The terror attack in New York year 2001 was a turning point in international politics. New policies were reformed in both USA and EU to secure their citizens from terrorism. The power of the institutions has developed and the question is; how does the new security policy affect people?s freedom? Is it the agencies new policies that are restricting the freedom or the actions of a terrorist? The purpose of this study is to examine if the security policies in USA and EU are protecting their citizen?s freedom. Many individuals are not aware of how much the security policies are affecting their lives. The negative freedom states that freedom is something natural and it is not possible to achieve with new policies and new legislation, while the republican freedom states that freedom is something for the individual to achieve within the laws. U.S. Department of Homeland Security is a department in USA, which has taken measures, such as tougher legislation to increase people?s freedom with help from The Patriot Act. Europol has developed and become one of the most important authorities in the EU to prevent terrorism. The European arresting order has led to a more effective work between member states to secure their citizens.
