The aim of this master-thesis is to investigate the emergence of bureaucratic drift in connection with Implementation of EU-legislation in Sweden. To narrow it down I have chosen to look at the Swedish Implementation of the Working Time Directive, directive 93/104/EG. To be able to fulfil the purpose of this master-thesis I have used two research questions; [1] How did Sweden Implement the Working Time Directive into Swedish law? and [2] Why did Sweden omit to correct Implement the Working Time Directive? To be able to understand and explain the situation I have used the principal-agent perspective as a theoretical framework. An analysis of motives has been used as analytical method.The results from the analysis show that Sweden, in order to keep the contractual model used on the labour market, which is a part of the well known Swedish model, shirked while Implementing the directive and Implemented as to be able to fulfil its own agenda.

In this thesis I explore the debate on surveillance in Swedishnewspapers that preceded the FRA law. The development ininformation technology has made it possible to monitor society toa greater extent than before. It is therefore interesting andimportant to explore a debate preceding a controversial law onsurveillance. The primary purpose of this thesis is to add to abetter understanding of how such a law was discussed in Swedishnewspapers and the relationship between idea and ideology in thisdebate. To answer these questions I explore the newspaper debateby using Isaiah Berlins notions of liberty, positive and negativeliberty.

This study aims to examine how performance management is compatible with the operations at Sida, Sweden?s International Development Cooperation Agency, by performing interviews with representatives from Sida. The public sector is facing increased demands on accounting, which has emerged as an institutionalized social norm in society. The nature of Sida?s operations, however, proves to be highly complex, rendering results based management difficult to Implement.

In 2005, Outokumpu began to Implement its system of continuous improvement, OK> 1, at Avesta Jernverk. OK> 1 has not generated sufficient results on plant KPI:s. The purpose of this study is to identify the understanding,  participation and commitment regarding to OK> 1, and to suggest some actions to make OK> 1 more successful with emphasis on these three aspects. The thesis shall also determine whether there are any differences in the attitude towards OK>1 between Blue Collars and White Collars.The study consisted of a survey, and interviews. The output from these methods were processed and analyzed and finally resulted in a SWOT ? analysis and suggested actions for improving the understanding, participation and commitment towards OK>1.

This research aims to determine teacher perceptions on alcohol- and drug use among students, as well as how they Implement the municipality framework against alcohol and drugs. The research was carried out in a midsized town in the centre of Sweden. It is characterized by an inductive approach and was performed through a qualitative method. Results were analyzed from a hermeneutic approach, and theories used are system theory, salutogenic approach and Mead?s symbolic interaction theory.

The Implementation of large IT-systems is a complex area where many aspects have to be taken into account.KSU, Kärnkraftssäkerhet och Utbildning AB, is a small company in the Vattenfall group that is increasingly being urged to Implement SAP, one of the largest ERP-systems on the market. Vattenfalls purpose with SAP is to centralize certain processes within economy that are common to all the companies in the group, this to gain benefits with economics of scale. However, KSU is not convinced that SAP is a suitable system and that the common processes apply to them.The purpose of this degree project is to investigate if SAP is a suitable system and if KSU will benefit from a transition to SAP. Three perspectives were applied to further specify important areas of the main question. From a technical point of view KSU:s demands on a system was mapped against SAP.

