The purpose of this thesis is to analyze the construction of consensus in commune-collaborations. By a review of written material combined with elite interviews we have been able to follow the decision-making and the forming of consensus, in a commune-collaboration called NOSAM, in which they have decided to use consensus as a decision method. The thesis is based on a case study and we have decided to follow a specific issue that has been discussed for some time.We have created an instrument based on the ideal of deliberative democracy, through which we have been able to examine whether the decision-making in NOSAM can be described as a deliberative process or if consensus is formed by other incentives.The study shows that the decision-making in NOSAM cannot be described as a deliberative process, although there are some elements of deliberation. Consensus is formed in a proposition drawn up by the officials for the commune-representatives to agree on. Afterwards, the decision has to be brought up in each commune before reaching a final decision in NOSAM.Our opinion is that having consensus as the decision method leads to difficulties when deciding on bigger issues..

Abstract People who have problems with the written language will face serious difficulties in todays society. Our social structur is based on the criterium that every individual has to be able to read and write, and for this reason it is important that pupils with learning difficulties receive help. The purpose of my investigation is to examine how children with reading- and writing difficulties can benefit throught creative methods. Children with reading- and writing difficulties are in need of these creative methods that exist today. Amongst all of our public healht issues, dyslexia is one of the biggest problem we have today and children are therefor in need of these creative methods. Through  qualitative interviews with two educationalists there has been established thad the creative way of working benefits children in many ways if it is preformed correctly.

This essay reflects on the thoughts and experiences of social workers in child protection agencies when it comes to talking about sexuality with teenagers, age 13-20, who is being subjected to inquiry. The research is qualitative and based on five semi-structured interviews. It has a phenomenological position and has been analyzed hermeneutically through cognitive and gender theory. Previous research shows that youths who get in contact with child protection often have issues about their sexuality. This study show that social workers in the agencies lack knowledge about this issue and that they seldom talks about it with the teenagers or their own colleagues.

To introduce a standardized component assortment takes a lot of effort in order to make real cost savings. The rationalization effect itself is important, but perhaps even more important is to state the aim of the standardization efforts in a well-defined way. How can an organization assure that they are working in a proper way? How do they know that their efforts are being interpreted into the whole organization? This study aims to seek knowledge about what preschool teachers think about gender issues, and if it affects their work. The study has been performed in a multicultural district in Stockholm. A working party of three teachers, one male and two females, has been interviewed and observed. The empirical material from the interviews and observations has then been analyzed based on theories about gender, femaleness, maleness and cultural behaviour. The result proves that one of the three teachers considers that there are general typical female and male behaviour.

This essay aims to explore the possibilities for elderly in nursing homes in Örebro municipality toreceive other treatments besides medication in case of depression or anxiety. Issues associated withthe object in this paper and which are discussed are prevalence of drug usage, opportunities forelderlies to receive other treatments, prevalence of other treatments and the elderlies own power orinfluence over the choice of treatment. The survey has been conducted with questionnaires sent outby post to nurses at every nursing home for elderly in Örebro municipality. The results showed thatdrugs are used extensively when treating depression or anxiety among the nursing home residents,and other treatments are never or only occasionally being discussed at more than half of the nursinghomes in this study. The results also show that reminiscence therapy and problem-solving therapyhas been used occasionally, while alternative therapies are used more frequently.

The aim of this study has been to investigate the views concerning the sharing of music files over the Internet as expressed by some of the parties engaged in the current debate in Sweden concerning these issues. The purpose of this study has also been to scrutinize the views about music filesharing as expressed by the parties in question, as well as the conclusions possible to extrapolate from these opinions. The method used to gather information from the parties subjected to this study has been by conducting and recording interviews with representatives from the organizations and companies entities in question. Those entities are: the Record Company Sony/BMG, The Swedish branch of the organization IFPI International Federation of the Phonographic Industry and the Swedish organization the Pirate Bureau. The method used to analyze the empirically gathered material has been inspired by a method common in the discipline of philosophy of education known as Phenomenography.

People in refuge face states with a dilemma. This dilemma consists of a wish (or obligation) to help those who need a refuge, and at the same time consider domestic issues such as financial costs and security problems. Thus, there are two perspectives which are important to consider when refugee policies are made. The aim of this paper is to see which perspective the EU had when making their migration policies. The question asked is: which perspective is behind the making of European refugee policy?The theories realism and idealism are used to describe the conflicts in the making of European refugee policies.

The purpose of this study is to perform a description of how parents experience their life in a stepfamily and to examine how the parents experience the involvement from their new partner in the children?s upbringing. The issues are: (i) which expectations do the parent has on their new partner in the role as stepparent to the child, (ii) how active does the parent experience their new partners? step parenting concerning the stepchild and (iii) how does the parent expect the new family to take shape? A qualitative study has been done through interviews. The participants were sex biological parents, of which four were fathers and two mothers.

The aim of this masters thesis is to learn how an organization has solved its information management via intranet and document management. The purpose is to identify what different types of information are made available via an intranet, how this information is structured and what functions the intranet includes. Conventions, directions and advice about intranets and document management were studied, with the purpose to compare whether the systems of the company correlate with these. Other issues considered in the thesis, are how the employees of the organization use the intranet and how the document management is organized. To get an understanding of these questions the structure and functions of the intranet were studied empirically and a questionnaire on what the employees need and use, concerning the intranet, was sent out to 130 employees.

The aim of this thesis is to investigate the understanding of classification as it is manifested in the discussion of implementing DDC in the BIBSAM-libraries. This is accomplished through the answering of three questions: 1. How does the discussion go about the implementation of DDC in the "Cataloguing practises: a survey of Swedish research libraries" project?2. By having a playcentric approach focusing on user experiencethey hope to achieve that goal. This thesis describes the process of designing a game with focus on theplayer. We apply the concept of flow on game development and investigate through research throughdesign if we are able to create a game that keeps the player in flow.Play tests showed several elements such as control issues and too difficult challenges early in the game,affecting the possibility for players to experience flow while playing. These negative factors came to becalled flowleakers.

The purpose of this thesis is to bring insight into and understanding of how the market for emission rights in Europe currently works and what problems it is currently facing. The research can be said to be based on positive theory, in the sense that it is grounded more on empirical theory on the subject than normative theory. Furthermore, a qualitative approach to generating data has been used. This has led to a pattern mode of explanation, where understanding a unique and complex field is the focus. The theoretical perspective utilized in this thesis is mainly based on empirical research on similar market-based systems for emission control.
