Folkbibliotek och lärcentra: ett pedagogiskt samarbete under utveckling

The main purpose of this Masters thesis is to examine three Swedish librarians views on their role regarding their local learning centre and its adult students. The thesis also tries to find out whether the persons responsible for the local learning centres in these municipalities regard the libraries as a resource in this context and if the municipalities express the importance of such a cooperation in documents. Previous research in information seeking and learning is presented and a survey of lifelong learning, local learning centres and libraries is made. Relevant theories, such as Loertschers taxonomy, Kuhlthaus approaches of library skills instruction and levels of mediation as well as Bruces categories of information literacy, are presented and later used in the analysis. A qualitative method was found to be most appropriate for this study, as the majority of the empirical material has been collected through interviews.

This study puts emphasis on an international discourse describing how cities frequently compete against each other, and also describing factors that cities should enhance to make themselves more competitive. The discourse in this study has therefore been used to seek understanding how three different municipalities Borlänge, Karlstad and Malmö strive for growth by applying central factors from the discourse on the municipalities strategic documents. What the study shows is that the central factors from the discourse strongly imprints the strategic documents, but the presence of the factors varies between the municipalities and also to what meaning that lies behind the strategic goals..

"Biblioteken ser vi som en positiv verksamhet" - en studie om styrning av folkbibliotek i fem svenska kommuner

The aim of this study is to explain and analyse political steering of public libraries in Swedish municipalities and the roles of politicians and administrators in this process. To fulfil this purpose five municipalities have been studied. It is argued that both politicians and administration have to be included in a study of steering and that the relation between politicians and administrators should be seen as an interplay. Planning and evaluation are discerned as the two main activities in the steering process. The material in this study consists mainly of information collected through interviews with library responsible politicians and library managers in all five municipalities.The results show that libraries are considered politically uncontroversial and that politicians see little need for political interference and steering.

This quantitative study aims to investigate whether there is a difference in the effect of the policy rate on the price per square meter for condominiums between small and large cities in Sweden. The study encompasses a total of seven Swedish municipalities, of which three located in large cities and four in small cities. Data regarding housing sales and additional variables have been collected for all municipalities, and the price per square meter is the dependent variable in the regressions performed on the dataset, which constitutes the empirical basis of the study. The aim is further to contribute to an increased understanding of how the effect of the policy rate might differ between Swedish cities and why. The results of the study show significant differences in how the policy rate affects the price per square meter in a small city compared to a large city, with the effect being greater in the latter.

Beaktandet av regionala utvecklingsmål i kommunala översiktsplaner : - En studie av situationen i Västerbottens län

AbstractThis study aims to describe and analyze how the 15 municipalities of Västerbotten County consider regional targets of development in their comprehensive plans. The study also investigate if there´s any need of improvements for the consideration of regional targets in comprehensive planning.This paper is based on studies of comprehensive plans in Västerbotten County and on three interviews with employers of different municipalities in the county. An thematic analysis were used to analyze documents and interviews.The result shows that a new comprehensive plan generally takes more consideration to regional targets of development than older plans. The consideration varies a lot between the municipalities of Västerbotten County and it can be explained by many reasons. The informant?s points out that lack of resources- and competence plus a deficient dialog between municipalities and regional organizations are the mainly causes.Keywords; regional development, comprehensive planning, strategy for regional development, regional development program, land-use planning.

The main purpose of this study is to investigate to what extent municipalities in Sweden use democratic innovations to include citizens in the decision making process. Along there are three research questions:? What different forms of democracy innovations are Swedish municipalities applying in order to increase the civic participation between elections and what forms are dominant?? What potential influence in decision-making are citizens getting through these democratic innovations based on the results?? Local charges may induce people to change their pattern of consumption by influencing investments and acts in certain directions. Some charges could for example give people incentives to use less natural resources. This study investigates four different local charges and whether they benefit an economical management with natural resources or not. This is carried out by investigating whether there is a polarity between local charges that may influence environmental actions or goods, and effective pollution control set to achieve certain nationally determined environmental goals. The study includes two economic perspectives and investigates on the one hand whether local charges counteract governmental subsidies and on the other hand whether the charges vary between the different municipalities since large differences may lead to cost inefficiency.
