This paper aims to investigate the terms and conditions of a lesbian gaze and a lesbian spectatorship from a feminist and queer theoretical point of view. The empirical material consists of three paintings by the American artist Romaine Brooks (1874-1970).  Brooks was based in Paris in the early 20th century where she was surrounded by a group of intellectual and usually cross-dressing lesbians. The women within this context are the ones depicted in Brooks? paintings and this makes her one of the first artists in modernity to openly portray lesbian and cross-dressing women.

Earlier the regional social insurance office was exposed to critisism because of bad administration and a lack of providing public service. Among other things the regional social insurance office was attacked because of long investigation hours and indinstinct working methods and was blamed for not being able to solve the unhealth in the society. This lead to the reformation of the previous regional social insurance office into a government authority agency on the first of Januari, 2005. Extensive organizational changes were made so that regional social insurance office could handle the demands and become a uniform public administration. I have made a qualitative study where the purpose was to se how the changes affected the public administrators and I focused on their participation and willingness to change.

Today, many discussions are taking place through different platforms concerning the huge problem of ill health within modern society. Ill health tends to affect both children and adults. For the adult sector ill health may lead to doctor?s notification of illness in the short term and on the long term permanent disability benefit. In the mass media there are often articles published that point out the rising number of people with sick pay and people being given permanent disability benefit.

This implementation study looks into whether or not students? weak position of power results from something other than a democratising of schools taking priority when student influence is encouraged.With an aim of explaining what is hoped to be achieved and if these intentions are to be spread, the purpose is to investigate to what extent standards concerning student democracy are transferred between institutions. In order to find out, the question is posed of whether their aims for student democracy conform. This overriding question is coupled together with the following four defining research questions:1.

Most importantly is that the senior officials and politicians in the municipality are dedicated to the cause considering that they have the power to influence and make a change. Besides proactive and committed individuals, it is necessary that the work is organized and anchored by clear and concrete documents and control systems. It is also important that the work is continuously monitored and evaluated. To collaborate with other municipalities, authorities or participate in various networks is another factor contributing to the improved climate work in the form of exchange of information, knowledge and experience.A major driving force for municipalities to improve themselves is the distribution of state aid and grants.

This is a bachelor thesis about arable land in Varberg, from sustainability and it?s relation to local government and management. Arable land has become more important as a natural resource from a global point of view and in concerns of higher demands of food supply, as a result of population growth, higher consumption worldwide and climate change. But the arable land in Sweden is being exploited an increasingly rapid pace and the arable land in Varberg is not an exception of this development. The issue is most topical and the discussion holds questions about a declining agricultural sector, the formal and administrative protection of arable land and because other interests of land use often is given higher priority in community development and planning.

I den här artikeln undersöks implementationen av ett ärende och handläggningssystem kallat Platina vid Länsstyrelsen i Västerbotten. Problematik med implementationen identifieras genom intervjuer och observationer med anställda vid myndigheten. Undersökningarna leder till slutsatsen att myndigheten inte har fått ett färdigt system utan ett som kräver fortsatt utveckling innan det uppfyller de krav som ställs på det. Det finns även en risk att utvecklingen av systemet inom myndigheten läggs ner på grund av organisationsförändringar..

I rapporten undersöks vad tjänsteorientering kan bidra med vid utveckling av kommunal verksamhet. Syftet med rapporten är att undersöka hur tjänstekataloger kan användas för att i kommunal miljö underlätta arbetet med att utveckla verksamheten och i förlängningen skapa e-tjänster riktade mot medborgare.Genom att utgå från tjänsteteori, litteratur om kommunal verksamhet och e-government samt teori kring interaktion skapas en grund att stå på gällande tjänsteorientering inom kommunal verksamhet. En hypotes byggs upp och jämförs sedan med resultatet av en intervjuserie.En analys av de resultat som redovisats visar att alla de kommuner som medverkade redan idag i någon utsträckning arbetar tjänsteorienterat. Analysen visar även att både litteraturstudien och intervjuserien pekar på att tjänsteorientering kan bidra med struktur till arbetet med e-government inom kommunal verksamhet.Slutligen sammanställs en modell för kommunala e-tjänster baserad på tjänsteteori och den kommunala verksamhetens egenheter. En samling egenskaper för dels tjänster och dels e-tjänster presenteras även för att visa på vilka behov som finns.

