This thesis examines the subject of change in public administration from an instrumental and an institutional structure perspective. The purpose of the thesis is to examine whether institutional structures affect the development of instrumental structures and if it in turn is possible to affect institutional structures by changing the instrumental structures. This case study is primarily based on a series of deep interviews with senior administrators and politicians within two new administrations in the municipality Karlstad, both which have been created by merging several smaller administrations, but also thorough analysis of several official document such as protocols from the municipal council meetings, Tja?nsterskrivelser and internal PMs.   The result of the analysis indicates that both institutional structures and the forming instrumental structures affect each other and  that their ability to affect each other depends on the dominance over the organization each structure has.  In my specific research case we can see that the institutional structure of the city-technical and housing administration has affected the outcome but the institutional structure of the cultural and tourism administration hasn?t.  While the structural change of the city-technical and housing administration hasn?t effected the institutional structure but the structural change of the cultural and tourism administration has affected the institutional structure of this specific administration..

The purpose of this thesis was to examine how locally produced bioenergy may contribute to meet the climate target year 2050 in the municipality of Uppsala. The goal of reduced GHG-emissions from current 6,8 ton CO2-equivalents to 0,5 ton CO2-equivalents per capita and year, year 2050 is based on avoiding harmful penalties of an increased level of GHG in the atmosphere. By estimating available biomass in the county together with examining future technologies and emission factors for the substrates used, four possible future scenarios has been developed focusing either on electricity generation or production of biofuels. GHG-emissions of year 2050 have been calculated using the software LEAP. The conclusion is that bioenergy, depending on how it is integrated in the energy system, may reduce greenhouse gas emissions between 0.6 ton CO2-equivalents and 1.4 ton CO2-equivalents per capita or 12% to 25% compared to 5.5 ton CO2-equivalents in the reference scenario 2050. The greatest reduction is obtained if biofuels are produced in combination with energy efficient heat requirements in buildings..

In today's society social movement are dependent on media as a channel to com-municate their political message and their discourse. Media is an arena for dis-courses but at the same time, along with Attac, one of the actors who struggle to be part of the dominant discourse of the society. This struggle is uneven due to media and the relationship is to some content hegemonic.Attac Sweden was constituted in January 2001 and got an enormous amount of attention in media. But after the riots during the Göteborg European Council in June 2001, that Attac was partly blamed for, the attention in media has faded out. This paper shows that the images of Attac in media hasn?t been favouring the movement, especially during and after the meeting in Gothenburg.

The purpose of this study is to examine the relations of power within the discourse of integration and my focus will be on power relations and structural discrimination. The study origins from four qualitative interviews with employees from the County administrative board as well as from the Employment office.The theoretical framework is based upon Social Constructionism, Postcolonial Theories and with an intersectional perspective. The recent critical research from The Official Report on power, integration and structural discrimination (Utredningen om makt, integration och strukturell diskriminering) is used as well as Foucault's theory of biopower which is discussed within the analysis.The study indicates that although integration often is addressed as a reciprocal process, it is still assumed that They should be integrated by Us. The present government's one-sided focus on employment has proved difficult for the employees to put into practise and when the responsibility of obtaining employment is based upon the individual alone, she/he becomes responsible for her/his own integration..

The purpose of this study was to examine children's participation in court proceedings on supervised visitation and to analyse the descriptions of children in court verdicts. Eleven verdicts concerning supervised visitation resolved in 2014 were collected from two district courts in Stockholm County and studied with a qualitative textual analysis. The material was analysed with participation levels influenced by the ladder of participation for children developed by Roger Hart and with the theory of sociology of childhood. Our findings showed that children's opinions were mentioned in eight of the verdicts. In four verdicts the children's will influenced the courts decisions.

The EU Council adopted in 2007, environmental and energy goals with the aim of them must be met by 2050. This, in combination with those of the Swedish government 15 enacted environmental goals is supposed to lead the way for the Swedish environmental work.This report has examined measures in properties in the Swedish Cooperative Housing Society (SKB) stocks.The report discusses a range of measures that might be appropriate to apply on the properties to make them more energy efficient.One of the measures discussed, the vent whose primary purpose is to create a good indoor environment for the residents but is also where the most energy is lost.Another measure discussed is insulation of the building envelope on the estate to make it more energy efficient. To put extra insulation on the building envelope is important because of the large amount of energy that is lost through the walls, ceilings and floors.Future actions that may be implemented is individual billing of heating and hot water. This system has been used in European countries since the 70's and today the EU wants to increase the own individuals control over their electricity costs. The purpose with this degree thesis was to investigate the preschool teacher´s view onchildrens´s influence in preschool routine situations. The target group for this study ispreschool teacher´s that currently are working with children that are 1 ? 5 years of age. To manage to answer the aim of this study semi-structured interviews were conducted. I have performed interviews with five preschool teacher´s that currently work in a preschool that is situated in a medium sized city, in the county Värmland, Sweden.