The  construction  industry  is  a  costly  business  such  in  respect  of  capital  for  most construction defects which then require rework, tear down and rebuild again. This study is  meaningful  awareness  of  tools  that  can  reduce  this  best  through  communication  and information sharing between the parties.  The  construction  industry  is  known  as  temporary  projects  organizations,  where  the construction  project  consists  of  several  actors  who  have  to  communicate  and  share information  between  them  to  avoid  mistakes  later  in  the  build  time.  These  actors  are bounded together thus for the duration of the project, then broken when the project has reached its end. The challenge here is for these actors to apply a tool that can help and simplify communications, information sharing, and perhaps the most important aspect is to  create  a  routine  for  the  association  and  the  shattering  of  these  actors.  To  Implement such  behavior  using  a  tool  such  as  BIM  in  the  industry  whose  size  perhaps  is indescribable may be a very hard task.  BIM (Building Information Model) could be seen as the solution to this problem because it  acts  as  a  portal  where  the  actors  involved  must  sign  in  and  communicate,  share information, and eventually create a behavior, a routine for this association and division of  the  actors  following  the  end  of  the  project.  The  technology  could  help  the  involved from  the  beginning  of  the  project,  already  in  the  model  stage,  break  down  and  prevent any construction barriers when the building has been placed in the works.

Our study aims to investigate whether resilient children share common factors that could explain them not following the expected course of development for said group. The study also sets out to explore which strategies resilient children Implement in order to cope with their situation.The study is based on the following questions:How do resilient children describe their experiences from growing up with parents with substance abuse problems? What risk and protective factors do they mention in their biographies?We use the system theory and Goffman's dramaturgic perspective as analytical tools.  The system theory could help us see the family as a system, while Goffman's theory might help us understand how resilient children find different strategies, and why they Implement these strategies, to hide their family problems.The results show that the most important factors with a positive effect on resilient children were: to have somebody else important in their lives, to have goals in life, to have a safe haven, to think independently and to develop a high level of independence early in life..

A good consumer protection creates a feeling of safety for the consumer and that by itself may help to increase cross-border trade. This is one of the reasons for why the EU has established regulatory framework for electronic commerce, for example the Directive2000/31/EC. The direc-tive strives to create a similar law for electronic commerce within the European Union. This paper?s main purpose is to ensure that the directive is Implemented properly in Swedish law, and if there are other possible ways to achieve the objective, other than the ones that the Swedish legislator has chosen.

Gender mainstreaming has been an internationally dominant policy since the mid 1990?s. In 2004, the Swedish government decided to Implement gender mainstreaming within the Government Offices of Sweden. However, little research seems to have focused on the reasons for an organization's decision to Implement gender mainstreaming. Consequently, the purpose of this study is to answer the question why the Government Offices of Sweden have decided to use gender mainstreaming.

Corporate responsibility is a popular phenomenon of today. The interest for the subject is extensive and means for Implementing corporate responsibility strategies within organizations are demanded. There are studies showing how management control systems can be used in order to Implement general strategies into organizations. Still, management control systems designed for the Implementation of corporate responsibility strategies, in particular, are not provided by the current academia. The aim of this paper is to contribute to studies within management control systems by studying the management control system specifically designed to Implement corporate responsibility strategies.

With Microsoft's new operating system, Windows 8, a new type of applications were introduced, Windows Store Apps. These applications must meet certain requirements in order to be uploaded to Windows own store for apps. There are also guidelines to follow. The requirements and guidelines include appearance and functionality, such as a common search function in the applications to contribute to a more unified experience. How does these requirements and guidelines influence developers? Whether the development of the Windows Store Apps gets more difficult, or perhaps even simpler, is studied and evaluated in this report.

This study aims to create an understanding of how employees relate to directives that come from a level above them in the hierarchy and is to be Implemented in their working activities. This is studied by examining a case where a work group has tried to Implement orders, given to them by the government and through a work group in the level above them in the organizations, concerning how employees working with child health care is to educate parents regarding the child convention. The method that have been use in this study is group interviews with 19 child health care nurses and the two main questions that are asked is why has it been difficult to Implement the orders and how have the child health care nurses expressed their resistance to the changes, this since only five of the nurses had begun working with the child convention. The theories that have been used focus on how resistance towards change is expressed, organizational incapability and reluctance towards change, as well as how grass root bureaucrats relates to change. The conclusion that can be drawn from this study is that it is important to let the concerned parties participate from the beginning of the process, to minimize their reluctance to the changing process.
