This Master Thesis has been conducted as an assignment of the Swedish Defence MaterialAdministration and the Swedish Armed Forces and aims to examine the Target Location Error(TLE) of a Forward Observer System. The targeting accuracy of the system is vital if the systemis to be used as a sensor for precision munitions. The analyzed system, EOI (FOI 2000), wasdelivered to the Swedish Armed Forces in 2007. The targeting sequence starts with deciding theposition of the system with a GPS-receiver, continues with methods where the north direction issettled and ends by measuring the distance, direction and elevation to the target. When allparameters have been measured the system calculates the position of the target. The calculatedco-ordinates are rarely consistent with the true co-ordinates because of parameter measuringerrors. The combined measuring errors of the parameters are used to calculate the TLE of thesystem. Besides the measured parameters the operator?s handling of the system also affects theaccuracy and these factors are more difficult to evaluate.A reproducible test method is presented where all measuring parameters are documented. Themethod is used during field tests of the EOI in co-operation with the Swedish Artillery School.The data from the tests is analyzed and the TLE of various configurations of the system has beencomputed, both in field and in urban environments. All the targeting parameters have beenexamined to find means to lower the TLE and some possible improvements have been identified.Some of the conclusions are that the EOI correctly used has sufficient accuracy to be used forprecision targeting and if the distance measuring resolution was improved, the accuracy wouldimprove even more. However, reliable north finding methods must be used to guarantee thisaccuracy. Bad operator handling and functional errors of vital components could also causeinsufficient accuracy. Introducing tests to certificate the operators and implementing newfunctioning tests to the direction measurement component could address these problems.The presented recommendations to improve targeting are divided into three categories, hardware,functions and operating methods to be implemented by the Armed Forces.
