Demokratisk Transition : Fallen Slovenien och Lettland
Slovenia and Latvia are two examples of countries which have gone through a successful democratic transition. They were both under authoritarian rule and command economy up until their declarations of independence in the early 90s. Today they have a functional market economy and political pluralism. I have examined transition theories highlighted by Jonas Linde and Joakim Ekman and from these theories sought the explanations to what lies behind the successful transitions of these two countries. The transition in Slovenia was affected by liberalization from within the ruling communist party which then controlled much of the transition process. A relatively large civil society and the fact that Slovenia was not involved in the Balkan War also contributed to the short process.

Parking is not simply about availability but also about safety, security and how it affects the urban environment.When the land will be utilized for building development, there are regulations in Chapter 8, § 9 PBL how parking will be provided. Property owners have an obligation to provide parking space and it shall be arranged in an equitable manner, on the site or near it, which gives an opportunity for shared parking facilities. The guidelines for parking that the municipality has adopted should be the starting point for the extent of that space for parking is required when a building permit review.The first thing you should look at, is if the property owner has ability to provide parking space at his own property, but this is not always the best solution in areas such as inner cities.
Vår nådiga vilja och befallning : Kungl. Maj:ts brev till landshövdingen på Gotland 1735
This is a study of the letters from His Majesty the King to the county governor of Gotland in 1735. In the Age of Liberty the king had limited power. Royal decisions were made with the Council of the Realm where the King only had the advantage of having two votes and a casting vote. Furthermore, the Council had to act according to the decisions of the Estates of Parliament, if at least three of the four Estates were in agreement. The duties of the county governor were set out in a detailed instruction of which the most recent version was issued in 1734.
Erfarenheter från insatserna i Somalia under 1990-talet : kopplat till utvecklingen av den amerikanska doktrinen FM3-24
Den amerikanska doktrinen FM3-24 beskriver hur en operation inom COIN-konceptet kan genomföras och hur befälhavaren kan använda doktrinen som stöd i genomförande och planering av operationer. Doktrinen är utvecklad med stöd av de lärdomar som amerikanska trupper dragit i 2000-talets konflikter i Irak och Afghanistan, och doktrinen används idag som stöd i de pågående insatserna. Under 1990-talets konflikt i Somalia fanns inte denna doktrin. Syftet med uppsatsen är att undersöka om det kan spåras lärdomar redan från 1990-talets Somalia till utformandet av den nu utvecklade amerikanska doktrinen FM3-24. Resultatet visar att likheter finns i hur operationer enligt FM3-24 skall genomföras, dock är olikheterna de som är mest tydliga. Många av de steg som beskrivs i doktrinen har under insatsen avvikit helt eller vartefter insatsen fortskred. En orsak till det kan vara att amerikanska trupper under början av 1990-talet inte hade samma erfarenhet av COIN-insatser som de hade när doktrinen under 2000-talet utvecklades. I slutet av studien presenteras tänkta ?lessons learned? som kan vara bidragande till doktrinens utformning. .
Europeisk medborgardialog? : En implementeringsstudie av Plan D som i demokrati,dialog och debatt
In an effort to strengthen democracy in the union, the EU in 2005 took a new approach to communications policy to reach out to the citizens. The strategic document "Plan D for Democracy, Dialogue and Debate" was accompanied by two other documents, and the three of them were the core of this policy. Both democracy and communications work means at EU level a higher complexity than in the nation-state arena. Objective of this study is to examine how the implementation of Plan D has turned out in a democracy renewal perspective. To achieve that answers are sought to questions concerning the goals of Plan D, how they are still present today, what happened in practice regarding the efforts that are highlighted, and how the substance of the activities can be judged from a democratic theory perspective.
Studie av tillgänglighet vid Ronneby flygplats
Ronneby flygplats är en flottiljflygplats som ägs och drivs av försvarsmakten
och som är öppen för civil trafik. Flygplatsen är lokaliserad i Kallinge strax
norr om Ronneby tätort i Blekinge län. Flygplatsens tillgänglighet med allmänna
kommunikationer är idag begränsade. Syftet med studien har varit att analysera
och karaktärisera Ronneby flygstationsområde samt bidra med förbättringsförslag
till hur flygplatsens tillgänglighet kan öka. Analyser har genomförts för att
försöka ge en god helhetsbild av planområdet och dess omgivning samt de olika
faktorer som spelar in.
Etnocid i Kosovo ? språk och kultur som vapen i en etno-politisk konflikt
The aim of this master's thesis is to describe the role of language and culture as ethnical identification factors and illustrate how these have been used as political weapons by the Serb regime in Kosovo during the last decade. The thesis discusses the concept of ethnicity, the relations between the politics of identity, nationalism, ethnic mobilization and the importance of language and culture. Kosovo has historically been characterized by severe ethnic antagonism between Serbs and Albanians. Different languages, cultures and religions beside political processes led to ethnic cleavages that paved the way for ethnocentrism, ethnonationalism, chauvinism, ethnic cleansing and civil war. Since 1989, the Serbian authorities have intervened in all important spheres of life, in an attempt to Serbianize Kosovo.
Försvarsmaktens samverkan med civila myndigheter : polissamverkan, hot eller möjlighet

För att förstå metoden beskriv den säkerhetspolitiskaprocessen såväl i text som i illustrationsform.Bakgrunden till det rådande svenska dilemmat rörande civil-militär samverkan kan härledas tillÅdalenincidenten 1931.Utöver detta påverkar den breddade säkerhetsagendan likväl som nyligeninträffade händelser såsom Göteborgskravallerna och terroristattacken i USA den rådandeinställningen till problematiken.De konstitutionella förutsättningarna redogörs för genom en beskrivning av gällande lagstiftning ochstyrande förordningar.En jämförelse med andra staters lösning på problematiken görs med Norge, Frankrike och Japan.Ett stort urval av offentliga utredningar med inriktning mot uppsatsens specifika problematik hargjorts under det senaste decenniet. Dessa presenteras i syfte att belysa den nuvarande politiskasituationen.Slutligen genomförs en diskussion där ovanstående fakta tas i beaktande vilket resulterar i enrekommendation att det nu är lämplig tidpunkt för förändringar i de styrande lagarna i syfte att uppnåen bredare samverkan mellan Försvarsmakten och den nationella polisen..

