To answer that, I have done a case study about how Karlstad municipal administers citizens? proposals. The research assignment is: Does Karlstad municipal have adequate institutional conditions to make the best use of the citizens? proposals? The perspective is a democracy perspective and the theory is institutional theory and policy process theory.A selection of citizens? proposals that have arrived to Karlstad municipal between 2008 and 2010 have been studied in detail to analyze how the proposals have been administered and if it matters how the proposals are phrased.

In January 2007 the Öresund committy changed its statutes to become a more politically oriented lobby organization. This change can be interpreted as one part of a continuously evolving process where the Öresund region is emancipating itself from the national states in a multi-level European environment. By focusing on this latest development the thesis puts forward the importance of political institutions, as well as politicians and civil servants as actors in them, as crucial factors in the process where the region is gaining political power. The thesis shows how the political cross-border cooperation in the Öresund region is being institutionalized which affects its power relations to other levels in the multi-level system, predominantly the national states. In other words, there is a connection between power and institutionalization.The Öresund committee has by gaining better access to policymaking agendas on the national levels proven that the organizational change has already started to bear fruit.

Deras roll och anseende har skiftat med tiden. Med ett samlingsnamn har vi valt att kalla dem legosoldater.Legosoldatens roll i oroshärdar har på den senaste tiden aktualiserats med de så kallade Private Military Corporations eller PMCs.Staten har så länge den funnits försökt hävda sitt våldsmonopol med blandad framgång. Alltsedan de moderna staterna började sin formering i mitten av 1600-talet har militariseringen allt mer knutits till statsmakten.Vilket är förhållandet mellan stat, krig och organiserat våld? Kan studiet av historien om dessa soldater hjälpa oss att förstå dagens PMC och kan vi i så fall sia om dess framtid?.

Syftet med uppsatsen är att visa på vilka taktiska och operativa fördelar AUV-systemkan ge, främst inom sjöminröjning, samt visa på hur AUV-system kan integreras i ettnätverksbaserat försvar.Hot- och kravbilden förändras med tiden. Sjöminan har utvecklats från kontakt- ochavståndsminor till självsökande sjöminor med stora räckvidder. Personalens säkerhetvärderas högt. Nätverksbaserat försvar är under införande och ställer krav på godkontroll över operationsområdet. Obemannade och autonom undervattensfarkoster(AUV) kan möta dessa krav.

The Swedish academic libraries have gone trough radical changes during the last decades. The development of information technology, the educational expansion and new pedagogical ways of learning within the higher educational system have changed the conditions, not only for the academic libraries, but also in many ways for the librarians. The aim of this Masters thesis is to examine how Swedish librarians experience their pedagogic role and task in the context of an academic library. The following four questions in this investigation were asked: How do the librarians experience the formal task that they have? How do the librarians experience the physical library environment? How do the librarians experience the co-operation with others involved in their work? How do the librarians experience their own pedagogic knowledge and competence in their daily practice? The study showed that these librarians believed the physical environment to be very important and is seen as a pedagogical tool in their daily work.

The integration of the Internet in our society has shaped alot of the things we do in our lives. The Web allows us to achieve certain things directly through our computers, such as reading the paper and paying our bills. But this integration has also lead to another interesting change. Activists have begun to unload their operations onto the Net instead of holding on to the more traditional demonstrations performed in squares. This study aims to look into the world of cyberactivism and examine how cyberactivists experience the way activism has changed as a result of using the Internet.

The ambition to involve younger people in future planning processes in order to get full participation of all groups in the society requires a deep and well-planned dialogue. Although, participation not always means inclusion. The purpose of this study was to analyze how the younger generation in the society is included in the future work. This is based on a case study of the developmental work in the municipality of Skellefteå.Questions that were answered were how the municipality has made the participation possible? To what extent has the younger generation been involved? How did this group experience their participation? The methodology consisted of mixed methods that include observations, surveys to the session leaders and to the participants in the dialogue and three interviews with two participants and one municipal civil servant.The result showed that the open information didn´t reach the younger generation to the open dialogues although the dialogue design gave good conditions for participation.

In 1998 Sweden accepted the Treaty of Amsterdam which contained a development of the common foreign and security policy (CFSP) towards a European security and defense policy (ESDP). This thesis aims at studying the decision making process behind the Swedish foreign policy decision to further develop its security policy within the European Union. The purpose is to explain which factors and conditions that did affect and influence the Swedish foreign policy decision. The research applies foreign policy analysis, a theoretical perspective that analyzes both domestic and international conditions using different levels of analysis. The research methods being used has been qualitative as well as quantitative, complemented by interviews, since the research is a process tracing case study.The thesis conclusion is that the Swedish decision is explained by several factors.

