Fenomenet med nationella riskbedömningar är relativt nytt i Europa. Myndigheten för samhällsskydd och beredskap överlämnade den allra första nationella riskbedömningen till regeringen år 2013. Syftet i uppsatsen är att undersöka om man genom ett policy transfer-perspektiv på nationella riskbedömningar kan se några indikatorer som hindrar policy transfer inom riskområdet. En första, översiktlig undersökning görs genom att jämföra de risker man lyfter fram i sju europeiska nationella riskbedömningar för att se om man kan tyda något mönster. Uppsatsen tog avstamp ur antagandet att geografisk närhet och liknande interna förutsättningar kunde tänkas innebära att man även har en liknande syn på risker som länder i ens närområde.

Shelters and Nuclear weaponsA discourse analysis of the Swedish defense and civil defense debate during the Cold warSweden during the Cold War set into motion one of the world?slargest civil defense policies at the time, second only to neutral Switzerland. The governments expenditure was far greater per capita than both that of USA and Soviet Union and included massive evacuation plans for Stockholm and other large cities in Sweden, with the hopeful expectation to bring down the amount of people in each of them to 15000 in case of a foreign hostile nuclear attack. The policies included construction of shelters with room for 2,5 million of about 7 million citizens in total at the time along with gasmasks for the whole population. Not only this, Sweden was considered one of the biggest military powers of that time in relation to its size and population.

The aim of this study is to analyse the Swedish state´s ambition in achieving equality among its citizens. By studying the new urban policy introduced by the government in 1998 from a theoretical perspective the purpose of this essay is to understand the ideational dimensions in this policy project, in regard to established understandings about equality.The theoretical framework on which this study is based consists of two different parts. The first presents dominating models on welfare states, mainly focusing on the socialdemocratic welfare state. The second introduces influential theoretical views on equality, primarily discussing universalism and a differentiated equality view. It also presents theoretical views on how to understand the relationship between the state an its citizens.

The aim of this thesis is to study discursive change in the Swedish environmental political discourse between 1987-2005. The text of three Swedish budget propositions are analysed for this purpose.The results from the analysis are related to a few relevant theoretical perspectives that hold partly different views on what constitutes ?sustainable development? and ?ecological modernization?. Through these theories the thesis continues the discussion around the two central but somewhat blurry terms sustainable development and ecological modernization. The aim of this discussion is to conclude whether the discursive change in Swedish environmental politics can be said to go more in the direction of sustainable development or ecological modernization, or if elements of both perspectives can be found.The analysis shows that the Swedish environmental discourse has come to include more and more political fields such as general welfare politics, during the period.

Background: The hurricane in the south of Sweden in January 2005 was the worst storm in Sweden for the last hundred years. The storm named Gudrun has blown down forest that according to estimation is corresponding to one year of cutting down in the entire country.Purpose: The purpose of this thesis is to describe how credit granters act when facing falling forest real estate mortgage and describe if they will make considerations due to the storm in the south of Sweden 2005.Method: With help of a qualitative method, we investigated how the credit granters act when facing falling forest real estate mortgage. Interviews were obtained with three credit granters, SEB, Landshypotek and FöreningsSparbanken in the county of Jönköping and Kronoberg.Conclusion: The conclusion is based upon the empirical study, the analysis and our own reflections and it shows that the credit granters do not change their policy concerning credit granting to forest real estate properties. The policy of the credit granters has proven to be valid even in this extreme situation..

The aim of this Master?s thesis is to study various views of sponsorship in relation to public libraries as found within three cultural policy documents. The main objective is to discover which ideas are considered relevant in the partnership between the Swedish retail chain, Åhléns, and the children?s public library, ?Room for Children? (Rum för Barn). In 2005, Åhléns provided SEK3.14 million in sponsorship to ?Room for Children? at Kulturhuset in Stockholm.

This investigation aimed to shed light on the terms of the dispensing and the retaining of municipal social benefits granted by Swedish social services, this in regard of a less visible societal subgroup; citizens who cannot attain or retain housing of their own.Through qualitative interviews with six municipal social workers in Skåne, the plight of these citizens is revealed from a policy-making perspective in respect of views on discretion and individual appreciation. This essay revolves around partnerships established between local authorities and civil society to promote integration in segregated urban areas. The main focus is on who is active in formulating the local integration policy in these partnerships. The analysis is based on qualitative interviews with representatives from the local public administration and from different parts of civil society in Rosengård and Södra innerstaden in Malmö. The conclusion is that local authorities to a large extent decide the content of integration policy. The authorities, in having the major responsibility of the integration projects, decide what parts of civil society to involve and what projects will promote integration.

The purpose of this master's thesis is to discuss how young people view their possibilities of exercising power and influence in Swedish society and politics. To accomplish this we have used several different sorts of relevant material. As an introduction, we review the development of the Swedish research concerning youths, with focus on the development in the last two decades of the twentieth century. We continue with a study of important Swedish youth-political documents, especially of the Government Bill På ungdomars villkor: Ungdomspolitik för demokrati, rättvisa och framtidstro On the terms of the youth: Youth-policy promoting democracy, justice and hopes for the future. För svenskt vidkommande motiveras ibland Sveriges engagemang i exempelvis Afghanistan med att den terrorism och drogproduktion som härrör därifrån hotar och påverkar även människor i Sverige. This study aimed to explore the perceived role and mandate of civil servants employed in municipalities in Kronoberg county. The study aimed to answer the question whether civil servants engaged in municipal economics have different perspectives on their mandate and role based on how said civil servants implement and manage policy tools available in Swedish municipalities. The study aimed to through policy tools theory explain how civil servants through four categories view the policy tools employed in the municipality. The study is based on the reasoning that policy tools influences exercise of authority that in turn influences view on policy tools. In order to study civil servants perspective on perceived mandate and role interviews were conducted with a sample of civil servants from each of the eight municipalities in Kronoberg county.

In connection with that the last few decades have been characterized by major changes where also the rate of change has increased, changes in organizations has become a natural part of today's organizational activities. Every change involves a learning challenge and because of that every change is unique, its output is unclear. However, there is much research that highlights various factors critical to creating an effective change, among others internal communication.The purpose of this study is to investigate whether Engeström's theory can be applied to a completed organizational change and see whether an expansive learning has been promoted in connection with this. This is accomplished through interviews with six employees, all working in one of Sweden's leading property companies. Policy documents in the public library field, such as the library legislation, local political goals and intra-library plan documents, often include ambitious but ambiguous formulations. This two years master?s thesis examines the relationship between four policy documents and library practice in a local context. The theoretical framework is inspired by a sociocultural theory developed by the Swedish professor of pedagogical psychology Roger Säljö. The theory emphasizes the importance of context to learning and development.The thesis? method is a case study.
