The purpose of this essay is to describe how probation service officers regard their professional role and their liberty of action within the motivational treatment program, MIK, and the probation organization. To answer the purpose three questions were formulated: 1) Does the probation service organization affect the individual Discretion for the probation service officers, and in that case how? 2) Does the motivational treatment program, MIK, influence the probation officers? professionalism and their professional role? 3) What advantages and disadvantages do the probation service officers consider MIK being related to? The method conducted in the study was interviews with five probation service officers in Stockholm. The interviews were combined with a theoretical framework based on themes as organization, professional role, professionalism and motivation. The result showed that probation officers consider themselves to have a relatively high Discretion within their work.

 Our study aims at investigating the unit manager?s, within LSS, perceivedDiscretion, when people with Down´s syndrome develop Alzheimer?s disease. We wanted to know what they perceive as limiting factors or facilitators in order to meet changing and/or emerging needs, as well as how they interpret their Discretion in relation to this. We have conducted semi-structured qualitative interviews with five unit mangers within LSS.When analyzing the interview material, we have used a theoretical approach from a street-level bureaucracy and from the unit managers? perceivedDiscretion point of view.Our study?s result demonstrate that the unit managers are experiencing a wide Discretion and do not feel a need to widen their identifiedDiscretion..

This thesis is a case study that examines what political decisions have been taken and how these policies have been implemented. Further this thesis discusses how legitimacy of local policy makers and implementors is affected. The subject studied have been the social service of Jönköping municipality and the intervention of safe-housing aimed at women who have been, or are subject to violence by person close to them. In our study we have examined local policy within the territory of the intervention and how this policy is implemented. A qualitative method with semi-structured interviews was used in combination with quantitative methods to examine protocols from the social welfare board and an action program named "Skydd och stöd för misshandlade kvinnor och deras barn? [Protection and support for abused women and their children].The purpose of this study has been to highlight how the social services implemented the local policy of safe-house accommodation in Jönköping municipality from the legitimacy and Discretion perspectives.

The aim of this essay was to create an understanding of teachers strategies to respond to children in economic hardship in school and if these children can participate on equal terms in school. To examine this, we chose to do semi-structured interviews which is a qualitative method. Eight teachers were interviewed from four different elementary schools. In our interviews, we found that all the schools both had elements of inclusion and exclusion, which can result in both equal and unequal terms for participation in school. We also found that the school with the most students in economic hardship had the most inclusive strategies.

The aim of the study was to gain a deeper understanding of the administrative officials work with assessments in home studies of adoption. To answer the purpose, we chose to focus on the guidelines for administrative official?s assessments in home studies of adoption and what assessment areas that is fundamental to the administrative official?s assessments. The study is structured on the basis of a qualitative approach where we have used semi-structured interviews. We interviewed seven administrative officials in the social services which conducted home studies of adoption.

The purpose of this study is to understand the collaboration between school and social services. The primary focus of this study is the subject of interaction. The study analyzes how confidentiality affects collaboration between school and social services and examines what effect the organizations? different roles have on collaboration. The method used is qualitative interviews and the gathered empirical data has been analyzed using theories of Discretion and street-level bureaucracy.

The purpose of this study is to describe and understand how the principle of the child?s best interest in the asylum process for families with children is interpreted and implemented in practice by the asylum bureaucrats at the Swedish Migration Agency. Our questions are:?How is the best interest of the child in families with children interpreted by the asylum bureaucrats at the Swedish Migration Agency??"How are asylum bureaucrats at the Swedish Migration Agency reasoning about the implementation in practice of the child's best interest in families with children?The essay rests upon semi-structured interviews with eight asylum bureaucrats at three different asylum units. The interviews are based on an interview guide together with a vignette, which purpose was to see how the interviewees are implementing the best interest of the child in a specific case of a potential application.

This is a study about employment officers at the Swedish public employment service. The aim of this study was to examine how they understand and use their Discretion in their daily work. We used a qualitative method and the data was gathered by semi-structured interviews with eight employment officers working at the same office in a small town in Sweden. Lipskys theory about street-level bureaucracy and Lazarus description of coping theory are applied to analyze the empirical data. The work for the Swedish employment officers have changed over the last years with an increasing focus on control and administration.

The aim of the study was, through qualitative interviews with school counsellors in Swedish primary schools, to study what the counsellors are experiencing condition their ability to work proactively according to the Swedish Education Act provisions on student health. During the study, six interviews with school counsellors who worked in the same suburbs, was conducted. The theoretical approach that was used is Michael Lipsky's theory of street-level bureaucrats and the term Discretion. The overall outcome of the study was that the interviewed school counsellors felt that they did not have good opportunities to work preventively as the Education Act requires. The main reason for this was the school counsellor?s heavy workload.

This is a qualitative study based on two focus group interviews with a total of six social workers who work with assessing financial aid in two municipalities. The study aims to examine how the social workers experience and handle their ambiguous professional role, on the basis that they are expected to support and control the client. The theoretical framework is the theory about Discretion and role theory. The results show that social workers find it difficult to combine these different approaches. Two different groups of strategies that social workers use to manage their professional role have been distinguished, the first is used to combine the different approaches (combination strategies), which are: empathy, to be distinct and to "blame" the organization.

The aim of this study is to describe and understand how three municipalities materialize the social rights guaranteed for the elderly couples? cohabitation.

This study aims to analyze four gymnasium teachers? opinion on the values within the Swedish school system today, as well as the presence of conflicting values and goals in their role as a street level bureaucrat. A comparative aspect concerning private and state regulated schools was implemented into the study in order to compare one school system to the other. This was achieved by using semi-structured interviews with the aim to register the teachers? opinions on these matters.The study showed that the teachers perceive a high amount of Discretion within their role as a street level bureaucrat concerning the educational aspect of their work.

The honour-related violence and opression got more attention in the years 1999 and 2002, when two young women were murdered in the name of honour in Sweden. Honour-related violence is associated with a so called honour culture, which for many symbolize the oppression of a women. It is a fact that not only girls and women are victims of this culture but also many young men and boys are exposed. The aim of this study is to illustrate how individual social workers handle cases where boys and young men are exposed to violence and oppression on the basis of the theory of Discretion. In this study a qualitative research strategy has been used which involves the implementation of semi-structured interviews in the collection of empirical data.
