How should a fair income tax system be designed? Since Estonia became the first country to introduce a flat tax on incomes in 1994, this question has been in focus of public debate. The aim of is this thesis is to show that a flat income tax system, combining a proportional tax rate on all incomes with an allowance exempt from tax, is consistent with the demands of justice. In order to achieve this I construct a two level argument using normative method. The first part consists in the justification of a specific ethical theory which is derived from to notion of human dignity.

The purpose of this study is to explore how different discourses about risk linked to HIV prevention is likely to affect the decisions on the distribution of state funding for preventive activities aimed at 'men who have sex with men' (MSM). This by making qualitative interviews with principals that have an impact on this decision. Using a discourse analytic approach, based on both theoretical and methodological foundations, I investigate the discursive constructions of risk of HIV linked to certain groups and behaviors. MSM is found in the material placed into two different formations of groups, on one hand by the behavior on the other hand on the basis of identity. The identity position is organized discursively from a ?victim? position while MSM provides an "operator" position.

This masters thesis examines the reading environment during "booktalk", with special reference to a reading project in compulsory comprehensive and upper secondary schools in Stockholm. The main question is: What does the reading environment look like during booktalk? Three questions are asked: Which factors affect the reading environment? Which are the conditions concerning book selection and book availability? How do the librarians perform as enabling adults? Different groups of pupils, together with their teachers and the librarian, are studied during booktalks in five schools. The study uses a qualitative approach, which takes the form of open observations during 15 booktalks and one interview with the two librarians involved in the project and studies of literature. The theoretical framework is Aidan Chambers theory relating to reading environment and its effects upon the reading process.

The preschool curriculum clearly states that the children must be given the opportunity to develop their independence. We have experianced that the pedagogues feel that they are unable to plan the environment as they wish and thus, interest is also pointed towards the question: are there any limiting factors that affect the design of the indoor environment, and, that being the case, which are they? The study is based on qualitative observations and interviews because it is in its interest to discern patterns and categories rather than quantity.

The cornerstone of it is based on four immerse interviews carried out in three different schools. Two of which were private schools and the third is a municipal school.

AbstractThe purpose of this study is to illustrate Serbia?s democratic development on the basis of consolidate democratic perspective. Linz & Stepan´s five arenas (political, civil, economic, legal and bureaucratic) are required for the possibility to become a consolidate democracy. In order to fulfil the aim, I have chosen to focus on the political and civil arenas that are most central in the study of consolidate democracy.The purpose of this study is to process how far Serbia has come towards a consolidate democracy and which obstacles still remain in the transition.The questions in this study are:? What problems has Serbia faced since the democratic transition in the beginning of 1990?? What possibilities are there for Serbia to consolidate the democracy, with focus on the two key arenas of consolidation?By applying the theoretical framework to the data, I have been able to present answers and build up an analysis.

The purpose of this essay is to examine the approach of the EU towards the reform efforts of Turkey and Bosnia and Herzegovina in the countries ambitions for EU memberships. The question formulation of the essay is whether there is differences in Turkey?s and Bosnia and Herzegovina?s qualifications for an EU-membership from an EU perspective. The aim of this essay is to investigate how national and international guidelines relate to library services to prisoners in Sweden and to further illuminate this through a comparison with some examples from a few European countries. The essay examines what rights to library services Swedish prisoners are given in law, what national and international guidelines say, what demands are placed on the librarian in the form of education and suitability, what economical resources exist to realise library services to prisoners, what measures are taken to provide for language minorities, and how the security aspect is handled when it comes to computers and information technologies. The information has been obtained through interviews as well as through studies of books, articles and conference proceedings. The essay includes a small case study of how library services are provided for prisoners in Haparanda. Findings point to a gap between the goals that are presented in national and international guidelines and how the library services to prisoners function in reality..

