Romers rätt till politisk delaktighet och inflytande i Sverige : en diskursorienterad policyanalys av artikel 15 i Ramkonventionen

The aim of this essay is to study the decision making process and implementation of the principle of political participation and influence for Roma minority in Sweden. The results regarding the decision making process is structured through a discourse influenced policy analyses. Problem picture and recommended measures in the political documents representing the decision making process are analysed through theories of minority rights and equality. The implementation is seen through, by the author given minority discourse and the work in the roma council and analysed by the same theories already mentioned.The results show that regarding the decision process the aim of art.15 in the framework convention is based on the idea of equality while the Swedish documents relates more to an idea of the right to speak for the group. Regarding recommended measures, the framework convention gives several recommendations on specific measures for political participation while the Swedish documents focuses on the general politics of the state.

Remittera till akutmottagningen eller inte? : Sjuksköterskors uppfattning av beslutsfattandet på vård- och omsorgsboende.

Background: High demands are today placed upon Swedish elderly care nurses as more elderly live with multimorbidity while the hospital bed capacity is becoming lower. Aim: The aim of the study was to explore nurses? perception of decision-making in situations with acutely ill patients in nursing homes and which factors may influence the decision about transferring patients to the emergency department or not. Method: This is a qualitative study with a phenomenographic approach. Semi-structured interviews have been conducted with 11 nurses working in nursing homes. The data analysis was based on Dahlgren and Fallsberg (1991) data analysis. Result: Three different description categories were presented, which describes variations of the nurses? perceptions.Feeling comfortable in making the decision; which involved the nurses feeling confident in the decision-making about transferring patients to the emergency department or not.Hesitant in making the decision; which described how nurses perceived the decision-making as problematic, with regard to transferring patients to the emergency department.Many wishes to consider in taking the decision; which explained how nurses? decision-making was influenced by requests from the patients or from people close to them.Conclusion:  The study reflected how  supporting and aggravating factors could influence how nurses in nursing homes perceived the decision-making and how nurses have to take in consideration different opinions concerning the decision making process of transferring patients to the emergency department or not.

Realism is the theory that has had the most impact on the study of IR since the second world war. Idealism has been it?s greatest opponent and the debate is still active even up til this day.My case study of Danmarks foreign aid policy constitutes a worst critical case scenario for realism and therfore my assumptions were that idealism would be the theory that could explain the core-elements of the Danish foregin aid.

Does Party Politics Matter? - En hypotesprövande studie om USA:s partipolitiska position till europeiskt säkerhetssamarbete

In his recent article Professor of International Affairs Charles Kupchan claims that Party Politics has become increasingly important for American Foreign Policy since the end of the Cold War. This assertion makes it valuable to assess how the substance of the Foreign Policy differs between the two American parties in various cases and if this difference is characterized by consistency or by change. In this thesis I examine these Party positions in relation to the European Security Policy.In order to examine this I compare the positions of the Democratic and Republican Parties? policy concerning both the European Defence Community (EDC) and the European Security and Defence Policy (ESDP). The purpose of this thesis is to examine the hypothesis that the Democratic Party to a higher extent than the Republican Party is more concerned to maintain good relations to Europe respectively EU.The results show that there are small indications that my hypothesis concerning the two parties is valid.

Kampen för ökad tillgänglighet : - om enskilda aktörer, policynätverk och förhandlingsarenor i utarbetandet av EU:s bussdirektiv

The Motor Group of the European Council was commissioned in the autumn of 1997 to prepare a proposal for a new European Bus and Coach Directive. In the beginning, most of the Member States did not have the accessibility requirements as their main concern; still a smaller network with actors from the National delegations from Britain, Germany and Sweden would influence the other National delegations in the Council group to finally agree to retain the requirement of accessibility of the Directive. Within the EU decision process, the European Disability movement acted as a strong player during the whole negotiation process using the proposal to a new Bus and Coach Directive as a tool to influence key actors to go towards a Directive with a strong approach for accessibility.Policy Transfer and Policy Transfer Network are used as analytical tools to understand and structure the transfer of the question of accessibility during the negotiation process. Actors understanding how the bureaucratic process works within the EU decision system have a chance to contributing for the changes in the directions they wishes for within a range of policy areas. The principal aim of the Directive was to guarantee the safety of passengers and to provide technical prescription in particular to wheelchair users.

