The main purpose of this paper is to examine librarian's opinion of computer filters, to bring order in the debate on these filters and also to encourage future debate on this subject. The main problem is whether librarians themselves think they have the right to limit the public access to information on the Internet by using computer filters. We will also see how many public libraries are using filters, why they have chosen to use or not to use them, what is the librarians' opinion of filters, what rules exist regarding the use of the Internet, and finally if it is legal to use filter programs in public libraries. We have also included a short report on what filters are and how they work. This paper deals only with Swedish conditions on a number of public libraries.

Along with the development of technology, the cross-border trade is increasing and therefore there is a need for greater consumer protection. A good consumer protection creates a feeling of safety for the consumer and that by itself may help to increase cross-border trade. This is one of the reasons for why the EU has established regulatory framework for electronic commerce, for example the Directive2000/31/EC. The direc-tive strives to create a similar law for electronic commerce within the European Union. This paper?s main purpose is to ensure that the directive is implemented properly in Swedish law, and if there are other possible ways to achieve the objective, other than the ones that the Swedish legislator has chosen.

Denna uppsats utreder huruvida EG-domstolen kan utnyttja sitt tolkningsutrymme utan att överträda den givna och tagna kompetensen. Syftet är att analysera och diskutera EG-domstolens tolkningsutrymme ur ett rättsteoretiskt perspektiv. Det tolkningsutrymme som avses är den behörighet EG-domstolen har enligt EG- fördraget och den utvidgade befogenheten som EG-domstolen har givit sig själv. För att nå detta mål måste en utförlig beskrivning göras av: EU:s institutioner, kompetensfördelningen enligt EG-fördraget, EG-rättens källor, de viktigaste allmänna principerna, de relevanta ?rättslärorna? samt den kompetensfördelning som har utvecklats tillföljd av EG-domstolens agerande.

The overriding purpose of this graduate thesis is to evaluate if municipalities and county councils can deviate from the legislation of public procurement during procurement of customer choice agreements within the health and social care area. The intention of this Quasi-market is to provide the users with competition in terms of quality rather then the general principal rule of economic value.My conclusion results in a legal situation without rules of general procedure. So far the authorities make their own regulation in the field of customer choice agreements. The problem lies within the authorization of new contractors and their right to make an appeal against resolutions made by the authorities social care divisions.One solution is to legislate within the present law of public procurement. Another way to solve the problem is to create a lex specialis apart from the present public procurement regulation..

This study concerns how organizations manage various problematic areaswhen implementeing Business Intelligence and experiences from BusinessIntelligence project failures on management level. In order to highlightthese questions, we have carried out interviews with four organizationswhich have great experience in working with Business Intelligence on adaily basis.The result of the study shows that all organizations deal with difficultiesregarding cost-benefit issues and justification concerning BusinessIntelligence investments. The result also showed that the organizationsfaced difficulties with integration concerning time and cost. Documentingand securing support systems presented different attitudes between theorganizations, primary in the question about sub complements to BusinessIntelligence and in the way that they were documented. In the discourse oflegal issues and privacy the majority of the organizations chose not to storepersonal information relative to legal security demands.

This is a booklet with information and inspiration about precast retaining walls. The three chapters contain information about concrete as a material, how the surface of the wall can be altered, and a chapter with ideas for a new precast wall. I have obtained information through books, interviews, lectures and fairs. The retaining walls on the market do not correspond to the requirements of the Landscape Architects I have interviewed. I have therefore considered their opinions in the chapter containing my new ideas for new retaining walls.

Information about the risks involved shall be distributed to the people living in the area nearby to potentially dangerous installation. Swedish law stipulates strict requirements on what information should be supplied, but the law itself does not give any guidance on presentation. The main purpose of the study is to give recommendations on how to improve the information brochures. Within the study, eight people working with risk information have been interviewed and seven different risk information brochures have been studied. Also, a theoretical analysis and a practical experiment were performed using brochures from two municipalities.

Huvudsyftet med denna studie var att undersöka hur förskolepedagogens arbetssituation har förändrats under dennes yrkesverksamma år. Vi ville även ta reda på vilka faktorer som påverkat stressen samt vilka konsekvenser det medfört.Vi har använt oss av en kvalitativ metod för att få veta hur pedagogen ser på sin arbetssituation. Vi intervjuade tio pedagoger med ett fåtal enkla och tydliga frågor. På så vis fick vi personliga och utförliga svar från våra informanter. Vår teoretiska grund baseras på forskning inom stress och samhällsförändring.Resultatet av vår studie visar att alla pedagoger var nöjda med sitt yrkesval men inte med sin arbetssituation.

