Undersökningen syftar till att få svar på frågor kring hur uteliggares privata liv i det offentliga rummet hanteras, på kommunal nivå i Malmö stad. Med fokus på den fysiska planeringens roll ställer jag följande frågeställningar; hur ser uteliggares livssituation ut, med exempel från Malmö stad? hur hanterar man uteliggare på kommunal nivå, med exempel från Malmö stad? och hur ser ett eventuellt planeringssamarbete ut mellan myndigheter/organisationer på kommunal nivå för hur uteliggare hanteras i stadens offentliga rum, med exempel från Malmö stad? Genom litteraturstudier, som står för undersökningens teoribakgrund, belyser jag frågeställningarna från olika författares, forskares och myndigheters perspektiv. Egna intervjuer; med Skånes Stadsmission, kommunstyrelserepresentanter, mobila teamet och avdelningen för drift och underhåll (Gatukontoret) i Malmö stad, står tillsammans med observationer för undersökningens exempel från Malmö stad. Analysen och diskussionen tar upp samband och avvikelser mellan vad som framkommer i litteraturen och intervjuerna/observationerna.

Dagvatten är ett begrepp som används för regn- och smältvatten. I naturmark kan dagvattnet infiltreras, men när naturmarker bebyggs med hårdgjorda ytor har inte vattnet samma möjlighet till infiltration. Vattenflödena från de hårdgjorda ytorna blir mycket högre än naturmarkens för att ingen infiltration sker. Förr ansågs dagvatten inte som smutsigt. Då leddes städernas dagvatten och spillvatten i ett kombinerat ledningssystemsystem. Ledningssystemen var ofta inte dimensionerade för höga flöden vilket medförde orenade direktutsläpp i recipienten.

Den nuvarande bostadshyresmarknaden i Stockholm är allt annat än välfungerande. Det låga utbudet av hyresrätter har bland annat resulterat i långa bostadsköer, en omfattande svart hyresmarknad och inlåsningseffekter. I skenet av denna illa fungerande hyresmarknad reser sig frågan om det inte är på tiden att reformera alternativt frångå det nuvarande bruksvärdesystemet, till förmån för en ny alternativ hyressättningsmodell. En modell som förhoppningsvis reducerar de negativa effekterna vi idag ser på hyresmarknaden.Rapporten har som utgångspunkt att beskriva dagens hyressystem samt redogöra för potentiella hyresmodeller. Nuvarande hyressystem och de potentiella modellerna är alla relativt väl utredda ur ett hyresmässigt perspektiv.
