E-government. : En studie av 24-timmarsmyndigheten i kommunerna.
Frågeformulering: Vilka faktorer är det som avgör utvecklingen av offentliga e-tjänster?Syfte: Syftet med denna uppsats är att utvärdera och undersöka nuläge och framtida behov av e-förvaltning inom kommunala myndigheter i stockholms området.Metod: Vi har använt oss av både en kvantitativ och en kvalitativ metod.. Dvs en intervju och en enkätundersökning.Teori: Vi har använt teorier som behandlar 24-timmars myndigheten och kundbeteende, samt organisationsteorier.Empiri: Empirin består av intervjuer som vi utförde i sex olika kommuner i stockholmsområdet samt en enkät som undersöker invånarna i två av dessa kommuner.Slutsatser: De avgörande faktorerna för utvecklingen av e-government är bland annat politiska påtryckningar och förändringar i omvärlden. Även om kommunerna ligger på olika nivåer, strävar de efter samma mål, för att uppnå den perfekta 24-timmarsmyndigheten..

This essay is a normative analysis concerning the question of whether the government should be allowed to use taxes to finance the state. What kind of ethical problems arise when the government use taxation? If it is possible to justify taxation, despite potential moral issues, then what should the government do with the funds they have collected? What kinds of government functions are morally justified? Is it merely the kinds of functions that are supposed to uphold negative human rights; or should the government provide health care, education and even culture for the citizens? This analysis aims to answer those questions and also formulate a principle about what the government should be occupied with, if anything at all. In order to achieve this I mainly use the terms freedom and justice to analyse ethical problems. The ideas of John Rawls and Robert Nozick are essential in this project.My answer is that taxation is justified as long as the purpose is to maintain the most fundamental human rights and also under other special circumstances such as if an individual cannot find a way to finance basic education or necessary health care.

On 1 January 2007 abolished Sweden as one of the last countries in EU the wealth tax. This wealth tax was in Sweden for almost 100 years. As the great debate in the context of tax reform in 1910 was not so much about the introduction of a wealth tax. The discussion was instead on the wealth tax would be proportional or progressive together with the income tax.When the government with and there finance minister, Carl Swartz, presented its government bill, 1910:88, 11 March 1910, the draft regulation on income and wealth tax was said, that now they had finally made a shift in the direct tax to the state. A change had been sought and it would have been great difficulties to be overcome and it would have been deeply entrenched ideas about this tax reform impossible.Despite all the protests from the wealthy in society, so continue this conservative government through reform with the strong support of many conservative politicians who had most to lose from this tax reform.

The purpose of this master?s thesis is to analyze the law in force and unravel whether the purpose of the law has been fulfilled or not. If a deviation has been made I will decide whether it can be justified.Since 1st of January 2004 the preferential right regarding taxes has been abolished. Since then the claims of the Government do not have any preferential right.

A coalition that not only can be seen at the national but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the national level tends to increase the total expenditures compared to other types of government formations. Can a similar connection be seen at the local level? This the fundamental issue of this essay.

Flyktingpolitiska diskurser: en kritisk diskursanalys av två debatter
The central goal of this study was to compare statements of the minister of migration in power in 1994 with those of the minister of migration in 2006. The statements reflect two peaks of refugee immigration in connection to the war in former Yugoslavia and the present war in Iraq. The study analyses the statements in a critical discourse analysis framework. More specifically the aim was to find out if there were any discursive differences in these statements and how they might manifest themselves in society. The material was composed of 12 texts, 6 for each period originating from Swedish newspapers and from the ministers' public speeches.

Information technology (IT) with its enormous capacity involves more and more in our daily activities and public sector is using IT to make their activities more efficient. The government goal with electronic government (e-government) among other things is increasing the availability and service to the public as well as improving the democratic process. Democracy can be strengthened by involving citizens in public decision making process but this goal has not been achieved yet and the development of e-government has mostly been focused on improving efficiency within administration and electronic services (e-services). Promoting the democratic process has been postponed in the development of e-government because of the lack of political commitment and decision. Digital divide is also preventing public sector to promote democracy with the support of IT.

The current debate regarding organizational strategies for sustainabledevelopment is influenced by the theory of global governance. Decentralizedstructures of the global society are taken to use in the realization of a sustainabledevelopment. New roles of transnational networks and partnerships raisesquestions of the ability of global governance to co-ordinate and implement longtermsolutions without assistance from centralized and hierarchic structures basedon government. The aim for this thesis is to illustrate the current conditions forwell-functioning networks of sustainable development and examine therelationship between global governance and government. Issues of participation,decision making and compliance are examined by a case study of the Marrakechprocess, a global process to support the implementation of sustainableconsumption and production.
Konstitutionsutskottet och Regeringskontrollen - En studie av kontrollmaktens utövande i enkammarriksdagen 1971-2007
The purpose of this study is to examine how parliament executes its responsibility of oversight against the government. In Sweden, parliamentary oversight of the government rests with a standing committee of parliament known as the constitutional committee.Drawing on general principal-agent theory I construct a model in which members of the constitutional committee are seen as agents in double and conflicting agency assignments. This constitutes a problem for the agent. Since it is the party group in parliament that controls the fulfilment of the agents? objectives, the agent is presumed to follow the party assignment to the detriment of the parliament assignment.The model generates two hypotheses concerning they type of oversight we should expect the members of the constitutional committee to perform against the government.

The aim of this thesis is to better understand branding work in government agencies. What can systematic branding work result in, in a government agency, besides a strong brand in itself? Can it contribute to the democratic mission that government agencies have?Based on background information on government agencies, their mission in terms of communication, their particular characteristics in relation to the private sector; brands and how they are developed; as well as theories in organizational communication, and research on the possibilities and risks of branding work in the public sector, a qualitative case study on the Swedish Patent and Registration Office (PRV) was carried out.The case study consists of a study of PRV?s brand platform, their website as well as an interview with the person responsible for developing the platform. The information gathered during the case study indicates that PRV?s brand work seems to have resulted in a number of positive outcomes.

This essay is a study of the government bills for a new grading scale in the Swedish schools.
There have been many complaints about the current grading scale and the main problem seems to be that teachers are interpreting the criteria for certificates differently. There are two major challenges for Swedish teachers, one is how to interpret the criteria for certificates, the other one is the equality problem , students can not be sure of that two different teachers would give the same grades. The main point of the essay is to try to find out whether the new grading scale will solve this problem. To my help I have made an analysis of the bills of the Swedish government for the new grading scale.
