There is considerable variation between stallions in semen quality and fertility due to the fact that selection of stallions for breeding is not based on fertility or semen quality but on performance. The increasing use of cooled semen for artificial insemination has resulted in decreasing pregnancy rates. Therefore the equine breeding industry needs new methods for evaluation and development of sperm quality and fertility. This study is a part of such a project and is performed by SLU in cooperation with Flyinge AB. Ten stallions at the Flyinge National Stud were used in the study and three ejaculates were collected from each stallion.

Ever since its conceptual birth, the questioning of consequences due to the implementation of ideas from the reformation doctrine, called New Public Management, has been a common occurance among those who have dedicated themselves to research in superior methods of Public Administration. What this thesis aims to do is shed light upon what value-conflicts may occur within public administration organisations when they begin to idealize the rationalization of economic issues. The goal of this thesis will be fulfilled through the creation of two ideal types of public administration that exist in opposition to each other. These two ideal types will show two different views on how decision-making and organisation will be managed in their respective sectors. By doing this, there will be clarification as to what conflicting values arise with the implementation of ideas taken from New Public Management, as well as defining the fundamental difference between which ethical decision model is used..

Denna studie syftar till att beskriva chefers syn på administration inom stadsbyggnadsförvaltning och att identifiera förbättringsmöjligheter inom administrativt arbete. Studien bygger på fem individuella, kvalitativa intervjuer och en workshop. I studien deltar fyra enhetschefer och en avdelningschef från en stadsbyggnadsförvaltning i Sverige. Till detta tillkommer en litteraturdel som baseras på bilden av chefsarbete, chefsrollen i offentlig sektor och två förbättringsstrategier Lean och Sex Sigma. I workshopen används Sex Sigma´s fiskbensdiagram som verktyg. Informanternas syn på administration är framförallt att den anses som nödvändig.

The aim of this thesis is to examine how the EU directive 2004/35/EC on environmental liability impacts the Swedish administrative legal order. The thesis examines the directive through two main EU principles - the principle of good administration and the principle of procedural autonomy. The EU principle of good administration as a concept contains various procedural and substantive obligations that make up the subject for examination of the directive, both as regulated in the directive and as general principles of EU law. The directive is analyzed using a comparative method to determine to what extent the procedural and substantive principles of the directive impacts the Swedish administrative law, and weather or not the Swedish regulations comply with the EU principle of good administration.The results of the study shows that, althought there?s a general principle of national procedural autonomy, the EU principles of good administration do affect the Swedish administrative regulation in various aspects, through the implementaion of the directive on environmental liability as well as general principles of EU law.

After the orange revolution in Ukraine, hope was given to achieve fullydemocracy in the whole society. However, this has not been the outcome; theUkrainian public administration still has problems to deliver what the societydemands. By answering the question: ?Which problems have the publicadministration to become democratic and how can we explain them??, we analyzethe failures within the public administration to accomplish democratic procedures.The empirical material in this thesis is mainly obtained from interviews andresearch during a field study in Ukraine. This thesis is dealing with the programs of control regarding deceit and quality assurance within the Swedish social insurance administration in Skåne, the years 2002-2005. In 2005 the Swedish National Audit Office released a report regarding the lack of measures towards deceit and fraud, and the lack of quality in the data for decision making within the administration. The questions to be addressed are why the administration does not make up to the demands regarding quality and measures towards deceit that the government and The National Audit Office demands. The main source for data has been interviews with workers within the administration and annual reports from public authorities. To understand and be able to explain the problems within the administration the theory by Michael Lipsky regarding street-level bureaucrats is used.

Metod: Vi har använt oss av den kvalitativa metoden med ostrukturerade personliga intervjuer. Vi har intervjuat fyra rådgivare och sex företagare. Slutsatser: Den skilda synen på marknadsföring mellan rådgivarna och företagarna orsakar kommunikationsproblem mellan de båda aktörerna. Syftet med arbetet är att få en förståelse för moss-sedumtakets bullerdämpande egenskaper. Jag kommer även att försöka förutsäga med hjälp av akustikteori vilken utav de två olika uppbyggnadssystemen av moss-sedumtak som ger den bästa bullerdämpande effekten.Mätningarna kommer att bestå i att registrera ljudtrycksnivån i rummet, vid varje oktavband i frekvensområdet 125-4000 Hz. Först utan moss-sedummattan och sedan med moss-sedum mattan. Storleken på differensen i ljudnivån ger en bild av i vilket frekvensområde som ljudabsorptionen är effektivast. För att ytterliggare öka förståelsen för hur moss-sedum absorberar ljud så kommer även absorptionsfaktorn att beräknas.

The Swedish energy companies have several different systems for data collection of the energy consumption of their clients. Often computerized remote meter readers are put in practice in order to register the energy consumption of large companies. The majority of household clients, however, are read off by the assistance of manual methods. Household power consumption is read off once a year. As a result, these clients are not debited for their actual consumption; their invoices during the year are the result of estimations.

In today's social work there is an ambition to work evidence-based in order to improve quality and competency in business. This study is made in a disability administration which has introduced a common approach towards users for all employees. The approach is called low arousal approach. The purpose of the study is to investigate how a method takes hold and implements within an organization. The empirical data is analyzed by theories of professionalization, idea dissemination and translation.

(Changes, Supplementary and Retiring works) is more or less common in all construction projects whether it is about houses, roads or railways, in the planning stage, or in the construction stage. For the Swedish Transport Administration, which is the largest purchaser of infrastructure in Sweden, ÄTA-work is a hotter topic than ever.Economists and managers want to draw conclusions on the projects share ÄTA-work, while the project manager is concerned about whether it is possible to draw any conclusions at all as each project is unique in itself and has its own merits. There is a big variation in the amount of ÄTA-work in different geographic districts in the Swedish Transport Administration.This study shows that the Swedish Transport Administration does not have a unanimous approach regarding the management of ?ÄTA-work?.
