The aim of this essay has been to find out whether the individual development plan does make it easier to teachers to discover any needs of the students to get education or material changes and by that make adjustments in the classroom. I chose to seek information by interviewing special educators at four compulsory schools, since they have an overall apprehension of how the work is carried out at the school, especially the work with students in need of any form of extra support.All students at the Swedish compulsory school shall have an individual development plan. The purpose with the plan is, besides that the student is to be given possibilities to form his own pedagogical and social goals, that the teacher shall get early signals if a student may be in need of getting education and materials changed and adjusted for to easier manage his studies. The individual development plan of the student should have the function as a tool to the teacher to facilitate for his students.The answer of my question can be sum-up in a no, the inherent potential in the individual development plan is not utilized by the teachers that seem to have the apprehension that the plan is for the student all by him/herself. The teaching staff has obviously not understood the use they can get out of it. .

In 2010 there will be a political resolution to ensure that the Swedish society is accessible to all citizens including people with disabilities. For this purpose a national action plan for disability policy "From patient to citizen" (Govt. Bill 1999/2000:79) has been set out with the aim of ensuring that the disability perspective will permeate every sector of society and that the approach and response to people with disabilities will be improved. The Swedish National Council for Cultural Affairs is responsible for implementing the disability policy in the cultural sector.Since public libraries in Sweden are a part of the public cultural sector, they will also be affected by the political resolution regarding accessibility. The concept underpinning library services for disabled people must be that of equality of access.

The aim of this thesis is to study the situation of minorities in Slovakia before and after the EU-membership and if EU has played a role in the situation. Also the criteria for becoming a member and other treaties regarding protection of minorities between European institutions and the accession/member states are studied. With the help of i.e. literature, relevant internet pages and yearly studies of EU, the conclusion has been made that Slovakia has made an immense change in the state?s legislation when it comes to minorities and their fundamental rights, but that changes need to be made in attitudes as well.

Genusvetenskapen önskar att framhäva genus, med både fokus på enbart kvinnor och på maktrelationen mellan män och kvinnor, i fredsarbetet samt återuppbyggnaden av postkonfliktsamhällen. Kvinnor har länge exkluderats och ignorerats i fredsarbeten. I och med uppkomsten av resolution 1325, som syftar till att visa kvinnors avgörande roll i fredsarbete har genus blivit ytterligare accepterat i det internationella samfundet. Syftet med vår uppsats är att undersöka vilken betydelse genus kan spela i fredsprocesser. Genom att undersöka fallet Liberia och den fredsprocess som landet genomgår vill vi belysa de konsekvenser som genus har i denna fredsprocess.

The purpose of this thesis is to evaluate 7 different search strategies for content-based image retrieval with respect to retrieval effectiveness. The strategies are based on different levels of resolution implemented by the Haar transformation. The result of the study shows an improvement in both mean average precision and mean recall in strategies based on lower levels of resolution..

The comprehensive questions are: Which ideas about the public library appear in each municipal library plan? How do the ideas agree in the different municipal library plans? The sub questions are: Which judgements of reality appear in the different library plans concerning each municipality and its library needs? How do the municipalities define the concept of development and future demands in the municipality on the basis of the judgements of reality? Which recommendations do the judgements of reality give and how is the plan of action that is established in each library plan justified? Which fundamental views of reality, i. e.

The purpose of this study is to examine certain aspects of work with men who use violence in intimate relationships. In a Government bill in late 90s the Government presented its action plan on what is expected to be done in each municipality, but investigations show that the work is stationary. 46 percent of the men, who are in treatment, choose to cancel it. We wanted to find out how society will meet up with men who use violence in their intimate relationship and how to go about in the meeting. Those who lead us to the answers in this qualitative method are three social workers and a therapist who has the task of helping these men. The study is based on interviews from three municipalities in southern Sweden, the municipalities made ??as in between 30-60 000 residents and businesses are startups; theoldest has been in operation for five years.The results showed that they had chosen to put these activities under the sections of the Social Services but is counted as a separate project, as the driving force may apply for funding via the County Council.

Since the 9/11-attacks several nations have been confronted with a new international threat, its nature traces back to the political- and religious- radical movements of the 20th century Cold War. Ever since, various states have been under threat by terrorist organizations around the world due to mainly participating in worldwide counter-terrorist interventions created by western alliances. In Sweden, amongst other countries, the state took security-precautions that would imply total control of information throughout the territorial borders. The assigned proposition was accepted by the Swedish parliament in June 18th 2008, after this date wild spread criticism was still in effect ever since the Swedish government first publicly announced the proposition in May 8th 2007. This study emphasizes on understanding why the Swedish government chose to present this proposition to parliament, in order to complete this task the study will present the motives and the alleged threats that were the core of the proposition and its value-maximizing goal of creating a new surface for Swedish homeland security.

The purpose with this case study is to reveal what factors that are important for an adequate emergency preparedness plan by studying Sweden?s and Great Britain?s emergency preparedness plans and how they handled the two catastrophes. The aim of this diploma work was to obtain a review of the appeal process in Sweden under the Planning and Building Act and the possibilities of appeal in the planning and building permit process. The work was intended to identify potential problems surrounding the appeal process and possible efficiency measures. The goal was to form a report that provides a satisfactory overview of the appeal process in theory and practical application as well as provide relevant concrete proposals on how the appeal process can be streamlined.Background and facts surrounding the work were taken from different types of literature and through several interviews with representatives in government, industry and politicians.The main problems related to the appeal process are in the long processing times and the high number of appeals. There is a great interest to streamline the appeals process and the government is going to launch studies in which possible future actions will be investigated.It is possible to appeal for up to two instances before you need a so called ?leave to appeal? in order for your complaint to be passed on to the next instance.

Positive action is measures that usually constitute discrimination but which are justified when achieving the purpose of an effective equality between people of the society. Positive action regarding gender is regulated in primary law, secondary law and case law of the EU whereas positive action regarding other discrimination groups is regulated in secondary law and negligible regulated in case law.There is a boundary between positive action and discrimination. Primary law gives little guidance on determine that boundary. Secondary law provides more advanced guidelines of how to determining were the boundary is.When determining were the boundaries lays between positive action and discrimination the guidelines given by the European court of justice in case law can be used. The majority of these guidelines are focused on positive action regarding gender.

In November 2007 the countries around the Baltic Sea signed the Baltic Sea Action Plan (BSAP). The action plan was an initiative from HELCOM due to the environmental status in the Baltic Sea. The action plan implemented a new approach with measures targeting the whole ecosystem. Eutrophication, hazardous substances, biodiversity and maritime activities constituted the main segments. The parties were to establish national implementation plans to fulfil the BSAP goals, which shall lead to good environmental status in the Baltic Sea by 2021.  The aim of this thesis is to investigate the points in common regarding conceptions of eutrophication in the Baltic Sea between the management, the science, the media and the public.

The hypothesis of this study is that the local government act in Sweden 1862 was an instrument for the state to keep its´ political influence on the local level. It did not open for local self-government. The swedish historians Dahlkvist and Strandberg description of the Swedish local government act support this hypothesis, as does the analysis of political scientists Pettersson and Söderlind. The general opinion that the local government act opened for local self-government does still exist among many swedish historians.This study had two aims. The first was to investigate the actual extent of self-government in Borgvik, a small municipality in Sweden during the period 1861-1924.