Under våren 2005 fastställs doktrinen för markoperationer i den svenska Försvarsmakten.Doktrinen bygger på manövertänkandet, något som rimligen bör påverka hur armén bedriverförbandsövningar. För att kunna införa en ny doktrin krävs att den efterlevs, prövas ochutvärderas, inte minst för att kunna utveckla densamma. Det är förhållandevis enkelt att rentintellektuellt bekänna sig till de teorier om manöverkrigföring som doktrinen bygger på, det ärdesto svårare att tillämpa manöverkrigföringens principer och att skapa förbandsövningar som gördet möjligt att tillämpa dem. Problemet som studeras i denna uppsats är således följande:Återspeglas manöverkrigföringskonceptet i arméns slutövning (RSÖ-04 Dubbeleken)?Mitt påstående är att armén under RSÖ-04 inte övar manöverkrigföring i den utsträckning somkrävs för att kunna införa och utveckla manövertänkandet inom armén.Syftet med uppsatsen är att kartlägga förekomsten av manöverkrigföringskonceptets centraladelar, läs principer, i arméns slutövning (RSÖ-04).

Den svenska Försvarsmakten har under en smärtsam process genomgått en reform från det gamla invasionsförsvaret till det nya insatsförsvaret. Det har i sin tur påverkat var och när uppgifter skall lösas, den mentala förberedelsen syftar inte längre till att enbart försvara rikets gränser. Svenskatrupper finns idag på ett flertal platser världen men jag vill belysa insatsen i Afghanistan. Den svensk/finska kontingenten har förstärkts med Stridsfordon 9040, ett system konstruerat för ett subarktiskt klimat. Denna uppsats vill bidra med en uppfattning om Stridsfordon 90 är lämpad att lösa uppgifter i Afghanistan och i förlängningen ge ett underlag för en diskussion om det är rätt att systemet finns i insatsområdet.

Swedish Armed Forces are according to their development planning process taking actions to establish a new joint unit (SWEWOSE), with electronic warfare capability. SWEWOSÉ S main task will be designated to produce electronic warfare libraries for electronic warfare systems within the armed forces. The unit shall have capability to support with libraries in any state of conflict situation even if the supported unit with library needs conducting operations abroad.This essay examines the requirements that justify the establishment of a new unit in times when the armed forces conducting reorganizations and cutbacks in both economy and personnel.The possibilities to buy complete system solutions from an external supplier are examined. But also what kind of library support model that is to prefer according to the demands that the Swedish Armed Forces desired, in terms of capability in platform protection and battle space awareness.The results show that the demands that the Swedish Armed Forces has decided, best will be ful-filled and justified by a national electronic warfare unit, with library production as a main task..

Work-Life Balance (WLB) is defined as the ability to manage both work-life and non-work life successfully. WLB can be evaluated by examining individual?s experience of Work-Family Conflict (WFC) and Family-Work Conflict (FWC), both of which can be assessed by a questionnaire developed by Netemeyer, Boles and McMurrian (1996). The aim of this study was to explore if responses to the questionnaire, the amount of time spent on studies, household chores and sick leave, were gender related or not, among civil-accountants students. The survey included 138 respondents (74 woman and 64 men).

The aim of this paper is to map and analyze what role Swede's played in King Leopold II's colony in the former Congo Free State. Letters and messages that arrived at the Congo Consulate in Sweden between 1895 and 1906 have been used as the paper's primary sources. Application letters from 32 different Swedes, seeking to join the Congo Free State Army, to the General Consul of the Congo Consulate, Hans Hugold von Schwerin, have been used as primary sources, and constitute the basis of the paper's analysis. The letters arrived at the Congo Consulate in Sweden between 1895 and 1906. The applicants were all men of different social classes, and were between the ages of 20 and 30 years old. Their chief reasons for applying were primarily for own financial gain or because they did not get a chance to serve in the Swedish army.

Den här uppsatsen är en kritisk analys av King och hans ickevåldsideologi. Uppsatsens syfte och avgränsning är att granska och redogöra för den ideologi som King genom sina tal, predikningar och övriga skrifter redogjorde för. Metoden jag använt mig av är att systematisera Kings ideologi för att därefter analysera den. Efter en kritisk granskning av Kings ickevåldsideologi står det klart att den är koherent, men att hans argumentation emellanåt är bristfällig. I synnerhet brister King vid en rimlighetsprövning.
