerobic output or BLL after 4 weeks of training (p>0,1 for all values). A decrease in time to peak power (tPP) were seen in both groups with an advantage for BFR-ST (-37 ± 8 %) over ST-BFR (-27 ± 22 %).

Abstract   The actions of Sweden during the second world war has been richly discussed over the years. Sweden declared itself neutral in the war between the great powers but did not manage to maintain its neutrality. The nature of neutrality has often been discussed; whether it is of a idealistic or more pragmatic nature. Realism, a theory of international relations, would argue that it is of a more pragmatic nature, hence these two are in opposition. Realism also takes credit in claiming to explain how and why a state chooses to act in a situation. The aim of this essay was to, by examining specific decisions made by the swedish government during the Second World War, come to a conclusion whether or not Sweden?s proclaimed neutrality was of idealistic or pragmatic nature, and thereby possibly coming to a conclusion about neutrality in large.It was also to examine the worth of realism as an explanatory theory by applying it to this specific case; to examine its validity.The study was conducted using a qualitative method; presenting empiric facts and then by using a decision model interpreting the actions and results from a realist perspective. The study concludes that realism has explanatory power, although not a complete one.

When doing that, the traveller gets the opportunity to make the best decision based on the current traffic situation. Instead of traditional travel planners, where public and private transport modes are presented separately, the co-modal travel planner offers a combination. In order to make the comparison correct and fair, the travel times have to be estimated realistically and on equal basis. This master thesis focuses on how to estimate travel times in the city of Stockholm for journeys by cars, public transport, bicycles and also for walking.An investigation of the available data on maps and travel times shows where the currently used methods are lacking.

Purpose: Social media is a global phenomenon that has developed from an opportunity of contact between people, into a platform for contact between organizations and people. This essay aims to investigate the public relation strategies of one organization on a popular social network.The main question that this study aims to answer is how the travel agency Ving chooses to create and preserve relationships to the public on Facebook in order to maintain a good reputation. Asub-question explores whether any patterns exist in Ving?s approach of interaction with its stakeholders.Method/Material: This study consists of a quantitative content analysis in which the interaction between the organization and the audience has been studied. Posts published by the public as well as replications from Ving have been categorized and then analyzed using two analytical models.

Violence is put in a specific context when the police are the perpetrator of violence rendering violence possibly legitimate through sovereignty. The possibility of legitimization of police violence raises important questions of how such violence is legitimized and how resistance is conceived of and defined. I have interviewed seven people in Sweden from different backgrounds, all of whom share the experience of having been subjugated to police violence, including threats, harassments and physical violence.This paper analyzes the performativity of police violence through the relations between police violence, power, sovereignty, subjectstatus and resistance, in order to understand how police violence is being legitimized and to understand its consequenses with respect to those subjugated to it. I?ve also analyzed if this violence is being politicized and, in that case, how politicization is made possible.
