Berlinmurens fall 1989 och Sovjetunionens sönderfall har lett till en mer föränderlig omvärld. Invasionshotet mot Sverige har minskat, men istället har de framtida hotbilderna blivit mer osäkra och svårförutsägbara. Förmågan att efter omvärldens skiftningar kunna anpassa och förändra volymen och kunskapen i totalförsvaret har under 1990-talet blivit ett begrepp i totalförsvarsplaneringen.Denna uppsats syftar till att beskriva den civila planeringsprocess som har genomförts och som fortfarande genomförs i syfte att anpassningsplanera det civila försvaret. Ett delsyfte har varit att studera om myndigheter och kommuner når ut med planeringen till konsumenterna dvs. allmänheten.Studien har genomförts som en fallstudie på den civila funktionen befolkningsskydd och räddningstjänst.

This Master's thesis discusses the freedom of speech, the right to freedom of opinion and expression, freedom to hold opinions without interference and to seek, receive and impart information and ideas in the context of public libraries in Sweden. The scope of this thesis is to examine the acquisition and maintenance of the literature about the killing of Sweden's Prime Minister Olof Palme 1986. This literature will serve as an instrument to measure the extent to which Swedish public libraries adhere to the rules set by the Swedish parliament, United Nations' universal declaration of human rights article 19, UNESCO's public library manifesto and the principles of the Federation of Library Associations and Institutions..

The purpose of this Master´s thesis is to examine howchildren?s needs, based on the Convention on the Rights ofthe Child, are provided for by the librarians when they havethe opportunity to create new libraries. We also examine ifchildren have been involved in the process and in that case towhat extent.Our theoretical perspective is based on MarianneAndersson?s and Dorte Skot-Hansen?s model of the fourdifferent functions the library can have for their users. Inorder to illustrate the degree of children?s involvement weuse Roger Hart?s model of participation.The thesis is based on qualitative interviews with seveninformants working at six different libraries.As a result of the thesis we can see that priority have beengiven to the function concerning how to find your way in thelibrary as a user.

What every theory of democracy has in common is a reference to ?a people? who are, in one way or another, collectively self-governing. Given that, surprisingly little attention has been paid to the so called boundary problem of democratic theory, or, in other words, the question of who should be included in the democratic community. Lately, the historically given boundaries have been questioned in favour of a cosmopolitan democracy. Still, little has been said about the boundary problem in general, especially from a theoretical point of view.

Civilsamhället har på senare tid kommit att spela en allt större roll i biståndspolitiken. Att arbeta för att skapa eller stärka civilsamhället har fått en central roll i relation till hur bistånd ska fördelas. Men samtidigt är begreppet civilsamhälle problematiskt. Definitionerna har skiftat under årens gång och dess innehåll fortsätter att förändras.Den här studien har sin utgångspunkt i den kritiska diskursanalysen och fokuserar på hur sex publikationer på SIDA: s hemsida tar upp och berör begreppet civilsamhälle.I analysen av dessa publikationer har det framkommit att det finns tre dominerande diskurser som relateras till civilsamhället. Dessa diskurser tar upp vad civilsamhället är och hur det definieras, rollen som civilsamhället spelar eller kan spela samt hur SIDA arbetar för att stödja civilsamhället.

In the constitution of Sweden everyone has the right of common access in the nature. Toprotect these rights, as well as the nature, in areas close to shores the environmental law ofSweden (miljöbalken) protects areas within 100 meters from the waterline. Due to amendmentin this law, Swedish municipalities have to present countryside development areas close toshores. Within these areas, which are to be displayed in the municipality?s comprehensiveplan, it will be possible to get exemptions from the protection if the planned measure willbenefit the development of the region.

Based on last years events that have taken place, events on the school Lundbergs and the police values of work, has the meaning of having a set of values been questioned. This study aimed to investigate and answer the fundamental values based on the common value basis for the government employees within an organization and how it perceived by employees. The new institutional theory was the framework for this qualitative study conducted with semi-structured interviews. Respondents were employees within the organization. Ethnographic qualitative methodology was the basis for our methodology and we used a thematic model of theme interpretation, communication and knowledge in our analysis.