Over the past decade there has been considerable debate in the media concerning the necessity of educating parents in how to be better parents, and strengthening their parental role. This question has also been debated at a national level, resulting in the state commissioning a number of official investigations into the problems that parental education could resolve. A growing body of scientific studies have shown that parental-educational programmes play a strong role in preventing behavioural problems amongst children and teenagers. Many Councils in Sweden already offer these parental courses to their citizens, but discussions are ongoing as to whether these courses should be obligatory for all parents before or near to the moment that they begin to have children. This conclusion has been supported by the official investigations commissioned to look into this issue.

Key themes in the study are security, threats, surveillance and privacy. The power relationship between the individual and the state is also examined. Empirical data used in this study consists of a spoken plenary debate in the House which was held in connection with the adoption of the FRA law in June 2008.

The purpose of this study is to propose and formulate quantitative indicators to help measure an aspect of the Environmental Objectives in Swedish legislation: ?A Good Built Environment, Interim Target 2.? The governmental bill 2004/05:150 suggests changes to Interim Target 2: By 2010 built environments of cultural heritage value will be identified and placed under long-term sustainable management. Following the revised formulation regarding sustainable management, indicators should be formulated to measure the fulfilment of sustainable management of built environments of cultural heritage value. An important part of management takes place at the municipal level of planning, where detailed development plans include regulations to protect built environments of substantial cultural heritage value. As a result, this study is focusing upon the regulatory function of the Swedish Planning and Building Act in respect to the built environments of cultural heritage value.

Syftet med denna uppsats är att utreda om förvaltningsrevision tillför något värde eller om det bara är en historisk kvarleva som innebär en extra kostnad för företagen.För att uppfylla uppsatsens syfte skapade vi en egen teori om förvaltningsrevisionens värde. Denna teori kretsar kring relationerna VD ? Styrelse, VD/Styrelse ? Ägare, VD/Styrelse ? Bank och VD/Styrelse ? Staten. För att undersöka riktigheten i vår teori gjordes dels en intervjuundersökning och dels en enkätundersökning på Internet.Vår undersökning visar på att förvaltningsrevisionen främst riktas till externa aktieägare. Även leverantörer, banker och staten framhålls som intressenter till förvaltningsrevisionen.

This thesis aims to study obstacles which Turkey faces regarding EU accession. The main focus will be at the historical context and background information to clarify Turkey-EU relationship and institutional aspects such as; the Copenhagen criteria will be analyzed. Interaction between identity politics and Turkeys Europeanization project will be examined by analyzing arguments regarding this issue. The historical context is important for realizing in how Turkey's negotiation process is affected and how the process is evolved. By examining this, a more transparent understanding is going to develop in the issue of why Turkey never will be able to identify itself with the EU.Analysis regarding why Turkey as a secular state develops into an increasingly Islamized state is highlighted.

Local cultural environment planning in Sweden often comes to rely on municipal heritage plans. These plans are meant to facilitate management of local cultural values, work as a tool for local planning and increase awareness of cultural environments for the public. In the last decades public participation in planning has become more and more of the ideal strategy, challenging the idea of cultural environment planning as an expert-led field. The idea of the field as one that implicates public participation as a strategy has been fortified in Sweden through national goals, government bills and conventions. Nevertheless the implementation of public participation in municipal heritage plans remains quite uncharted. The aim of this study is to explore public participation in regards to how municipal heritage plans are developed and the perception of public participation in cultural environment planning amongst professionals, comparing bigger and smaller municipalities.
