The values politicians relate with public Administration are likely to affect the way that they want the public Administration to be organised. The purpose of this study is therefore to examine which values Swedish parliamentary parties relate with public Administration and more particularly how they emphasise these values.The study is conducted as an analysis of theoretically relevant bills that the government party and the parliamentary parties have introduced to the Riksdag, and reports and statements of opinion from the parliamentary committees. The documents are from the Riksdag´s sessions from 2000/01 to 2005/06. After examining the documents the conclusion can be drawn that the value that is most emphasised during the period is legal security. This might mean that legal security will have more influence on the decisions taken about the organisation of Swedish public Administration..

The aim of this thesis is to examine the flow of information in an Administration of the municipality Borås Stad. To achieve the aim the following questions were asked: How accessible is information? How is information used in the organisation? How is information communicated? Totally sixteen qualitative interviews was accomplished with employees at the Administration. The results of the interviews show that there is a difference in how much and what sort of information the respondents use. They all seem to prefer information to be communicated face to face if possible or over the phone.

This thesis examines the subject of change in public Administration from an instrumental and an institutional structure perspective. The purpose of the thesis is to examine whether institutional structures affect the development of instrumental structures and if it in turn is possible to affect institutional structures by changing the instrumental structures. This case study is primarily based on a series of deep interviews with senior administrators and politicians within two new Administrations in the municipality Karlstad, both which have been created by merging several smaller Administrations, but also thorough analysis of several official document such as protocols from the municipal council meetings, Tja?nsterskrivelser and internal PMs.   The result of the analysis indicates that both institutional structures and the forming instrumental structures affect each other and  that their ability to affect each other depends on the dominance over the organization each structure has.  In my specific research case we can see that the institutional structure of the city-technical and housing Administration has affected the outcome but the institutional structure of the cultural and tourism Administration hasn?t.  While the structural change of the city-technical and housing Administration hasn?t effected the institutional structure but the structural change of the cultural and tourism Administration has affected the institutional structure of this specific Administration..

 Abstract  Interest in Lean grows and spreads to the public from industrial and service sectors. Lean is currently used in administrative processes and it is called Administration but can Administration be Lean? The aim of our study is to develop a useful model for a successful implementation of Lean Administration by using various scientific articles, books and information from the case study.The part of the purpose is to: ? Identify critical success factors that arise? Identify the challenges arising from the implementation of Lean Administration.We have studied a Division within Distribution at GE Healthcare in Uppsala. The model that we have developed provides challenges and success factors for a successful implementation.In order to succeed in implementation, a culture that promotes continuous improvement must exist in the organization. A key success factor is to understand Lean Administrations structure and principles.

This study is based on interviews with five directors of educational Administration within the Stockholm County. The purpose is to investigate how the directors of educational Administrations, in the different municipalities, describe the relationship between the Administration and the local school units. Moreover, the aim is also to describe the Administration director?s work in relation to the various levels of the Administration. To what extent can it be identified as a dimension of the learning organization described in this report.The study shows that skepticism is usually directed upwards toward the next level in the organization and that the decision-making right for local schools is consistently safeguarded.

The increasing Administration in IT-systems is the target of much debate today. It is viewed as taking time from what is considered to be managers? real tasks as well as resulting in an ineffective and stressful work environment. This view of IT-systems as problematic and time consuming can also been found among unit managers in a municipality in the north of Sweden. Ever since its conceptual birth, the questioning of consequences due to the implementation of ideas from the reformation doctrine, called New Public Management, has been a common occurance among those who have dedicated themselves to research in superior methods of Public Administration. What this thesis aims to do is shed light upon what value-conflicts may occur within public Administration organisations when they begin to idealize the rationalization of economic issues. The goal of this thesis will be fulfilled through the creation of two ideal types of public Administration that exist in opposition to each other. These two ideal types will show two different views on how decision-making and organisation will be managed in their respective sectors. By doing this, there will be clarification as to what conflicting values arise with the implementation of ideas taken from New Public Management, as well as defining the fundamental difference between which ethical decision model is used..
