Ersättning av Ringhals 3 med ett biobränslekraftverk

This study deals with the technical and economic feasibility of replacing the nuclear power plant reactor Ringhals 3 with a biofuel power plant. A technical investigation has been executed to determine which of the systems and components that could be reused and which ones would need to be replaced. The investment costs of the reconstruction have also been estimated. The cost of the electricity production has been calculated as well as the emissions of the new biofuel power plant. Based on the established rate of return, the lowest average spot price of electricity that makes the investment profitable has been calculated. Finally, an analysis has been made of how the spot price of electricity would be affected by the replacement of Ringhals 3.The total investment cost for the reconstruction has been estimated to 17.6 billion SEK and the annual production cost of electricity has been estimated at 5,857,033,333 SEK. The lowest spot price of electricity that would meet the specific rate of return (discount rate of 6% and repayment period of 15 years) amounts to 675 SEK/MWh. The emissions for each MWh of electricity that is produced is estimated at 25 kg of CO2, 553 g of NO2, 67.5 g of SO2 and 2.5 g of dust particles. The average spot price for electricity would, based upon empirical data for the past two years, see an increase of 54%.The results of the study clearly shows that the production cost of electricity for the new biofuel power plant would have been too high for the investment to prove profitable. An examination of ways to produce electricity and heat in a cogeneration plant could provide a better outcome.
