Multi-branch companies are facing many challenges in order to become successful. Competitive advantages can be gained through a unified strong brand, standardised products and economies of scale. This normally calls for Centralisation. On the contrary is deCentralisation, which is said to improve work motivation and local market orientation, which are also competitive advantages. The focus of this thesis is to study how local branch managers want their companies to be structured in accordance with this dilemma.

Cities have always been founded on nodes of different roads.The city Harnosand was founded where the road along the coast of north Sweden meets the sea and the calm bay of Nattviken behind the island of Harnon. Harnosand has a big historic heritage as one of the first cities in the north part of Sweden, centre of the church and education city. The incrising Centralisation of Sweden and the globalication of the world have made north of Sweden to the backside of Sweden.The coun- tryside and the smaller cities don ?t live anymore. In Harnosand is big moving out and many empty spaces. In the middle of Harnosand next to Nattviken, is one of these empty spaces. This empty space next to the road of E4, that leads out in the world and Europa.

In a world of ?formal organizations?, which is constantly exposed for institutionalized super standards and ideas of a what a modern orgnization should be like, the pressure for changes are strong. This is the environment in which Lund University finds itself. Ideas in the beginning of the 21-century is concerning a stronger emfasis on steering, Centralisation, re-hieriarchyzation, standardised processes and a new regulation concerning internal control. Through theories of new institutionalism, with conceptions as organizational identity and the expectations of adapting to new ideas, can you track the translation and adaptation that the ideas go through at the university- a decentralised organization where not only freedom has been a concept for the academic parts, but also for the administration.

This essay will explain the effects of deCentralisation, and what impact it has on the efficiency to create a better integration for immigrants on the Swedish labour market. Examples of literature that has been examined are Marcus Gossas and Jon Pierre. From these authors, I have been trying to explain the relationship between deCentralisation, cooperation and efficiency.Since the end of the Second World War until the middle of 1980, Sweden mostly received labour immigrant. Since then, the immigrant pattern has changed to consist of mostly refugees. Changed immigration patterns together with increasing debts for the Swedish government has lead to deCentralisation and cooperation between public authorities has therefore become a target to reach better efficiency.
