In the post Cold-War era, world politics was transforming itself through its emerging complex issues such as terrorism and influential and interdependent actors such as the European Union. In this new era, the European Union was developing its Common Foreign and Security Policy pillar both to present a coherent and unified EU policy and to prove its political potent in order to become an influential actor on world politics. On the other side, security environment was also transforming its content through emerging actors and issues. As one of the most prominent actors of the world politics, the EU was influenced by the transformation of security environment, whose economic ?soft power? proved necessary but insufficient for being a global power in this emerging security environment.

Sedan Internet förändrade hur världen kommunicerar har den teknologiska utvecklingen i dess kölvatten och i synnerhet de sociala medierna inneburit ett paradigmskifte i vår vardagliga kommunikativa verklighet. Även organisationer har hakat på utvecklingen. Men för många råder ovisshet om hur sociala medier påverkar deras verksamhet. I synnerhet våra svenska myndigheter som har att förhålla sig till offentlighetsprincip, yttrandefrihet och ett genomgående medborgarperspektiv. Mot denna bakgrund ville vi undersöka hur sociala medier påverkar arbetet med samhällskommunikation inom en kommunal förvaltning.

This thesis uses the ?What's the problem?-approach developed by Carol LeeBacchi. This approach studies how the problem that a certain policy is supposedto take care of is represented. Each representation will rest upon certainassumptions and will accordingly support certain solutions while other solutionswill be considered less suitable to the problem as it is represented.The thesis therefore evaluates the competing problem representations forgender mainstreaming in Sweden. The theory chapter explores two developmentpossibilities for gender mainstreaming, based on diversity and deliberativedemocracy.

Uppsatsen undersöker empiriskt orsaker till de e-tjänster som utvecklas av kommuner. Metodologiskt gemomförs studien med en kvalitativ fallstudie av ett samarbete mellan ett antal kommuner, där syftet är att samverka kring e-tjänsteutveckling. De teoretiska utgångspunkterna för studien är hämtade från förvaltningsteoretiska idealmodeller och en skola kallad Social Shaping of Technology, vilket är en teori som fokuserar på sociala omständigheters påverkan av och på teknikutveckling. Resultatet av studien pekar på att kommuner i val av e-tjänster och utvecklandet av dessa i första hand effektiviserar sin egen verksamhet och att det medborgarperspektiv som används retoriskt mer framstår som en god bisak. Undersökningen visar också på att näringslivet är en viktig aktör i utvecklingen, medan medborgaren lämnas helt utanför processen..

In this essay, I investigate Swedish possibilities to influence the Common Agricultural Policy of the European Union (CAP). After having summarized my findings, I try to explain the structure of influence by using Multi-level governance theory.Ten years have passed since Sweden joined the Union, and many changes have followed in the agricultural sector. By investigating the small country of Sweden's possibilities to influence CAP, I hope to be able to get a notion of the possibilities to influence the EU in general. The essay examines four possible paths for agricultural interests to influence the policy process in Brussels:* Through elected representatives of Sweden in the European Parliament, the Council of Ministers and in the Swedish Parliament* Through subnational institutions, such as the local authorities and regional representatives.* Through the Swedish Agricultural Office* Through the Swedish pressure group within the agricultural area, LRFThese four groups all have very different channels to the policy process on agricultural issues. The differences are mostly in terms of decisive power or advisory power and institutional contacts or lobby contacts.

Research now shows that the Individual Educational Programs (IEP) are dominated by individual- oriented actions. This despite the fact that the school`s policy documents advocate that IEP should be viewed in context of the school`s activities. Support must be seen from a holistic perspective and the student`s difficulties will be related to the whole school environment. In an attempt to understand why the individual- oriented actions are still there, I have studied how specific IEP are formulated, and how it relates to the school`s policy documents.In the study, I used discourse theory as a method. By examining the I E P in educational activity, I wanted to find the meaning with which the concept of individual, group and organizational level were filled.The results show that the IEP in comparison with the policy documents mainly differ on the definition of group and organizational level.

Bakgrund: Brytpunktssamtal är svåra samtal för alla deltagande. Bemötandet och hur beskedet ges kan bli avgörande för patient och närståendes upplevelse av livets slut. Syfte: Syftet var att beskriva sjuksköterskors erfarenheter av brytpunktssamtal i kommunal hemsjukvård. Metod: Data analyserades med kvalitativ innehållsanalys med induktiv ansats. Sju intervjuer genomfördes med sjuksköterskor.