The construction industry is currently receiving much criticism for inefficiency and slow development while demands for reduced built in moisture and efficiency increases. This report examines whether the use of field factories can meet these requirements and what factors that will be critical for future use of field factories. Industrialized construction with field factory is compared with traditional loose timber construction and industrial construction in the fields of execution, logistics and working environment. The aim of this report is to provide a basis for field factories current and future use and development. To achieve the aim of the report, people with experience in the use of the various methods was interviewed and literature studies in the various fields done.

Europe has, since the economic crisis of 2007, gained increasing social segregation. The gap between rich and poor has increased and the large number of hidden statistics regarding people excluded from the labor market is greater than in many years. Social exclusion has thus taken a toll on community groups that already before the crisis had a hard time getting included. Groups such as young, elderly, immigrants and people with mental of physical disabilities. To curb this development, the European Commission have, since the 2004 directives, enabled public sector clients to, through procurement of goods, services and contracts, include measures that promote social consideration.Social consideration is a term that have been a part of Swedish procurement legislation since 2007, and was updated in 2010.

There are some hazards associated with mediating dogs for adoption to Sweden from foreigncountries. Contagion is considered to be one of them, but this report focuses solely on what adoptionsmay signify to the dogs concerning animal welfare. The aim of this study is to investigate how thebusiness in Sweden is run and what this can imply to the adopted dogs. Websites of the organizationswhich perform mediation of dogs, has been examined to show which information is available. A webquestionnaire was sent to these organizations to learn more about their standard procedure.

Inom redovisning finns en eftersträvan av enkelhet, vilket bland annat redovisningsstandarder syftar till att uppnå. Redovisningsstandarder kan antingen vara baserade på regler eller på principer och ska enligt standardsättarna besitta egenskaper som gynnar enkelhet. Hur användarna av redovisningsstandarder upplever enkelhet i standarderna är dock mindre betonat i litteraturen.Syftet med denna studie är att generera en ökad förståelse för hur användarna av redovisningsstandarder konstruerar enkelhet i redovisningen, samt vilken påverkan redovisningsstandarder har på konstruktionen.Studien har genomförts med ett användarorienterat socialkonstruktivistiskt perspektiv och datainsamling har skett genom ostrukturerade intervjuer med fem redovisningskonsulter där standarder ur regelverken K2 och K3 diskuterats. Detta har sedan analyserats genom att väsentliga citat bildat underkategorier samt kategorier.Studien når slutsatsen att användarna av redovisningsstandarder konstruerar enkelhet genom en legal konstruktion, avsaknad av alternativ, erfarenhet samt praktik inte teori. Vidare dras slutsatsen att redovisningsstandarder inte har någon betydelse för konstruktionen av enkelhet..

Since the late 50th century, the automobile has been normative in the Swedish society (Lundin 2008). This has led to an urban environment deeply characterized by the motor vehicle and its necessities, while other means of transportation, such as train and bicycle, have been ignored and put aside. However, over the past decades, a new trend has been seen in urban planning as a consequence of the increasing knowledge of the negative qualities caused by the car. As a result, the bicycle is seen as a conceivable transport mode.This thesis examines cycling on four issues:- Why is there a need of more cyclists? - How can the total number of cyclists as well as the number of satisfied cyclists increase? - Which factors affect the choice of transport mode? - Which factors affect the choice of route?The first two questions are discussed from a literature study that was conducted at the beginning of the thesis.

The Baltic Sea is threatened by eutrophication that largely is due to nutrient leaching from farmland within the catchment area. To solve this problem the surrounding countries cooperate within various configurations such as HELCOM and the EU-financed project Baltic Compass. Poor manure management in Russia has been discussed frequently the last couple of years. A literature review of different types of reports and legal acts is the core of this degree project which has been performed in connection to two ongoing research projects financed by EU (Baltic Compass) and SIDA. It is supplemented with interviews with Swedish agricultural consultants and travel reports from two occasions when I had the opportunity to discuss with Russians active within the agricultural sector. Different hypotheses were investigated and discussed. The environmental debate in Russia is quiet and there is a widespread approach that economic profit always trumps environmental concern ? a Soviet heritage that influence the Russian agriculture considerably. The Russian legal acts on stable manure management focus mainly on sanitary questions and only secondary on nutrient leaching.

The conflict in the former Yugoslavia was characterised by extensive war crimes committed by all parties in the conflict. Two international courts, The International Court of Justice and the International Criminal Tribunal for the Former Yugoslavia, have both judged if a genocide was committed in this conflict. This paper examines how these two courts relates to each other concerning their legal judgement of the crime of genocide. Two cases are analysed; the judgement of Radislav Krstic´ at the ICTY and the case Bosnia and Hercegovina v. Serbia and Montenegro at the ICJ.
