Since the end of the Cold War, foreign aid donors have been using political Conditionality to promote human rights, democracy and good governance in recipient countries. This phenomenon has been analyzed and criticized, but mainly from a strictly empirical point of view. In this paper, the legitimacy of political Conditionality is analyzed through a normative perspective based on the extrinsic value of efficiency. If the political conditions don?t result in a democratic development, including respect of human rights and good governance, they can not be justified.With at theoretical focus on the donors, based on the unequal relationship between donor and recipient, I am examining the donors? possibility and supposed will to use political conditions in development cooperation.

Detta är en teoretisk uppsats som jämför ett antal olika relevanta teoretikers problematisering av begreppen IMF Conditionality, nationellt ägandeskap och statssuveränitet samt dessa teoretikers syn på relationen mellan dessa. Jag har analyserat innehållet i ett antal olika litterära källor och jag refererar till ett flertal antal teoretiker. De ekonomiska lån som IMF ger till stater är villkorade med åtaganden som mottagarlandet måste uppfylla. Dessa villkor hänvisas ofta till som IMF conditioanlity. Statssuveränitet och nationellt ägandeskap definieras som en stats kontroll av sin egen inhemska politik, i denna uppsats begränsad till att gälla den ekonomiska politiken.

The aim of this essay was to study the European Union?s (EU) role as a democracy promoter and its impact on Croatia?s democratization process. Croatia is a candidate country for membership in the EU which creates a possibility for impact and democracy promotion. The aim is met by studying the following questions:  In what way has the EU promoted democracy in Croatia? How did Croatia respond? To what extent has the EU contributed to Croatia?s democratization process?  Croatia is treated as a case study of the EU?s democracy promotion and the method used was qualitative text-analysis.

?How does the Turkish debate appear concerning the EU-discourse in relation to political Conditionality? Is Turkey accepting the demands that are being made?? These questions are answered in this thesis through a qualitative document analysis of the debate concerning EU as it is in Turkish newspapers and statements made by Turkish political representatives. The debate is used to describe the association?s process in a candidate country through investigating how the process and the relationship between EU and Turkey are discussed within the country. The national debate is then used to compare with the accession process for the Central and Eastern European countries based on Conditionality to discover if Turkey is different from other candidate countries and if so explain why.

The focus of this essay is Swedish bilateral development aid. With the help of organization theory I analyse the development aid strategies and policies of the 1990s, in order to examine how and why they were introduced. I investigate three different types of aid organization, namely structural adjustment programmes, political Conditionality tied to aid co-operation, and equality policy as part of development co-operation. I analyze the introduction and subsequent use of these three co-operation forms to see whether they were applied and adopted into Swedish development aid because more efficient measures were required or because they were the most recent and modern ways of dealing with development co-operation.Organization theory presents these two ways of analyzing organization. They are occasionally competing and sometimes complementing each other in explaining organization.

After the orange revolution in Ukraine, hope was given to achieve fullydemocracy in the whole society. However, this has not been the outcome; theUkrainian public administration still has problems to deliver what the societydemands. By answering the question: ?Which problems have the publicadministration to become democratic and how can we explain them??, we analyzethe failures within the public administration to accomplish democratic procedures.The empirical material in this thesis is mainly obtained from interviews andresearch during a field study in Ukraine. The problems for the civil servants inUkraine to act as guardians of the society are strongly connected to an inadequateprofessional knowledge.

The general aim of this paper is to describe how the European Union can affect and transfer their Conditionality politics to the Western Balkan countries. A specific purpose of this study is to describe and explain what we in this paper consider to be a specific additional membership criterion, regional cooperation that has been especially designed for this region. The point of departure for this paper is Europeanization theory that will be used to study the European Union?s impact on non EU-members in Europe. The theoretical Europeanization mechanisms are taken from Heather Grabbes ?Europeanization model?.

The failure of Structural Adjustment Programs and its neoliberal policies to effectively reduce poverty have led to the creation of Poverty Reduction Strategy Paper (PRSP) by The World Bank and International Monetary Fund. PRSP, connected to both the Comprehensive Development Strategy and the HIPC initiative, are built on the notion of national ownership and stakeholder participation and thereby expand potential Conditionality to include matters of governance. This thesis examines the evolution of PRSP and how the process of participation affects national governance structures. By analyzing the role of rules and norms within the World Bank and IMF from a historical point of view the thesis explains why the participation process has developed the way it has. It concludes that neoliberal norms, still at heart within the World Bank and IMF, have an impact on the process of participation within nation states and thereby its governance structure.

Regionalisation has become an increasingly important phenomenon in a globalized world. As models of regional integration, the European Union (EU) and the Association of Southeast Asian Nations (ASEAN) are two prominent examples. This thesis seeks to explore through a comparative analysis, the different mechanisms and institutions for handling breaches against fundamental values within the two regional organizations. Inter-linked with the issue of the legal-institutional framework is that of what values the mechanisms are designed to protect. The method used for the analysis is first and foremost that of public international and European law, but the thesis also attempts to give a broader picture of the issues presented.
