Eskalerande projekt i offentlig sektor - En fallstudie av polisens utredningsstöd
A large number of system development projects are allowed to proceed for too long, and leads to undesirable project outcomes. Research shows that more than half of the authorities involved reported that at least one of their projects have exceeded their budget, and that a third of all the projects had exceeded the budget. This problem led to the following research question: ?Which factors can explain projects continued escalation within public authorities?? To answer the question, a qualitative case study of the Swedish police?s implementation of PUST, a sort of case management system was conducted. The project received considerable media attention and a large amount of criticism was directed towards the project, partly because the project exceeded the timeframe and budget set at the start.

For the Swedish Transport Administration, which is the largest purchaser of infrastructure in Sweden, ÄTA-work is a hotter topic than ever.Economists and managers want to draw conclusions on the projects share ÄTA-work, while the project manager is concerned about whether it is possible to draw any conclusions at all as each project is unique in itself and has its own merits. There is a big variation in the amount of ÄTA-work in different geographic districts in the Swedish Transport Administration.This study shows that the Swedish Transport Administration does not have a unanimous approach regarding the management of ?ÄTA-work?.

BackgroundToday a common approach to solve a complicated problem is to assemble a temporary workforce in order to solve the problem by working together within a project. One of the difficulties with working in projects is to maintain the planned budget. Working hours and costs are often exceeded. Many companies presume that any certain project will succeed, a presumption that leads companies not to anticipate risks involved in a project. In companies today there is seldom time for evaluation or moderation of a project, in order to have time for evaluation there is a great need for an adequate planning of the project.IntentThe intention with this study is to create a model for planning, budgeting and evaluation of projects within consultancy companies.MethodWith the help of interviews and discussions within the group Hamnar och Byggkonstruktioner at Sweco has evidence to present a proposal on planning, budgeting and monitoring been developed.ResultsA model has been developed to ease for consultancy companies to plan, budget, monitor and evaluate projects.

The study explores different aspects of how a social organization is created and maintained in the space between the institution and the individual. Based on fieldwork, participant observation and individual interviews in the housing estate of Hageby, Norrköping, this ethnographic study examines how and why the organization ?Ditt Nya Hageby? was created, as well as the unanimity between the purpose of the organization and the engagement of the members. Two projects within the organization are especially examined, along with the roles of the two members behind them. The study presents three perspectives from which ?Ditt Nya Hageby? can be viewed.

The aim of this thesis is to explore if the course self-employment in Swedish for immigrants will become a permanent activity. The study is based on interviews with participants from the projects management team and the interviews has been analysed with methodological inspiration from Jonas Söderlunds project competence model. The focus lies in the participant?s perception of the project work and their thoughts about the permanent activity of self-employment in the future.

Introduction: Mental illness is a public health issue which 20-40 per cent of the inhabitantsin Sweden suffer from. To develop the collaborative process by noticing difficulties and successes,documenting, follow-up and evaluation is of great importance. Aim: The aim of this literaturereview is to investigate which methods are used for evaluation of health promoting anddisease preventive collaborative projects, which focuses on mental health directly orindirectly, and find out what results these projects has revealed. Method: Literature reviewwith descriptive design.

The aim of this Master's thesis is to examine the theories and visions of five futuristic projects at children's libraries in Sweden and Denmark to investigate if these projects have approaches that are significantly different from today's best practices of the libraries and the current theories behind the children's sections.More specific questions are also asked:Are the projects taking advantage of the children's perspective or is it the adult vision of children's needs that is governing?Are the projects promoting collaborations with other actors, thereby facilitating a future development of the children's library by others than librarians?The comparisons reveal that new methods and tools are beeing developed, while the traditional ambitions and views on children and children's needs are essentially unchanged. The role of the library as a social room and meeting place has increased, while its role as a place for finding and transferring information has been challenged by Internet and home computers. The library can still compete as a public place offering relevant contents and assistance by attentive, well-educated adults.In conclusion, the futuristic projects are expected to promote greater variations between children's libraries, by presenting literature, media and information in many different and more innovative ways. Such greater diversity and multiplicity would allow the libraries to market themselves with a clearer message in order to compete with other (commercial) activities for children..

This thesis examines the reasons to why railway projects conducted by Banverket (Swedish National Rail Administration) could be expected to cause significant effects on the environment, on which grounds the County Administrative Board and Swedish National Rail Administration base their decisions/assumptions and highlight regional differences between the different Swedish national rail administrations regions. Total 24 railway projects, conducted or being conducted, during the time period 2001 - January 2010 have been analyzed and studied. These projects represent eight different measures/activities which are dispersed throughout all five of the Swedish National Rail Administration´s different regions. Swedish legislations demands that the planner of a new railway project shall first conduct a pre-study and then conduct a public consultation which provides the participants an opportunity to provide input. The County Administrative Board shall then decide if the project could cause significant effects on the environment.

The purpose of this thesis is to examine projects for readingpromotion, aimed at boys, between 8 and 16 years of age. Therelations between librarians approaches to reading and methodsfor reading promotion are analysed with a gender perspective.The study is based on qualitative methods. Librarians involved infour reading projects have been interviewed. In the analysis, ourempirical material is related to theories of approaches to reading.Results have also been compared with earlier studies regardingboys reading, reading promotion, gender and male stereotypes.We find that an emancipatory approach towards reading is themost common. The librarians´ views showed that discussion,development, reading for pleasure and focus on the content of thebook were central to the methods used in the projects.

Facilitated by the breakthrough of the internet, new ways of organizing internet-based projects that harness the power of the crowds are becoming increasingly common. Today there are ways of using the crowd as paid labour, as funders of your new project ventures and even for helping scientists doing science. Staying true to its traditional principles of objectivity and trustworthiness while asking the crowd to contribute, crowd generated ?Citizen Science? does not provide even the slightest amount of pay in exchange for the time and effort put in by their contributors. Surely there can not be many people willing to do such a thing voluntarily? Actually, practice is showing the exact opposite with contributions counted in their millions among the more popular Citizen Science projects.