OS i Kina, oberoende idrott eller politisk propaganda? : A Study of the Chinese Regime?s Political involvement, in the Beijing 2008 Olympic Games

The aim of this paper is to describe which view the Chinese government in connection with the Olympics wants to display for the natural world and analyze if this view coincide with China?s foreign-policy goals. A qualitative content analysis is used. By using the theory of rational choice and a model with three different political approaches I want to examine whether or not the foreign-policy goals of the Chinese regime comport with the view that displays in two major newspapers in China. Since the runoff voting in Moscow in 2001 for the 2008 Olympics the Chinese government has been able to act rational and to compose different strategies to use the Games in Beijing for political propaganda.

Background: Previous studies have shown that intuition occurs in decision making in small enterprises. However, these studies have not illuminated which decision attributes leads to intuitive decision making.Purpose:The purpose with this study is to contribute with an increased understanding of which decision attributes leads managers in small enterprises to use intuition in decision making and why these decisions attributes have an impact on the role of intuition. The follow-ing research question will be answered in our study: Which decision attributes leads to intui-tive decision making in small enterprises, and why?Method: To answer the research question we have conducted semi structural interviews with managers in small enterprises to achieve a deeper understanding of the role of intuition. We have also used a method called Visual Card Sorting as a complement to the semi structural interviews.Result/conclusion: The result of our study indicates that the relevance and the uncertainty of a decision have the greatest significance in the use of intuition in decision making in small enterprises.

This thesis has aimed to study steering process and institutionalization in the context of educational policy work. This has been conducted by using empirical material from the political decision-making process that preceded the implementation of a new national program on how principals should be educated and certified. By using an aggregated theoretical point of view containing new institutionalism and traditional Swedish curriculum theory, the process was analyzed from different perspectives. The results depict a process that contained several actors who tried to shape the principal education program differently. From the theoretical perspectives, the decision-making process could be understood as an act of both self-interest as well as trust in their own beliefs and cultural values.

Intuition i beslutsfattande : En studie om det intuitiva beslutsfattandet och dess påverkande faktorer vid Akademiska sjukhuset i Uppsala

Managers operating within the dynamic society of today are said to rely on intuition when effective and quick decisions are to be made. This skill or phenomenon has aroused an interest within the academic world of management whom has explored intuition, its relation to decision making and its influencing factors, especially in the private sector. Intuitive decision making is however not isolated solely to this sector but also involved in decision making associated to the public sector. Therefore, the aim of the thesis is to investigate whether managers at the hospital Akademiska in Uppsala involve intuition in decision making and to what extent the factors time, amount of information, individual experience and decision complexity influence the intuition.The theoretical framework includes academic research regarding how intuition and rationality affect decisions, the concept of intuition and factors influencing the intuitiveness of decision making. Furthermore the theoretical discussion explores intuition connected to leadership, negative aspects of intuitive decisions and a comparison between different factors that separates public and private sector in terms of decision making.

Att skapa konsensus- En fallstudie av beslutsprocessen inom kommunsamarbetet NOSAM

The purpose of this thesis is to analyze the construction of consensus in commune-collaborations. By a review of written material combined with elite interviews we have been able to follow the decision-making and the forming of consensus, in a commune-collaboration called NOSAM, in which they have decided to use consensus as a decision method. The thesis is based on a case study and we have decided to follow a specific issue that has been discussed for some time.We have created an instrument based on the ideal of deliberative democracy, through which we have been able to examine whether the decision-making in NOSAM can be described as a deliberative process or if consensus is formed by other incentives.The study shows that the decision-making in NOSAM cannot be described as a deliberative process, although there are some elements of deliberation. Consensus is formed in a proposition drawn up by the officials for the commune-representatives to agree on. Afterwards, the decision has to be brought up in each commune before reaching a final decision in NOSAM.Our opinion is that having consensus as the decision method leads to difficulties when deciding on bigger issues..
