Ett lyckat arbete enligt BBIC? ? Socialsekreterares syn på dokumentationssystemet BBIC ? Barns behov i centrumMaria Schyllander och Julia OlssonDen kvalitativt förankrade studiens syfte var att erhålla fördjupad kunskap kring socialsekreterares uppfattningar gällande dokumentations- och handläggningssystemet BBIC, Barns Behov I Centrum. Studiens frågeställningar fokuserade på att se hur organisation och handlingsutrymme är förenade med arbetet enligt BBIC. Kvalitativa intervjuer med socialsekreterare som arbetar med barnavårdsutredningar genomfördes och data analyserades med hjälp av kvalitativ innehållsanalys, organisationsteori och handlingsutrymme. Huvudresultatet visade att socialsekreterarna var positivt inställda till att använda ett dokumentationssystem i utredningsarbetet men att BBIC var omfattande och tidskrävande.

De flesta kommuner inom svensk socialtjänst använder sig idag av utredningsinstrumentet BBIC vid barnavårdsutredningar. Studien kartlägger socialsekreterares upplevelser av BBIC. Studien tar upp vilka för- och nackdelar socialsekreterarna upplever vid användandet av BBIC i utredningsarbetet samt om de upplever att det finns något som måste förbättras kring arbetet. Studien har kvalitativ ansats där fyra socialsekreterare deltog i enskilda intervjuer. Socialsekreterarna som deltog i studien arbetar i Norrland.

Children's Need In Focus (BBIC) is a processing and documentation system used in child welfare cases to investigate, plan and monitor interventions. The BBIC has had a breakthrough in Sweden and out of the country's 290 municipalities, there are 284 that use the system daily as a tool in cases involving children. The purpose of this study was to examine how social workers experience the BBIC as a working system and what strengths and weaknesses there are in the BBIC concept. We wanted our study to examine how the BBIC could possibly enhance the quality of childcare matters, but also how the BBIC could potentially increase children's participation in cases. We have performed qualitative interviews with eight social workers who work in four different municipalities where the BBIC is applied daily.

The purpose of this essay is to compare two investigationprojects /evaluationproject (BBICOHPeL) regarding theoretical anchoring and operationmethods. Important questions in our research has been: What from BBIC can be found in the OHPeL-project, what has become of the fundamentals in BBIC when they have been introduced into this new context, has the ecological development theory remained in the OHPeL-project, is it possible to say that the OHPeL-project is a further development, distortion or something completely different from BBIC. To find answers to our questions we have studied 17 protocols from evaluationmeetings in the OHPeL project. This led us to the results that BBIC in many ways are present in the project. There are also differences between the projects.

This study regards the Swedish documentation system, BBIC, which is translated from the English version LACS. BBIC is created to make sure that the children?s needs are put in centre of attention in child protection investigations. The BBIC-system becomes problematic regarding unaccompanied refugee children because of the parent-perspective which is a keystone in the system. Therefor BBIC creates discretion for the social worker which is not BBIC: s original intension.

Syftet med denna uppsats var att undersöka vilka teorier BBIC vilar på, hur BBIC:s teoretiska grundsyn har förändrat sättet att beskriva barns behov i utredningar, samt om formulering och motivering av insatser har påverkats av detta.I uppsatsens första del görs en genomgång av de huvudsakliga teoribildningar som BBIC utgår ifrån; anknytningsteori, utvecklingsekologi samt risk- och skyddsfaktorperspektivet. BBIC:s ursprung i England och dess väg till Sverige beskrivs, samt några av BBIC:s viktigaste tankegångar.Tio barnavårdsutredningar som alla har lett till insats har undersökts. Fem av dessa var BBIC-utredningar och fem var äldre utredningar utan BBIC-anknytning. De två grupperna av utredningar har sedan jämförts utifrån frågeställningar om hur socialsekreterare skildrar barns behov. Hur vårdplanernas insatsformuleringar har påverkats av BBIC:s införande har också undersökts.Resultatet av studien tyder på att BBIC-utredningarna i större utsträckning synliggör barnets behov i vissa avseenden.

Purpose of this study is to investigate whether BBIC had an effect on the interaction between social services and schools. To find this out, a comparative study carried out between two municipalities in southern Sweden who has worked with the BBIC system different lengths of time. The empirical data is based on six qualitative interviews with heads of unit in social services, principals in secondary schools, and social workers who work with children- and youth investigations. The theoretical framework consists of Bronfenbrenners Ecology model, systems theory as organizational theory and the theory of autopoiesis, and Danermark model of collaboration. The results of the survey show that respondents do not find that their inter-organizational collaboration has been significantly affected by the implementation of BBIC, but that BBIC provides a good basis for collaboration due to the logic and structure of the system..