In 2014-2015 a large-scale Ebola epidemic occurred in West Africa. The Swedish Civil Contingencies Agency was given the order to conduct the Swedish response. The purpose of this case study was to investigate the impact on project planning of the three factors: the nature of the crisis, political initiative and developing countries. In this case study the crisis was an epidemic, and the project was initiated by the Swedish Government and conducted in two developing countries. The results were intended to contribute to developed understanding and recommendations for future project managers in similar projects.

In the new media society, social media has become an important part of many organizations' daily lives. Organizations, whether public or private, must be where their audience is and many times, these can be found on social media channels like Facebook. Leading researchers in the fields of crisis communication and relationship management believe that social media is a great tool for managing relationships between an organization and its' public, whether it's before, during or after a crisis.The purpose of this study is to examine how the Karlstad municipality use Facebook to manage civic relations before, during and after a crisis. The municipality's approach will be compared to the citizens' experiences of the municipality's communication in different stages of a crisis.The theoretical framework used in this essay is the research on crisis communication and relationship management. How these two frameworks can be integrated with social media like Facebook, is an important part of understanding how the Karlstad municipality make use of Facebook to manage civic relations and communicate before, during and after a crisis.The empirical study consists of a qualitative interview, two qualitative content analysis and an online survey.

Taking as its departure point state-centricinternational political economy this study presents three plausible hypotheses on what thepurpose might be. Either it is to promote consumers interests, or to promote the Swedishnational climate goal ?Reduced impact on climate?, or to promote the profit of Swedishcompanies.
Är införande av förstainsatsperson samhälsekonomiskt lönsamt? : En kostnadsnyttoanalys av FIP-verksamheten i Jönköpings kommun
Är införande och nyttjande av förstainsatsperson (FIP) samhällsekonomiskt lönsamt? En FIP är, i normalfallet, en deltidsbrandman som inte behöver inställa sig vid brandstationen när en olycka har inträffat då denne har ett eget utryckningsfordon och kan på så sätt fortare komma fram till olycksplats. Den här uppsatsen gör en utvärdering av fyra stationsområden i Jönköpings kommun som för FIP-verksamhet. Tidigare studier framställer att FIP har kortare responstid än nästkommande räddningsenhet. Om så är fallet är följden att räddningsarbetet kan påbörjas i ett tidigare skede och således kan det slutliga räddade värdet i en olyckssituation vara av större omfattning än vad som annars vore möjligt.
Urspårad nyhetsrapportering : En kvalitativ textanalys av en lokal och en rikstäckande tidningsrapportering av tågolyckan utanför Kimstad
The purpose with this study is to examine how the media coverage of the train accidentoutside Kimstad, on the night of September 12th 2010, was framed in one local (Norrköpingsnyheter) and one national newspaper (Expressen) and how the coverage of the accident wasdifferent in the local newspaper compared to the national newspaper.The material is 12 articles within a fixed time limit which is from September 13th toSeptember 15th. The material consists of six articles from each newspaper.The method we use a qualitative text analysis with its basis in medialogic, news value andframing theory.In the essay?s analysis we show a synthesis of both newspapers coverage of the train accidentoutside Kimstad and how they stand in relation to the theory of news value and we end with aterminative comment about the results.The conclusion shows that the coverage of the event was different in many ways. Expressenuses a more dramatic framing and a more sensational language which describes the eventmore badly than it was. NT uses a more informative and objective information which almosttrifles the event but which informs about relevant information for the locals.
African swine fever in Uganda : attitudes and possible interventions to limit the spread of the disease
The objective of this study was to investigate the attitude towards African swine fever (ASF) primarily among smallholder pig farmers but also among other actors along the pork value chain in Gulu district, Uganda. More specifically, the study aimed to investigate the specific
challenges facing both farmers and other members of the pork value chain using participatory epidemiology (PE).
ASF is a feared viral disease of pigs associated with high mortality, which is endemic in many parts of Africa. The recent history of Gulu district in Northern Uganda can be described as turbulent and the human population has suffered during decades of war and civil unrest. Pig
keeping is considered a potential opportunity for business as well as a way of providing more animal protein in the diet. However, this is threatened by ASF as farmers can lose entire herds due to the disease.
This study can confirm some previously known factors and risk activities such as the free range system of pigs and movement of pigs and pork during ongoing outbreaks, which make disease control difficult.

A large part of the Iranian population resented the west, in particular USA and Great Britain, during the Islamic revolution in Iran 1979. The people were also resenting the adverse effects of the trumped up frame made in Iran. The last shah of Iran, Mohammad Reza Pahlavi was detested by many in Iran for its west-oriented regime. The resentment among many Iranians is a consequence of the violations of e.g. the lack of political and civil rights, there were no existing legal security in the society, there were no economic distribution and the regime of Mohammad Reza Shah violated the human rights.The resolution from an Iranian perspective for riot is not new, during the last centuries the abomination against the despotic kings have been existing varyingly and big riots have been raised. The Islamic revolution in 1979 was new because the revolution added adverse effects of west, the population detested west and expressed it by protesting through demonstration. The significance of the revolution in 1979 was also attributable to Islam.
