This study is about state Officials who handle applications for sickness benefits and about municipal Officials who handle applications for financial assistance. The purpose of this study is to explore the differences between the two professional roles regarding their conception about their exercise of authority, in terms of flexibility, individual adjustment, empathy and legal security.The study has a qualitative approach and is based on structured interviews with two state Officials and two municipal Officials. The questions that this study aims to answer are:- Is there a difference between state Officials and municipal Officials regarding their experience and use of flexibility? - Is there a difference between state Officials and municipal Officials regarding their perceptions of legal security, individual adjustment and empathy in their exercise of authority? - What kind of bureaucracy can you find in the two organizations?The results show that the state Officials in this study have very limited flexibility due to legislation which makes their exercise of authority neither empathic nor individual. The municipal Officials in this study state in their turn that the law entails broad flexibility and the opportunity for them to be empathic and to make individual decisions.

The aim of our study has been to come to an understanding of how the executive Officials within the care of the elderly experience the cooperation with relatives to elderly people who is in need and apply for public home help according to the law of social services. Our expectation of this study is that we gain an increased insight how they as executive Officials manage this cooperation situations. The method we used in this study has a qualitative research approach. This design was chosen as the most appropriate approached to illuminate and exploring the experience of the executive Officials. Nine executive Officials has described their experience in this matter in an interview were we both participate.

The aim of the study is to describe and analyze bank Officials' views about what auditors will do. The main motivation comes from the government?s proposals that the audit duty will be abolished and it can lead to that bank Officials in a bigger extent can influence the audit?s formulation. It can also lead to that a consumer audit becomes reality. The study covers a sample of 302 bank Officials where 153 have participated through a survey questionnaire.

The aim of the study was to gain a deeper understanding of the administrative Officials work with assessments in home studies of adoption. To answer the purpose, we chose to focus on the guidelines for administrative official?s assessments in home studies of adoption and what assessment areas that is fundamental to the administrative official?s assessments. The study is structured on the basis of a qualitative approach where we have used semi-structured interviews. We interviewed seven administrative Officials in the social services which conducted home studies of adoption.

The public administration and its Officials have a number of values which they have to relate to in their work. The values are a set of democratic and economic values.This study?s purpose is to examine how the Officials at the National Insurance Office in Sweden give priority to these values. The study is performed by interviews with Officials at two insurance offices.The study shows that the Officials in a high degree value the democratic values legal security and public ethics. In turn they experience that productivity, which is an economic value, is being promoted in a high degree from the management.

Dublinförordningen : en fallstudie av Migrationsverkets implementering av Dublinförordningen i sitt dagliga arbete

The Swedish immigration policy is a subject constantly under scrutiny, especially in the media. The Dublin treaty, which came into effect in 2003, has meant stricter regulations for the handling of asylum seekers, which in turn increases the requirements of the Officials at the Swedish Migration Board. Consequently, the staff at the Swedish Migration Board is daily facing difficulties when deciding who is to stay or not. Therefore, it is interesting to investigate how these criteria in the Dublin Treaty, are used in the daily work of the Officials. Emphasizing these problematic aspects of the Dublin Treaty, this study aims to answer the following two questions:- How has the Dublin Treaty been implemented in Swedish legislation by the Officials at the Swedish Migration Board?- How do these Officials work to implement this treaty?This case study is based on interviews with a number of Officials working at the Swedish Migration Board.

Äldre invandrare och den offentliga äldreomsorgen - bistånd, behov och särskildhet

The purpose of this study is to investigate whether an increasing amount of elderly immigrants will set new demands upon the public eldercare. The focus is on the Officials whithin the public care of elderly in Västra Götaland district, and their experiences. A second purpose of this study is to add the experiences of the Officials to former research treating the topic of elderly immigrants and their experiences of the public eldercare in Sweden.The survey has been carried out through interviewing all together seven Officials working within the public care of elder in varying districts of Västra Götaland. The interviews have later been summoned under four different themes such as, ?Culture, customs and tradition?, ?Interaction and communication?, ?Information? and ?The future of the public eldercare?.The study indicates that our result based on the interviews, is in several references corresponding to former research on the topic.

Mötet, ett dilemma eller en möjlighet? : - En kvalitativ studie av myndighetspersoners beskrivningar av individer med ett socialt funktionshinder.

This is a study with a qualitative approach and a social psychological perspective. Our purpose is to describe and analyze authority Officials descriptions of individuals with a social disability and their perception of how the interaction in the encounter with its implementation. We are interested in how they experience their power as authority representatives. The following issues are highlighted.? How do people in authority describe individuals with a social disability?? What is the authority Officials view on the interaction in meetings with individuals with a social disability?? How do authority Officials experiencing his or her position of power in relation to the meeting?Our results are based on semi-structured interviews with five persons in authority, which is active in Insurance and Employment Service in Örebro County.

The appointing of Swedish governmental Officials has gone through a dramatic change the last nine years. The tradition of Officials appointed due to their political experience has been traded against the appointing of experts. In this study I ask questions about this new way of appointing representatives effects how these Officials interpret their role. An official that who has never been in the party before appointed, obviously cannot consider the principal of party. With the theoretical approach of normative representation theory (representational style) I perform case studies that shows some change.

Despite the fact that mandatory financial auditing has been abolished for small private public companies in Sweden we still see this service being used by these firms. Earlier research, papers and published articles tend to focus on the abolishment of the mandatory audits seen from the accountant?s point of view. There has however been less emphasis on the fact that 85 percept of the companies relived from the mandatory audits still utilises this service. We think that we have found a new and until now unexplored angel on this subject, and the purpose of our study has been to explore what the Swedish bank Officials and what the Swedish Tax Agency?s Officials think that they have to gain from a mandatory financial audit.The scientific method used in the study is deduction due to the fact that existing theories has been used to form the hypothesis.

The aim of this study was to examine the view that Officials involved in youth unemployment have on the significance of collaboration between organizations working with unemployed youth. The study was based on nine qualitative interviews with Officials from PES offices and from municipalities such as job coaches. The results were analyzed based on qualitative content analysis. The analysis led to two different themes: conditions and the individual. In the analysis two different theories were used, new institutionalism and Lipsky's theory about street-level bureaucrats.

The first aim of this study is to describe how the public employment service (PES) producesoccupational descriptions. The second aim is to analyse the conditions for that production.Method: The empiric material consists of seven qualitative interviews with employed at PES,operational plan for the team working with descriptions on occupations and observation notes.The overall theme in the study is Foucaults perspective on power. The conditions forproduction of occupational descriptions are understood in the light of the governmentality perspectiveand the concept of employability. Bourdieu´s concept habitus, symbolic violence and capital are usedto articulate the Officials? values and experiences.Eight Officials at PES produce the occupational descriptions.

Socialtjänsten och barn till irreguljära immigranter : en rättsvetenskaplig undersökning

The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the Officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two Officials at the social services. Moreover a small quantitative telephone study with Officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience.

Konsten att dansa tango En studie om relationen mellan förvaltningschefer och politiker i Bromölla kommun

This essay studies the relationship between politicians and municipal chief officers from the point of view of the bureaucracy and its role in democracy and the substance of the chief position. I conducted interviews and observations with politicians and senior Officials from the local public administration in Bromölla. The roles of the chief officer and politicians have certain common characteristics which makes it difficult to separate them. Senior Officials working full time in contrast to part time politicians give them an advantage in the political process. Budget cut backs both enhance the role of politicians and chief officers in the administrative organisation.
