Riskhantering i vägprojekt : Effekt, nytta och förbättringar

The aim with this thesis is to study the risk management in construction projects at the Swedish Road Administration, SRA. Furthermore, the aim is to find the effects of the risk management. The theorem of this thesis is that the positive effects of the risk management in construction projects create additional value to the project. These additional values are that the project itself becomes resilient and that the project goals are achieved without any significant disturbances. This thesis shows that the risk management in construction projects do not follow the guidelines set out by the SRA. This is due to a lack of education in the method and a difficult method all together.

HFDs hantering av regelkollision mellan intern rätt och skatteavtal : En analys av RÅ 2010 ref. 112

The OMX-case entailed considerable uncertainty about the relationship between tax treaties and Swedish domestic law. Previous approaches to handle rule conflict between them was put out of action for the first time when an internal rule took precedence over tax treaties. The Greece-case came a few years later where there were hopes that it would be decided in plenary session to return to the view that prevailed before the OMX-case, which did not happen. Instead the Supreme Administrative Court ruled that the tax treaties shall in principle be given preference, but that in exceptional situations tax treaties can be infringed to an internal rule's benefit, so called tax treaty override. Such procedure is acceptable if the legislature gives "clear expression" of the intention of a certain type of income is to be taxed in Sweden, or that a particular new rule applies regardless of the provisions in tax treaties. The purpose of this thesis is to analyze the supreme administrative courts management of rule collision between domestic law and tax treaties in the Greece-case.

Strategic forest planning using AHP and TOPSIS in participatory environments : a case study conducted in Vilhelmina, Sweden

When a decision is to be made on what long term strategic forest management plan to use, consideration must often be taken to multiple objectives. Such decisions are very complex and a promising approach to handle them is by Multiple Criteria Decision Analyses (MCDA). The study is based on the problem that the MCDA that have been implemented into forest management planning have only had capacity to compare and evaluate a limited number of management plans; which means that there is a risk the most suitable plan is missed. The aim with this study was to test the applicability of combining the MCDA tools: the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and the Analytic Hierarchy Process (AHP) for including consideration to multi-objectives into strategic forest management planning. The study was based on the process of creating and selecting a management plan, using Heureka PlanWise, suitable for all the major objectives found in the forest holdings of a municipality in northern Sweden.

Den teoretiska utmaningen - En undersökning om nyinstitutionalismens (o)förmåga att förklara förändring.

This thesis aims to examine the possibility of understanding social change by using new institutionalism approaches on a specific case, The case, which describes the implementation of new public management reform in the Swedish health care system, is analysed from two separate new institutionalismperspectives; the tool perspective and the symbol perspective. These approaches differ from one another in the sense that the first relies on a rational choice ontology, while the latter rather refers to a sociological tradition. In the analysis, causal explanations as well as aim related explanations are presented. Formative moments such as economic stagnation, non-socialist governments and ideological isomorfism are presented as important factors behind the reformation. By using the tool perspective, the motives of the idea spreading and reformation of the Swedish health care system, are connected to a strictly rationalbasis such as cost efficiency and quality improvements.

Reuse, reduce & recycle : planning for sustainable solid waste management in Stone Town - Zanzibar

In the low-income countries of the world, rapid urbanization and decaying infrastructure results in an increasingly unsustainable situation when it comes to solid waste management. Often, the solution tends to focus on introducing technical advanced interventions based on the conditions of the high-income world. However, this thesis aims to ?nd site-speci?c solutions on solid waste management at a local scale. By taking in consideration of local conditions a customized approach is possible where the solution is not dependent on expensive structural changes.
