Deliberative politics offers a new and exiting way of overcoming the problems that the western democracy of today is facing. A lot of research in the most recent years have had the goal to replace the representative democracy with a decision-making frame built on Decentralization and deliberation. The goal for this essay is to create a framework for local decision-making, based on deliberativ norms, that could work as a complement to the representative democracy instead of replacing it.During the recent years the so-called "brukarråd"; councils for the most common users of one special public service, has been a new way for the local government to get in direct contact with those who are most affected by changes and developments in the specific area of the public administration. In this essay I argue for that these councils should be designed so that they could house deliberative processes.After creating a model for the possible way of designing the "brukarråd" I compare the framework with the system that exists today. In this way there is a possibility to point out if there is a way to deepen the democracy within the already existing system..

The current debate regarding organizational strategies for sustainabledevelopment is influenced by the theory of global governance. Decentralizedstructures of the global society are taken to use in the realization of a sustainabledevelopment. New roles of transnational networks and partnerships raisesquestions of the ability of global governance to co-ordinate and implement longtermsolutions without assistance from centralized and hierarchic structures basedon government. The aim for this thesis is to illustrate the current conditions forwell-functioning networks of sustainable development and examine therelationship between global governance and government. Issues of participation,decision making and compliance are examined by a case study of the Marrakechprocess, a global process to support the implementation of sustainableconsumption and production.

Due to globalization, Decentralization and the capitalist system's need to physical location cities have become increasingly important economic spheres during thee last decades. City mayors are seen as increasingly important actors, who can shape the future economic development of their cities through networking with businesses and strategic policy development. Therefore several European countries have introduced mayor reforms to enable mayors to take a bigger responsibility for the local development. These reforms raise interesting questions concerning what leadership changes they produce at the local level and if there is a difference between local leaders and leadership in different countries. This paper further explores the connection between the local leader and the locality since this relationship often has been neglect in studies concerning mayor reforms.

AbstractOur study deals with intrapreneurship in local activity. The main purpose of this study is to understand, explain and develop the concept of intrapreneurship in local activity with the help of existing information, our discussion, and reasoning and with the help of theoretical concepts. One reason for the choice of this topic was our pure curiosity towards this quite unique and unexplored phenomenon. We know that the term intrapreneurship in local activity has not existed longer than about ten years and the amount of existing thesis of intrapreneurship in local activity is very few. The information about intrapreneurship in local activity is mainly collected by studying Örebro´s intrapreneurship policies but also by studying other local authorities in Eksjö, Umeå and Västra-Götaland.

 During our education time, we have heard on several occasions how the high changing rate in the society also influences the education area. That changing process mainly originates from the transform that a school underwent, i.e. the Decentralization meaning a delegation of responsibility from a national to local government and the particular school. The main idea that started a changing process goes under the slogan ?a school for everyone?.

This examine illustrates the section heads' and caregiving staffs' perceptions of the influence of New Public Management (NPM) in public retirement homes in Malmö. A central theme is to investigate if the main features of New Public Management are noticeable and if that's the case, are the consequences an advantage or disadvantage? The main features of New Public Management in this examine are: Decentralization, competition, internal market, cost- conscious, management by objectives with a focus on results and costumer focus. To reach answers to the questions above, a quantitative and a qualitative approach has been chosen. The study is based on 41 questionnaires with enrolled nurses/nurse's assistants and four semi-structured interviews with section heads of retirement homes. Four different retirement homes have been participated in this study.

Based on different integration policies, we aim to examine how five municipalities in Stockholm County are working to promote integration at a local level with focus on voter participation and to some extent, representativeness among foreign-born. Statistics provided by SCB shows that foreign-born tends to vote to a lesser extent than those born in Sweden. Further, we aim to examine the implementation of two policy documents established at a national level concerning integration in contrast to policy documents established at a local level in each different municipality. Further, we aim to examine summaries of actions taken in response to the local integration programs, as well as personal interviews. Each municipality will be considered separately, but we thus seek to make a comparative study.

When it comes to the priority of a project proposal, a variety of factors is affecting theoutcome. The purpose of this study is to gainunderstanding of what possible problems an energy efficiency project proposal mayencounter, in the municipal implementation process as well as the problems of a changingownership can bring.To conduct this study, the method was qualitative in nature. We have cooperated withVarberg Energi AB and Varberg kommun, which has stood as respondents for the empiricalbasis of the study. In this study, we have conducted four personal interviews.In this study, we have found that there may be several problematic factors associated with anenergy-efficiency project proposal in a municipal organization.

This thesis aims to examine the differences in interpretation and application of the new legislation regarding the standardized parental deduction within the Social Insurance Code and the Act Concerning Support and Service for Persons with Certain Functional Impairments. The primary focus is on the differing perspectives of the Swedish Social Insurance Inspectorate (ISF) and the Swedish Social Insurance Agency (F?rs?kringskassan). ISF emphasizes the importance of referencing legislative preparatory works in interpreting the law and has criticized F?rs?kringskassan for failing to do so in its administrative practices.

During the later parts of the 20th century there occurred several changes to the Swedish public sector. These changes aimed to effectivize and decentralize the governance model in the public sector. One of these changes was the municipalization of the school system, put forward and proposed by the social democratic government in the late 1980s and early 1990s. This study aims to examine and compare that times different parliamentary parties' opinions on the municipalization of the school system. The source material consists of government bills, and in direct relation to the municipalization of the school system.

Enligt forskare i ämnet målstyrning inom offentliga verksamheter har det emellertid ofta påpekats en rad problem som att mål ofta är vaga och att det råder brist på dialog mellan politiker och tjänstemän. Tidigare undersökningar har främst fokuserat på målformulering och befunnit sig på en övergripande nivå. Detta arbete studerar hur chefer inom bildnings- och socialförvaltning upplever målstyrning inom en svensk kommun. Detta på grund av att det inte har gjorts i samma utsträckning samt för att se hur styrsättet fungerar för de som använder målstyrning i verkligheten.Syfte: Syftet med studien är att undersöka hur målstyrning upplevs som styrmetod av förvaltningschefer och verksamhetschefer inom en svensk kommun.Metod: För att kunna besvara syftet har en deduktiv fallstudie gjorts på två förvaltningar, bildnings- och socialförvaltningen, inom en kommun i Östergötland.
