Discussions about the democratic deficit of the European Union have gotten more intense and the criticism usually points towards a great gap between the citizens and the EU politics. In this study the political communication policy is being put under the scope to investigate to what extent the policy is designed to counter the democratic deficit, supported by the theory of deliberative democracy. The analysis examines three aspects of the deficit ? decentralization, participation and the distribution of information ? and makes research into the communicative measures that have been implemented. The importance for EU to make Deliberation possible is stressed throughout the essay and in the conclusion I argue that improvements still need to be made.  .

Engelsk titel: Greater opportunities than interests : Civic culture and deliberative discourse on Swedish NGO websitesThis is a critical and normative study, which examines a selection of Swedish NGO websites as potential forums for civic culture and deliberative discourse in the public sphere. Sociocultural, political and sociological and media and communication theories are combined.The work is made within a Habermasian tradition, but the importance of a hermeneutic methodology is stressed, along with the sociocultural perspective to reach an understanding of why citizens engage in politics. In contrast to much of the earlier research concerning deliberative discourses on the Internet, a more informal understanding of how people discuss politics is stressed.The questions are: What kind of civic role do the websites discursive dimensions address? What kind of civic identity do the users address in the websites resource dimensions?The empirical results are both discouraging and encouraging for advocates who put their trust in the Internet as a potential civic tool, in these times when neoliberal models of citiziens are prioritizing citizens as consumers, thus neglecting citizens as political actors. The study reveals that the websites show good results in general, regarding the civic roles and identities of the websites as both discourse and resource for the users.

Ett av vattendirektivets mål är att engagera allmänheten i vattenplaneringsprocesser. I Sverige försöker man på många platser uppnå detta genom att bilda vattenråd för de lokala vattenförekomsterna. Det finns en osäkerhet kring hur exakt dessa ska fungera och frågan är om de verkligen är lösningen på medborgarengagemanget. Med hjälp av en enkät som skickats ut till ett vattenråd önskar den här studien ge underlag för att diskutera och om möjligt ge svar på om vattenråd är lösningen på hur allmänheten ska engageras. Utöver den stora frågan diskuteras även hur kommunikationen fungerar inom vattenrådet och mellan vattenrådet och några olika aktörer samt vilken roll vattenrådets samordnare har.

Therepresentative elected politicians in Örebro tried to find ways to involve the people in theprocess of ruling. The purpose of this study was to examine in which extent the comments about news inthe comment fields, on Swedish news sites Facebook pages were deliberative.To fulfill this purpose we used a quantitative content analysis as a method to interpretthe data that we collected about 2203 reader comments from three news sites Facebookpages. Ju?rgen Habermas theory about deliberative democracy together with theoriesabout public space and Web 2.0 were the theories we based our study on. To determinethat a comment was deliberative it had to contain an argument and be written withtolerance and respect. Our result showed that most comments lacked either one or bothof these criteria?s and therefore weren?t deliberative.

Syftet är att undersöka hur zambiska lärare och elever ser på förekomsten av deliberativa samtal som undervisningsform, samt utröna om det finns några skillnader och likheter i denna syn mellan olika skolformer i Zambia. Undersökningen har genomförts på tre olika skolor i Zambia som var och en representerar de dominerande skolformerna: statlig skola, privat skola samt ideell skola, i fortsättningen kallat Community School. Vi valde att förlägga vår studie till ett land som skiljer sig från Sverige i både ekonomiskt och kulturellt avseende för att få en fördjupad förståelse och en nyanserad bild av den pedagogiska verksamheten i olika kulturer. In recent years the liberal representative democracy has been subject of a substantial critique because of its inability to accommodate difference and createa genuinely democratic political process. One such critique comes from the theory of deliberative democracy. Supporters of deliberative democracy try to promote a model of democracy that take its vantage point in free and equal Deliberationbetween all relevant actors in a political community. This model has with some success opposed the aggregative model of democracy, and in important ways turned the attention to the potential of deliberative processes.However, the deliberative model is still somewhat underdeveloped when it comes to issues of diversity and difference. This essay deals with such deficiencies by analysing deliberative democracy in the light of the critiquelaunched by difference- and radical democrats.

With a background in the 17th century?s English political events, but also the ideological scene of that time, the purpose of this essay is to analyze two concepts, freedom and happiness, in Thomas Hobbes?s political writings. Hobbes is well known for his political works, mostly for Leviathan, where his thoughts about government and religion are exposed. But what does he say about freedom? And what about happiness? The study shows that Hobbes?s political thought is quite original from this aspect too.

This study compares different articles on aftonbladet.se and the availability of comment fields on the articles. It is not possible to comment all of them and we examined which you could and which you could not comment on. The study?s purpose is to examine how well the comment fields on aftonbladet.se take advantage of the opportunity to create a deliberative discussion that the public may take part of. This study looks at what subject matters it is possible to comment on and if there are any statistical correlations between those subjects that you can?t. This study analyses 250 articles on the news site aftonbladet.se with a total of eleven variables between the 26 of November and the 7 of December.

The purpose of this thesis is to analyze the construction of consensus in commune-collaborations. By a review of written material combined with elite interviews we have been able to follow the decision-making and the forming of consensus, in a commune-collaboration called NOSAM, in which they have decided to use consensus as a decision method. The thesis is based on a case study and we have decided to follow a specific issue that has been discussed for some time.We have created an instrument based on the ideal of deliberative democracy, through which we have been able to examine whether the decision-making in NOSAM can be described as a deliberative process or if consensus is formed by other incentives.The study shows that the decision-making in NOSAM cannot be described as a deliberative process, although there are some elements of Deliberation. Consensus is formed in a proposition drawn up by the officials for the commune-representatives to agree on. Afterwards, the decision has to be brought up in each commune before reaching a final decision in NOSAM.Our opinion is that having consensus as the decision method leads to difficulties when deciding on bigger issues..

Den offentliga sfären är ett begrepp som genom historien har definierats på en rad olika sätt. Detta har medfört att litteraturen om den europeiska offentliga sfären (EPS) har antagit en rad olika utgångspunkter. Vilket tidigare studier visar på finns det inom litteraturen på detta område ett antal brister i så väl operationaliseringar som konceptualiseringar. Denna kandidatexamen syftar till att, genom en litteraturstudie, utforska dessa olika konceptualiseringar kring EPS och även till att utreda huruvida forskningsfältet har förbättrats inom de olika områdena. Vårat resultat visar på att många metodologiska och konceptuella problem återstår inom forskningen om EPS och även att det finns en generell avsaknad av diskussion och kritik mot forskningens egna tillvägagångssätt. Vi vill också hävda att det Habermasiska perspektivet, och även forskning med fokus på massmedia och ett empiriskt perspektiv, är allt för dominerande..