The “peer to peer” (P2P) is a technology of downloading and filesharing between online - Internet - users by the mean of specified software. Since June 1999, the Napster software has made the happiness of millions of individuals who used it to obtain and share free audio files Mp3. Rapidly, the major recording companies have prosecuted the Napster Company and managed to force it to close down. They were arguing against it for it is supporting the development on a large scale traffic of files protected by copyright and thus was threatening the whole music and movies economic world. Since fast Internet connections multiplied, "peer to peer" software and networks improved, so that this mode of exchange became an unprecedented success. Today all cultural products, in particular films and music, are concerned with this free –of– charge distribution without any financial counterpart for the copyright holders. Rådande teoribildningar inom det marindiplomatiska området är skrivna utifrån ett stormaktsperspektiv, där staternas storlek på flotta samt ambitionsnivå med den marina diplomatin skiljer sig åt i jämförelse mot en småstat och dess perspektiv.  Med utgångspunkt i Edward Luttwaks marindiplomatiska teori kommer jag att anlägga ett svenskt perspektiv på det subtila förhållningssätt på den marina diplomatin som är rimlig i förhållande till vårt lands storlek på flotta samt de ambitionsnivåer som är rimliga för en småstat. En småstats teori, kommer att beskrivas och prövas mot det svenska sjöförsvarets förehavanden under åren 1945-1950. Denna teori, småstaters stödjande inducering kategoriseras i stöd till humanitära insatser, stöd till civil sjöfart och handel samt till örlogsbesök.Analysen visar att de handlingar som sjöförsvaret genomförde under denna tidsperiod finner en överrensstämmelse i de nya kategorierna av induceringsteorin..

The research assignment is: Does Karlstad municipal have adequate institutional conditions to make the best use of the citizens? proposals? The perspective is a democracy perspective and the theory is institutional theory and policy process theory.A selection of citizens? proposals that have arrived to Karlstad municipal between 2008 and 2010 have been studied in detail to analyze how the proposals have been administered and if it matters how the proposals are phrased.

Abstract: The purpose with this study is to analyse the political debate about freedom of speech in Sweden and Denmark, after the caricatures of the Islamic Prophet Mohammed that the Danish newspaper Jyllandsposten published in September 2005. For this debate four political parties have been chosen. These are: Socialdemokratiska Partiet and Moderata Samlingspartiet in Sweden and Socialdemokraterne and Venstre in Denmark.An idea analysis has been chosen as method, and dimensions as an analysing tool. The overall result of the analysis is that right- and left political parties in Sweden and Denmark are more alike, than different in their political debate about free speech. They all wish for total freedom of speech, and see that as the foundation of the democratic society.

The overall objective of our research is to understand  how social workers in social services protect the individual's autonomy, integrity and a coercive law which deprives the individual of his rights.In this study, we bring out social secretaries perspective on how they see the compulsory treatment and the problems that can arise in a detention. This study is based on the questions; How are power between social worker and client? What is the social secretary of the law on compulsory as a tool to help clients?We interviewed eight social workers who work specifically with compulsory treatment. We used the result to answer our questions. As a theoretical background, we chose to use the power perspective, the concepts of flexibility and freedom of action and categorizations.The results that emerged from our study are that compulsory treatment is considered to be a positive and negative thing.

The aim of this paper is to apply Robert N. Bellahs theory of civil religion, within a Swedish societal context. Bellahs theory was designed in, and influenced by American culture. Therefore, the ?translation? of Bellahs theory does not come without problems.

In January 2007 the Öresund committy changed its statutes to become a more politically oriented lobby organization. This change can be interpreted as one part of a continuously evolving process where the Öresund region is emancipating itself from the national states in a multi-level European environment. By focusing on this latest development the thesis puts forward the importance of political institutions, as well as politicians and civil servants as actors in them, as crucial factors in the process where the region is gaining political power. The thesis shows how the political cross-border cooperation in the Öresund region is being institutionalized which affects its power relations to other levels in the multi-level system, predominantly the national states. In other words, there is a connection between power and institutionalization.The Öresund committee has by gaining better access to policymaking agendas on the national levels proven that the organizational change has already started to bear fruit.
