"För barnets bästa" : Skolkuratorers samarbete med övrig skolpersonal gällande anmälningsskyldigheten i Socialtjänstlagen vid misstanke om att barn far illa

The purpose of this essay was to study how school welfare officers cooperate with other school staff, regarding children in vulnerable positions, and how the school staff apply their obligation to report to the social services if they have concerns regarding children at risk, according to the law of social service, SoL.We have especially focused on questions concerning cooperation, both between the school staff, and between the school and the social services. We also wanted to identify some of the restraining factors and dilemmas that could come up during the process of reporting children at risk to the social services. The study was based on qualitative interviews with ten school welfare officers from the same municipality. Our conclusions of our study are that there exists a well-developed cooperation between several organizational levels, including the school welfare officers, other professions in the schools and the social services. There were though opinions among the school welfare officers that they wanted to increase their professional claims in relation to the school nurse, due to their larger competence in talking to children. Regarding the formal responsibility to report to the social services, a majority of the school welfare officers felt they had access to the support they needed from both their principal and the students healthcare-team, and that they were not left alone in the process..

The questions that this study aims to answer are:- Is there a difference between state officials and municipal officials regarding their experience and use of flexibility? - Is there a difference between state officials and municipal officials regarding their perceptions of legal security, individual adjustment and empathy in their exercise of authority? - What kind of bureaucracy can you find in the two organizations? The results show that the state officials in this study have very limited flexibility due to legislation which makes their exercise of authority neither empathic nor individual. The municipal officials in this study state in their turn that the law entails broad flexibility and the opportunity for them to be empathic and to make individual decisions.

Allt som är fast förflyktigas : Föreställningar om arbete och sambandet mellan arbete, tillväxt och välfärd i senmodernitetens Sverige

The focus of this thesis is the conception of work and the relation between work, economic growth and welfare in today?s Sweden in the editorial of Dagens Nyheter (DN), which is the main morning paper in Sweden. As the theoretical foundation of this thesis is social constructionism and the method being used is critical discourse analysis, the language is considered as an important source for the construction of value and meaning of work. In that context it is important to investigate how DN, by certain ways of representing reality, preserves a certain view of the human being, the society and the economy. Which ideological ideas underlie the conception of work that emerges in DN? What social consequences will these ideas have? The thesis discusses the ?truths? that the editorialists mediate concerning for example the view of the human being as guided by rational choice and the view of economic growth as the main goal for social life. One of the conclusions is that DN considers work as a means for economic growth as economic growth is regarded fundamental for the survival of the Welfare state..

Om ekonomiskt bistånd och kriminalitet - En studie om socialt stöd och dess effekter på misshandel och stöld

Since criminality started to rise steeply in most western Welfare states following the second world war the relationship between welfare support and criminality has been debated. For a period of time thought to be an effective preventive measure against crime welfare support has since from time to time come to be seen by some as ineffective and in some cases even as a contributing factor to the rise in crime. It remains a contested issue as new theories, such as social support theory, which is employed here, attempt to contribute to the understanding of what effects general welfare has on overall crime levels. As a connection which is relatively well-researched in the USA, altough still not yet fully understood, this study strives toward a better understanding by testing the relationship in a swedish context. The relationship might not function in the same way considering that the US is a fundamentally different welfare-regime than Sweden, liberal and social-democratic respectively.Untangling the relationship is attempted by employing a multivariate regressionanalysis on a crosssectional dataset consisting of data from 2012 covering 247 of Swedens total of 290 municipalities.

Traditionella institutioner i Afrika - Ett hot mot den moderna staten?

The function of traditional leaders in the modern states of Africa has been under debate for decades. The dominant research discourse suggests that these institutions should be integrated into the state in order to minimize the amount of parallel political spheres, since the latters are considered to affect state legitimacy negatively. But are the states in a situation where they need to compete with the traditional institutions in order to gain more legitimacy? If so, is the struggle for legitimacy a zero-sum game where there can only be one winner? Or is it possible for these institutions to co-exist or even benefit from each other? The aim of this bachelor?s thesis is to research if, and to what extent, African citizens? confidence in traditional institutions has an effect on state legitimacy. This has been done by statistically analyzing the data from the latest completed round of the Afrobarometer survey, a study that has been conducted in 20 different countries across West- and Northeast Africa.

Statliga lobbyorganisationer? Diskussionen om opinionsbildande myndigheter tolkad utifrån en informationspolitisk kontext

During the last years a discussion has emerged around problems with Swedish state boards trying to influence the public opinion and even political bodies through different kind of information efforts. Several observers inside and outside the academy have studied how state boards increasingly use information as an instrument and also how political bodies increasingly have given such instructions to state boards. This essay put those studies into the context of both information political history and previous theoretical interpretations in that field of research. The analytical tool consists of four ideal typical ways ('state opinions') to arrange relations between the state and the citizen. Some critics focus on problems with too much political steering and how political majorities uses state boards to spread ideological propaganda. Others highlight problems with autonomy and bureaucratic organizations taking initiatives by themselves to spread normative information.

Ethical impact on EU animal welfare policies : the example of Article 13

On December 1th 2009 the Lisbon Treaty entered into force, and through Article 13, the recognition of animals as sentient being was given a more visible part in the very core of EU law. This was an effect of a political decision to commit to the issue, partly because of the will to further harmonize the EU market, but also due to increased societal concern for the wellbeing of animals. Over the last decades, ethical awareness is growing in many countries, one reason being new scientific discovery. This influences legislators and policy makers to take proper action, and in this way, ethics and science often work together as the very basis for the development of new legislation and policies. There is yet to be seen what the actual consequences of Article 13 will be, since the legal obligation remains the same and there are still some reservations in it.

Statlig neutralitet och politisk perfektionism i teori, ideologi och praktik

Abstract:The aim of this study has been to investigate (theoretically as well as empirically) the problematic notions of state neutrality and political perfectionism and, in particular, the potentially vast continuum existing between these concepts both in theory and in actual political practice. In order to accomplish this, a conceptual analysis has examined (some of) the arguments for and against state neutrality and political perfectionism, different aspects of neutralism and perfectionism as well as the exact definition of the concepts of ?neutrality of justification? and ?conceptions of the good?. Using a specific (though not entirely uncontested) definition of these concepts, an empirical analysis was made of Swedish parliamentary parties and their cultural policies. The empirical part of the study seemed to confirm one of the basic premises of this study; that state neutrality and perfectionism are often (as has indeed been recognized by critics of state neutrality) intertwined in the business of everyday politics..

In this study literature has been reviewed with focus on different gas stunning systems and observations have been made at two different slaughterhouses regarding animal welfare before, during and directly after stunning. At one slaughter plant carbondioxide was used in a two-stage system where the birds were standing on a conveyer belt during the stunning procedure.