Title: Veingeskolan F - Investigation of the indoor environment and a structural analysisMethod: Complete analysis of structural drawings to determine if the school have been constructed correctly. In my teorethical studies of the drawings I must seek out points that may have been damaged from moisture, this contains a full survey of the foundation, walls and ceiling. To strenghten the data collected from the drawings I must visit the school and do field investigations to find out if the school has any problems with the indoor environment.Analysis: I determined that we had some damages on specific places, these damages was caused by leaking roofs, a carpet that was tarnished by strong sunlight in connection with some type of glue and also the ventilation that may have been drawing malodorous air from a shaft in the foundation.Conclusion: I was able to see that the decision to demolish the school was quite drastic, if the county would have done continuous fixups on the construcion when the employes had complained maybe the action to the tear the school down would have been unnecessary. When someone dies there will always be an inheritance, an inheritance that earlier has been seen as a national concern. However, every year there are about 450 000 deaths within the European Union linked to more than one country, either when the deceased has changed his state of residence or when he has assets in another state, for example a Swedish national with a summer house in Spain. The problem is to determine which na-tional law that is supposed to be applicable to the inheritance.There are two principles that can be applicable on the choice of law, the principle of na-tionality and the principle of residency. If the principle of nationality is used the inherit-ance will be regulated by the deceased`s citizenship while the principle of residency takes aim on the deceased´s last domicile instead. The study consist of an investigation regarding the implementation of reassurance policing in Sweden and include a survey conducted among some of the local police offices in Stockholm County. The aim of the study is to investigate how the police officers working in the local polices offices experience the implementation of the local police offices and if the implementation of local the polices offices matches the police authority´s purpose with the project. The study uses the theoretical framework from political scientist Michael Lipsky calledStreet-level bureaucracy - Dilemmas of the individual in Public services which discuss the role of street-level bureaucrats and their influence in the implementation. Included in the study is also two different perspectives on governing in public sector called top-down perspective and bottom-up perspective. The findings of this paper shows that the police officers are in general positive towards the implementation and that there´s a duality among the police officers regarding the proximity to the citizens..

Miljöcertifieringssystemet för byggnader, LEED (Leadership in Energy & Environmental Design) lanserades 1998 i USA av USGBC (United States Green Building Council). USGBC är en icke vinstdrivande organisation, vars mål är att bidra till utökat hållbart byggande. Skanskas första byggnad som certifierades enligt LEED färdigställdes 2001 i den amerikanska delstaten North Carolina. I slutet av februari 2009 offentliggjordes det att Skanska skall införa systemet i sin Nordiska organisation. Undersökningen som genomförts handlar om ett av LEED New Constructions sex delområden, Materials & Resources. Materialhanteringen för ett byggprojekt som Skanska uppfört har analyserats för att avgöra huruvida det skulle kunna erhålla poäng vid en certifiering enligt LEED.

The European Council agreed in 2008 on a climate and energy package to combat global warming. This package is valid for each EU member country and means that greenhouse gas emissions must fall by at least 20% and the EU's energy use to 20%, consisting of Renewable Energy in 2020. The Swedish Government has set stringent climate and energy with the intention to set an example for the rest of Europe. For example, renewable energy sources account for at least 50% of energy use and our climate emissions to fall by 40% by 2020. A combination of these goals and a steadily rising oil price has led to an increased demand for wood fuel in the form of such branches and tops.

In the digital era, new services have entered the public libraries, like seeking information on the Internet, in databases, newspapers online etc. But many citizens do not know that these services exist. The libraries have a democratic responsibility to inform about them. In the county of Östergötland a project started in 2001 where libraries in five small municipalities built websites in which they present all their electronic services available. One of the aims was with the help of different kinds of marketing to reach special groups of people, like adult students, small companies and politicians.