After repeated criticism of the social services about how they manage family care, the National Board of Health and Welfare decided to solve the problem by importing a model used in England (Integrated children's system). This was translated into Swedish conditions and named BBIC (Barns behov i centrum = Child?s needs at the center). Our study aims to investigate whether BBIC will contribute to more and more extensive follow-ups of children placed than before, with a focus on the child's best. This has been studied through qualitative interviews with six social workers who work with children investigations.

In 2007 a project began in the Uppsala region, which aimed to help municipalities implement BBIC (Barns behov i centrum). BBIC is a system that helps social workers increase children?s participation in investigations relating to social work. This study follows up on BBIC?s implementation process in Enköping, a municipality in the Uppsala region.

Socialsekreterare som arbetar med barnavårdsutredningar börjar se barnen alltmer som egna individer och tar del av barnens berättelser och åsikter. Socialstyrelsen har utarbetat modellen BBIC som står för ?Barns behov i Centrum?. Syftet med BBIC är att stärka barns delaktighet i utredningar, vilket pågår i flera kommuner runt om i Sverige. BBIC har sin grund från den engelska modellen Looking After Children System (LACS).

The purpose with this examination essay was to find out if participation of children in social welfare investigations had increased since the social services had started to work with BBIC. I compared the participation of the child before BBIC, then when social service had started to work with BBIC and I tried to see if there were increased participation in the investigations. My theoretic starting-point was the symbolic interactionism and I used the qualitative method of investigation. In my investigation I found that there is not yet any increase in participation of the child in the investigations when social service work with BBIC. What I found was that the reason to start an investigation often was that the parents made the problem for the child and that conditions at home for the child influenced the possibility of the child to communi- cate with an adult that the child did not know.

För relativt kort tid sedan, år 2006 började en omfattande reform BBIC? barnets behov i centrum spridas inom socialtjänsten i Sveriges kommuner. BBIC är ett system för handläggning och dokumentation, planering och uppföljning av insatser. Idag arbetar över hälften av Sveriges kommuner med BBIC och därmed berörs också dessa kommuners öppenvårdsverksamheter som arbetar utifrån biståndsgivna insatser.                      Den här studiens syfte har varit att ta reda på hur BBIC inverkar på den familjeterapeutiska insatsen inom socialtjänstens öppenvård i en kommun, genom att efterfråga några utredare och behandlares erfarenheter och åsikter. Studien försöker också svara på förutsättningar och möjligheter för BBIC att fungera som metodutvecklande instrument genom insatsen.

Denna C-uppsats är en kvalitativ studie om hur några utvalda socialsekreterare uppfattar och använder sig av utredningssystemet BBIC i arbetet med barnavårdsutredningar. Vi har framförallt undersökt om BBIC har tillfört en stärkt profession för socialsekreterarna och ett synliggörande av barnet i utredningarna. BBIC ? Barnets Behov I Centrum är resultatet av ett långsiktigt samarbete mellan socialstyrelsen, kommuner och forskare med syftet att utveckla socialtjänstens arbete med barnavårdsutredningar.Frågeställningarna som valts för uppsatsen är: Kan BBIC tillföra något som tidigare har saknats och hjälpa till att åtgärda de brister som visat sig finnas i barnavårdsutredningarna?Kan BBIC medverka till att socialsekreterarna uppfattar att professionaliseringen av social barnavård har ökat? Framträder barnet som ett aktivt subjekt med hjälp av BBIC?Undersökningen har genomförts i form av kvalitativa, individuella intervjuer med fem socialsekreterare som arbetar med barnavårdsutredningar samt med Kjerstin Bergman som arbetade som projektledare för BBIC på Socialstyrelsen.Undersökningens resultat visar att de utvalda socialsekreterarna uppfattar BBIC som en stor hjälp till att åtgärda de brister som de själva anser finnas i barnavårdsutredningarna och att BBIC bidrar till att göra barnet till ett aktivt subjekt i utredningsarbetet. Resultatet visar också att socialsekreterarna vi intervjuat efterfrågar mer kunskap när det gäller att skriva barnavårdsutredningar och att BBIC har hjälpt till att tillföra ny kunskap till detta område och på så sätt stärkt professionen för socialsekreterarna.
