The increasing road traffic in Sweden will require investments in the infrastructure that the tax withdrawal of today will not allow according to a new government report, SOU 2006:33. An existing willingness to pay for those investments has therefore become an alternative to increases in taxation to be able to cover the costs. A proposal to let the willingness to pay, alternatively increases in taxation that act proportional, decide how a cost is distributed can be said to be related, but not fully correspond, with different theories of justice described by Robert Nozick and John Rawls. It can therefore be interesting to see how the two different theories of justice are edified and how they distribute a joint cost. The aim of the first part of the thesis is to present and criticize Rawls' and Nozick's theories of justice in a common formulated economic model.

The Swedish Code for Corporate Governance was introduced on July 1, 2005. All companies then listed at OM Stockholmsbörsen A-list and those on the O-list with a market value of more than three billion SKr must implement the rules in the Code. The Code includes rules for corporate governance as a complement to the legislation. The Code is based on the principle comply or explain. Sweden currently has no legislated regulation of lobbying, but the professional lobbyist can voluntarily subscribe to, among others, the professional code of standars created by the trade association of Public Relations, Precis. There is an ongoing discussion in Sweden to regulate lobbying, both in mass media and in politics. This study examines this debate and focus on which arguments there are for and against lobbying regulation in Sweden. It also attempts to identify the differences, if there are any, between left and rights parties with regards to their views on regulation of lobbying.Tha main method used was document analysis of parliamentary bills which have been raised concerning a lobbying regulation in Sweden. In the theory section, I include four different types of requirements placed on democratic lobbying (se for example Jaatinen 1998, Kitchen 1999, Larsson 2005, Möller 2009 and Naurin 2001).

The aim of this study is to illuminate and discuss a case of political steering, specifically Managment-By-Objectives (MBO) in Swedish municipalities, from a democratic perspective. The essay examines a discrepancy between MBO in the Swedish municipalities and democratic theory.To fulfil the aim of the study one leading politician and one leading civil servant from five municipalities have been interviewed on this matter. This material is discussed in the light of a democratic theory constructed specifically for this essay. The democratic theory consists of three main democratic values in the democratic process: debate, transparence and the ability to demand political accountability.The main conclusion is that there is a contradiction in the use of MBO and the democratic values of debate, transparence and the ability to demand political accountability. MBO has resulted in a lack of debate and transparency and furthermore, it has made it increasingly more difficult to demand political accountability..

SARS [Severe Acute Respiratory Syndrome] penetrated China in spring of 2003, created havoc in the social society, exposed weaknesses within the political system and pushed the nation towards a crisis of confidence. At the same time the crisis revitalised the Party's position, brought people from different social stratum together and had a beneficial impact on the populace's knowledge on health related issues.What makes the SARS crisis in China interesting for further and deeper investigation is the method it chose to respond to its national crisis. They plan of response was indeed a retrogression back to "older" times, using methods and propaganda very much like those used during Mao Zedong and later Deng Xiaoping. The first step of response was denial and cover up of the real situation, which quickly turned to unprecedented transparency, as the magnitude of SARS became known. The Party and the government were quick to proclaim themselves as the bearer of the key knowledge and information on how to best fight the disease, this in sharp contrast to the political trend of more co-operation between the private and public sector and political transparency.

The idea that I put forward in this thesis concerns the democratic system and the threat from discoursive impact on its core values. I focus my normative analysis on three of these democratic values: transparency, accountability and influence ? and what democratic problems the discoursive impact causes in conflict with them. I have used a critical discourse theory to define discourse and discoursive impact, by focusing on the process of discourse, rather than its nature. I deal with the political structure where I claim that the essential relation between citizen and politician is disrupted, due to lack of information and the imminent problems of the existing network society.
