En stor förändring som har skett inom den offentliga sektorn sedan 1980-talet är synen på hur man bäst effektiviserar verksamheten. Kommunerna riktade blickar mot företagsvärlden där företagsidealet utmärkte sig som det ideala och optimala för effektivisering. En rad olika teorier om hur man bäst effektiviserar den offentliga sektorn som inbegrips under new public management kom att realiseras under 1990-talet. Med bakgrund av den nya styrningen i form av beställar- utförarmodellen som ett led i new public management har syftet med denna uppsats varit att studera i vilken utsträckning tjänstemännen utövar makt genom att studera ett fall och den beslutsprocess som föranledde det. Vidare har syftet varit att studera på vilket sätt tjänstemannamakten utgör ett demokratiskt problem.

Aim: To investigate the observed issues about the economy units? importation in the municipal of Bollnäs, Sweden, and study the internal communication according to this matter. Method: This paper is written as a process where the information flow has been decided by the information held in the interviews. The interviews have dealt with the economy units issues and the communication linked to it, within the oganization. The main aim of this paper is to illurninate how a group of immigrants meet the publiclibrary in Sweden. I have chosen to discuss Iranian immigrants' meeting with the publiclibrary in Borås. The investigation (qualitative interviews and inquiries) has taken placein the public library of Borås and partly in a local library with high density of immigrants.A theoretical perspective deals with the case study of dual marginality, where theconception of the "Marginal Man" or "The Outsider" is central. I have indicated how theprevious authors have considered this problem, to live on the verge between twodifferent cultures and how individuals react on it.The interviews and inquiries answered by Iranian immigrants are the most importantmaterial in this investigation and the result of them is connected to the theoreticalperspective and a discussion, what it means for the public library..

The aim of this thesis is to investigate and increase the understanding of a present function of today´s public library, namely the function of meeting place; here called the social function or social space. Two small town libraries are included in the study, and the questions examined are:How is this function described at the two libraries and what similarities and differences are there between the two? How can one describe the relation between how the library as social space is described in research and at the libraries? The theoretical framework used in examining these questions, consists of three different discourses in culture policy (the discourse of state, market and civil society) and theories on civil society and the public library. A summary of current research makes visible eight different aspects of the public library as a social space. These aspects functions as parts of the theoretical framework as well.

The aim of this thesis is to investigate what chief librarians in Sweden know about the present education in Library and Information Science and what opinions they have of it. We have used the following four questions as a starting point for our work: + How much do the chief librarians know about the education in Library and Information Science? + What are their opinions of the education? + What emphasis do they put on academic degrees and practical experience? + Are there any differences between various kinds of libraries regarding these issues? We decided to use questionnaires to gather our information. These were sent to 200 chief librarians on both public and research libraries all over Sweden. 151 of the questionnaires were answered.

The aim of this thesis is to examine the underlying causes for the opening of Karlstad Public Library. In doing so a theory based on the actor/structure model within social theory is used. The structures and actors are intertwined and therefore need to be analysed together. To do so the theory poses a series of questions that needs to be answered. The method used is document analysis.

There have been changes in Earth?s climate system on both global and regional scale since the pre-industrial era and some of these changes are due to human activities such as the combustion of fossil fuels. This calls for the development of engines with a higher efficiency and less harmful emissions. One interesting concept is the Homogeneous Charge Compression Ignition (HCCI) engine, which has the advantages of potentially low emissions combined with high efficiency. However, HCCI with diesel fuel requires a relatively long fuel/air mixing time to ensure a "homogenous" charge.

The purpose of this Master´s thesis is to examine howchildren?s needs, based on the Convention on the Rights ofthe Child, are provided for by the librarians when they havethe opportunity to create new libraries. We also examine ifchildren have been involved in the process and in that case towhat extent.Our theoretical perspective is based on MarianneAndersson?s and Dorte Skot-Hansen?s model of the fourdifferent functions the library can have for their users. Inorder to illustrate the degree of children?s involvement weuse Roger Hart?s model of participation.The thesis is based on qualitative interviews with seveninformants working at six different libraries.As a result of the thesis we can see that priority have beengiven to the function concerning how to find your way in thelibrary as a user.

Today sportsclubs are important actors in the work with promoting public health in Sweden. Sports have unique opportunities to reach out with messages to many people with diffrent backgrounds. In many respects sport- and clublife could be looked upon as health promotiv activiteis. It is not just the health of the individual that is affected by sportslife but also the community take advantage of active people in clubs. Partly through a healthier population and partly because clubs educational role in teaching democracy and solidarity to its members.

AbstractMaterial collected or created through observations, discussions and interviews with a group of students studying theatre in the fist year of upper secondary school formed the base for this paper. The students that took part in the observations showed a variety of motivations for the studies in theatre, but the major aim was to obtain qualifications for further studies at university. Special focus was put on a student with dyslexia attending the course in theatre from the perspective to strengthen general learning abilities. The training and teaching in acting skills as performed in the theatre studio provided the arena for the observations. The aim was to investigate if an interactive process as defined by Lev Vygotskij and the acting method created by Constantin Stanislavski would create social and artistic development among the students in the study.

Stakeholders and objectives are important factors for a balanced control. This is due to the fact that many different stakeholders often leads to the creation of conflicting objectives. Numerous and unclear objectives lead to both conflict and uncertainty. The organization?s structure and culture are other factors that also influence.

This study examines the cultural place and status of video and computer games in the Swedish public library. Using works on popular culture and the theories of Pierre Bourdieu, this study employs quantitative methods, as well as textual analysis, to analyze the results of an online questionnaire with 19 questions focusing on selection criteria, shelf placement, perceived competence, as well as reasoning for having or not having these games in the library. 286 out of the 440 libraries contacted is participating in the study, and the libraries consist exclusively of public libraries in Sweden that are found in the database of the Royal Library.The results of this study show that a larger number of libraries than previously indicated have started to provide electronic games to their patrons. At the same time, patterns in the data and comments suggests that these games in many cases still do not enjoy the same level of cultural recognition as other media. Indicative of this is the way most libraries seem to focus on the medium being exclusively for their young patrons, with seem-ingly very little in the way of investment for adults.
