The question about how the unemployment insurance should be designed is today a veryinteresting topic. In 2007 the Swedish government introduced an increased financial fee formembers in the unemployment benefit societies. Since this the number of members in thesesocieties has decreased dramatically. At the same time Sören Öman was appointed head of acommission whose obligation was to investigate the initiation of compulsory unemploymentinsurance. In May 2008 Öman delivered a separate report describing how the initiation of theinsurance should be dealt with. In this report Öman has highlighted a few of the consequencesthis could have on the Swedish labour market. One purpose with this essay is to investigate whether a compulsory unemployment insurancewill result in any consequences for the already established voluntary unemployment benefitsocieties. A second purpose was to establish the consequences an insurance could have on theunions. The connection between unions and unemployment benefit societies goes way back inSweden. A third and last purpose was to find out whether an initiation of a compulsoryunemployment insurance could have any effect on the collective agreement, the Swedishmodel. The essay consists mainly of two parts. The first part describes the origin of the collectiveagreement and the unemployment insurance. The second part aims on the investigation madeby Öman and his proposals for a new legislation. This second part also gives an orientation ofhow the union and the employer organisations look upon the problems with an initiation ofcompulsory unemployment insurance and the consequences this might result in