AbstractThis bachelor thesis was performed at the Royal Institute of Technology in Stockholm on behalf of the Land Survey Authority. The thesis is about fish conservation and division of fishing water at official duty. It is the Land Survey Authority that examines division of fisheries, but before a case can be implemented, certain requirements must be achieved such as FBL 3:8, which prevent divisions that are deleterious for fish conservation. The purpose of this thesis is: to obtain a clearer view how FBL 3:8 should be applied in practice, how the application differs between the offices in central Sweden, and how fish care is regulated at both international and national levels.At an international level, in EU the commercial fishery is regulated through the common fisheries policy (CFP). The fisheries policy consists of a reform that will last for 10 years.

Syftet med studien var att utifrån ett vårdtagarperspektiv nå ökad kunskap om och förståelse för hur äldre personer uppfattar och upplever sjukgymnastik inom kommunal verksamhet. Studien baseras på åtta intervjuer med äldre vårdtagare mellan 67 och 89 år, fyra män och fyra kvinnor, med olika grader av erfarenhet av sjukgymnastisk behandling utförd på olika enheter i kommunal verksamhet.Under analysen framkom tre kategorier;?Den äldre som individ - förutsättningar och förväntningar?Yttre påverkande faktorer ? rehaborganisation, miljö och bemötande?Sjukgymnastinsatsernas innehåll och karaktärResultatet visar att de intervjuade med en övergående funktionsnedsättning, t.ex. efter höft-fraktur, som fått sjukgymnastik under en kort, intensiv behandlingsperiod på en rehabenhet eller i ett hemrehabteam, väsentligen var nöjda med den behandling de fått. Däremot beskri-ver de intervjuade med en kronisk funktionsnedsättning, t.ex.

This bachelor thesis airns to examine change in Common Foreign and Security Policy towardsa Normative Power Europe irnplernented in the Treaty of Lis bon. The survey is conductedwith Ian Manners Norrnative Power Europe theory as the basis. U sing norms identified byManners in his article "Normative Power Europe: A Contradietian in Terms?" (2002) as thetools when analysing CFSP-staternents both from before and after ratification of the Treaty of Lisbon. The norms used in the analysis are Peace, Dernocracy and Human Rights.

The aim of this thesis is to analyze and examine India's economic reforms which the country introduced on the government's own initiative in the early 1990s after decades of practicing isolationism. The analysis entails a thorough systematic examination of possible factors that determined the decision to implement the reforms. These factors are derived from two models developed by scholars within the field of foreign policy.The research is performed through an examination where the possible factors for the reforms have been examined on a three-level basis; system-, state- and individual level. It is a qualitative case study that seeks to explain not only why the Indian government implemented the reforms but also to evaluate the validity of the models to the extent that they stand in accordance with the case of India.The conclusion presented in this thesis is that one model works better for explaining the case of India. The model lie emphasis on structural changes, a crisis and political entrepreneurs committed to a certain type of reforms as a prerequisite for policy change to take place.

AbstractFysisk miljö och inlärning är skriven av Christel Eriksson och Therese Mårtensson. Vi har valt att göra en undersökning om klassrummets fysiska miljö på två olika skolor, en friskola och en kommunal skola, för att se hur elever kan påverkas av den fysiska miljön i klassrummet. Den fysiska miljön innefattar sådant som möbleringen i klassrummet, ljudnivån och undervisningsmaterial. Den gäller även skolgården, matsalen och andra lokaler på skolan men vi har valt att fokusera oss på klassrumsmiljön. Undersökningen som vi har gjort är kvalitativ och innefattar både observationer och intervjuer med elever och pedagoger.

Syftet med denna uppsats är att beskriva och analysera processen från policy till praktik och att exemplifiera detta utifrån hur arbetet med kommunikationsplattformen i Lunds kommun har gått till väga. Ett viktigt mål är också att utifrån detta konstruktivt försöka bidra till plattformens fortsatta implementering. I uppsatsen identifieras aktiv kommunikation, kärnvärdesprofilering och effektiv implementering som organisatoriska nyckelbegrepp.Utgångspunkten är fyra dokument som utgör kommunikationsplattformen för Lunds kommun och en utvärdering av implementeringsarbetet för kommunikationsplattformen. Dessutom har även tre intervjuer genomförts med nyckelpersoner i kommunen. Med en kvalitativ innehållsanalys av dokumenten och intervjuerna görs en nulägesanalys av situationen och problematiken tematiseras.Det sista steget i uppsatsen är att skapa konkreta förslag till åtgärder.

Citizenship and immigration policy are controversial aspects of the European integration project. Fourteen years ago Roger Brubaker stated that the vital differences between German and French citizenship policy were unthinkable to harmonise. This paper therefore seeks to investigate whether the old image of the two countries are accurate. By evaluating citizenship and immigration policies in today's context with the increasing influence of European Union policy I here present a more correct picture of the situation in both countries. Partly to see how the harmonisation has come this far.