The aim with this study is to through a research summary review experiences of growth and theparents caring ability among children who has grown up with parents having intellectual disabilites,and by empirical data illustrate how these persons today describe their childhood, their parentscaring ability and other cicumstances that have affected the growth. The results from the researchsummary are then to be compared with the results from the empirical data in purpose to reviewsimilarities and discrepancies.The study has a qualitative approach and it is based on foundings from earlier research andinterviews with four women whos mothers have intellectual disabilities.In the existing research of this issue there is a clear dichotomy between whether the researchershave focused on either the children or the parents. In both perspectives there are differentconceptions about whether a person with intellectual disabilities have the capacity to care for andraise a child, as there is about how the parents intellectual disaparment affects the child.The womens stories of the childhood are obviously unique, but they also have many experiencesin common, both among themselves as with what has been found in research. Children of parentswith intellectual disabilities have been classified as a risk group, wich has been shown by reversedroles for child and parent, lack of attachment to the parents and by insufficient care. Despite thedifficulties that the women have faced, they describe many parts of their lives in positive termstoday.There seems to be other influences in addition to the parents intellectual capacity that affect theesechildrens outcomes.

The aim of this essay is to try to find the differences and similarities of two public librariesin the town of Kristinehamn and the rural community of Vara during the year 1994. Especiallyinteresting was if the different political traditions of the two communities -left wing majorityin Kristinehamn and right wing in Vara- have influenced the forming of the public libraries.The comparison contains accounts from the annual reports produced by the libraries between1987 and 1994, a more thorough study of the activities and interviews with decision makers in1994. The interview with the decision makers indicates that there is a distinct difference betweenthe librarians and the rest of the informants, this distinction shows, that in a tight budgetsituation the librarians prefer not to cut down on staff while the other informants actuallyfavour to make cuts on the procedures handled by the librarians. The general opinionthough, is that they all agree that the role of the public libraries is to defend democratic rights.The final conclusion is that the material of this essay supports the opinion that the idea ofpublic libraries is stronger than the political differences in Vara and Kristinehamn..

However, during the last years Turkey has shown a number of improvments and positive developments. Two flagrant examples of the extended debate of the above mentioned scarcity is within the area of legislation and the large number of womenNGO´s.The aim of my thesis is to investigate which strategies womenorganizations in Turkey are using to affect the political agenda from a genderperspective; do they choose an international or a national strategi? The analysis is based on four womenNGO´s and their efforts of influence and effects on the political agenda and how they experience the link between themselves and the Turkish government. My findings suggest that a national strategy is chosen before an international strategy, but the choice seems to depend on specific goals of the organization and the national climate.

Syftet med denna studie är kunna uppmärksamma det sociala deltagandet och utbytet som sker mellan barnen utifrån en interaktion i leken. Jag vill göra pedagoger medvetna om när samspel sker, hur samspelt ser ut samt dess betydelse för barns tidiga utveckling av ett socialt beteende, det vill säga att kunna delta i andras upplevelser och erfarenheter samt själv kunna delge upplevelser och erfarenheter, att föra en ömsesidig kommunikation. Lev Vygotskij och Daniel Stern beskriver hur och när barnen bli medvetna individer som börjar kunna delge samt delta i egna och andras upplevelser och erfarenheter genom samspel. Vygotskij talar om vad barnen klara av själv och tillsammans med andra medan Stern beskriver barnens utveckling av det interpersonella som behövs för att kunna förstå sig själv och andra. Jag har valt att genomföra en kvalitativ undersökning med observationer av tre- och fyraåringars lek på en förskola för att uppmärksamma deras samspel. I resultatet kom jag fram till att barnen lär sig förstå sin omvärld genom att pröva och utforska tillsammans, de kommer tillsammans fram till det som går att veta. Kommunikationen är en viktig del i att vara en social individ och denna kommunikation uppstår redan i tidig ålder då barn uttrycker sig genom kroppsspråket det vill säga blickar, minspel med mera.
