Case Managements spridning i kommunala organisationer : En organisatorisk förändring inom socialt arbete

The aim of this study was to comprehend and explain the idea and function of Case Management and its diffusion in Swedish municipalities. More specifically its aim was to investigate factors for the diffusion of Case Management and its differences to similar professional roles. The study was based on interviews with four managers at various levels and two case managers representing two municipalities in Sweden. Five themes were identified that were especially interesting when discussing the function of Case Management, its differences to similar professional roles and its diffusion in Swedish municipalities. The themes were: shortcomings in the welfare system, the functions of Case Management, differences to similar professional roles, descriptions of Case Management and factors for the diffusion.

The European Water Framework Directive (WFD; 2000/60/EC) was incorporated into the Swedish legislation in 2004 through the ordinance Förordningen om förvaltningenav kvaliteten på vattenmiljön (SFS 2004:660). The objective is that all water bodies shall reach a good status by the year 2015. In Sweden the comprehensive plans of the municipalities can play a large role in reaching these goals. A comprehensive plan deals with the long term water and land use of the municipality, which can facilitate an early consideration of water management in the planning process of the municipality. In Sweden five river basin districts have been established in accordance with the Water Framework Directive.

Värdegrundens betydelse för arbetsgivarens attraktivitet

During the past decades the competition for skilful employees has increased and companies and organizations compete to attract the right people. The Swedish municipalities and country councils need to recruit 420 000 new employees before 2020, but have a limited budget to promote themselves as attractive employers. To find a solution, many of the municipalities have started to work with fundamental values to become more attractive employers and to inspire employees to use word-of-mouth to recommend them. There are no empirical studies of how successful this strategy is, and the purpose of this thesis is to show if there are significant correlations between the fundamental values, the employer's attractiveness and word-of-mouth. The results of the study are based on a survey with 1996 answers from employees in three different municipalities in Stockholm, Sweden.

Riksdagsvalet 2010 : En GIS-analys

Our social lives and where we live shape our choices in life. One of those choices is which party we vote for in the general election. The aim of this thesis is to see if there are any connections between the Swedish general election of 2010, demography, socioeconomic factors and geography. This is done with regression analysis and chosen variables. Another aim is to see where in Sweden the chosen variables aren?t enough to explain the results of the election.

The competition between the Swedish municipalities has increased as the world has become more globalized, which means that they need to become more attractive for sustaining sound finances and not to find themselves to have a downward trend. One possibility to show the attractiveness of a place is by using place marketing and therewith attaining a stronger brand position. There are 20 suburban municipalities in the county of Stockholm, of which six are multicultural or are having a minimum of 20 percent immigrants among the residents. These immigrant areas are segregated based on class, income and culture. Problems associated with these areas have historical aspects that dates further back than modern immigration does.

Kommunal demokrati och medborgarinflytande i ett samhälle i förändring

The organisation of the municipalities is based on the principle of representation. It has previously been impossible to give the citizens more influence through direct democracy, but the information technology gives new possibilities and the choice of democracy model might no longer be obvious. Representation can be interpreted in many ways and there is a need for a more distinct definition of the rule that the municipalities shall be governed according to the principle of representation. It should also be further investigated how the new technology can be used to increase the use of direct democracy. The municipalities ought to work to supplement the representation with direct democracy in the form of active discourse with the citizens.

Mångfaldsarbete, en intersektionell strategi? : En studie av kommuners kombinerade jämställdhets- och mångfaldsplaner.

The purpose of this essay is to investigate and analyze the term diversity in five Swedish municipality?s combined gender equality- and diversity plans. The purpose is also to investigate who or whom of the employers that are included in the term diversity and if gender equality is included in the diversity work. The material is analyzed on the basis of theory of intersectionality and discourse analysis. The outcome of the analysis indicates that the municipalities use the term diversity in many different ways in the combined gender equality- and diversity plans.

The purpose of this paper is to present and analyze the yearly expenses for Swedish rental apartments during the period 1999 to 2007. At the end, it will give the reader a general picture of how the cost-level has fluctuated depending on the production year when the apartment building was finished, and where the same building is located. This paper has the following questions as a starting point:- Can there be an identification of regions depending on where people tend to favor renting an apartment?- How are those regions distributed? That is, where are the cost-levels of the yearly rental expenses highest and where are the levels lowest?Nine statistical surveys from the Swedish government agency Statistics Sweden (Statistiska Centralbyrån) have been used as primary sources for this paper. These surveys deal with price pictures of housing in general, but for this paper the only information that has been used is the one about rental apartments.

Lokal näringspolitik som nationell angelägenhet : - en teoriprövande studie av implementeringsproblemet i en näringspolitisk kontext

This study aims at contributing to the studies of political implementation. The theory of implementation claims that local implementation that meets the demands of national policies is close to none existing. By examining the implementation of industrial policy in two Swedish municipalities that differs in location, prosperity and political believes I am putting the theory to the test. If the test were to show that the implementation is rather well executed in these two cases, where the risk of failure is great, the questions about whether the theory is valid or not will rise.By interviewing the two local government employees in charge of the work with industrial policy, and studying their strategic documents I got my answers. This by looking at their work but also their attitudes towards the national policy in terms of understanding the policy, being able to work with it, and wanting to work with it.

Implementering av miljökvalitetsmål i mindre kommuner : - En fallstudie av Torsby kommuns arbete med att implementera delmålet Planeringsunderlag

The aim of this dissertation is to examine why smaller municipalities[1] in Sweden experience difficulties when implementing the 16 environmental objectives that are designed to solve Sweden's environmental problems.The theoretical framework used for this dissertation is implementation theory which provides three conditions that need to be met in order to have a successful implementation.  These three conditions have shaped the research questions that examine if Torsby municipality has the "understanding," "ability" and "will" needed to implement the decision correctly.  The dissertation employs a case study method to examine why Torsby municipality has experienced difficulties implementating the target: programmes and strategies for planning, which is an interim target to environmental objective number 15: A good built environment.  Qualitative text analysis and interviews with politicians and civil servants from Torsby municipality and the county administration board of Värmland have been conducted in order to answer the research questions.   The material used for this dissertation is mostly from the government bills that are the foundation of the Swedish environmental policy and the documents and reports about the environmental objectives that the National Board of Housing, Building and Planning (Boverket), the Swedish Environmental protection agency (Naturvårdsverket), and the Environmental objectives council (Miljörådet) have released.The result of this dissertation supports previous research which has shown that smaller municipalities have problems implementating the environmental objectives due to a lack of financial resources. This dissertation also shows that the problems can be due to a lack of understanding the purpose of the objectives.  This leads to a lack of political will to implement the objectives.  Since the municipalities do not have the political will to implement the objectives the appropriate resources needed for a successful implementation are not appointed and therefore the municipalities are not able to fully implement the environmental objectives. [1] Municipalities with less than 20 000 inhabitants..

HACCP-Implementering och tillsyn

 The food-safety legislation in Sweden were changed and updated in 1996, much because of demands from the European Union for a common legislation regarding the food-safety issues in the EU. This report discusses how the Swedish authorities are dealing with the new legislation in Sweden. Further on the report presents how the food safety officers in the municipalities in Sweden are implementing this new legislation in their daily work, especially the requirements regarding the HACCP, Hazard Analysis Control and Checkpoints. The report shows that the implementation is quite slow and that many foodsafety-officers don?t implement the legislation in the same way all over the country.

Behovsbedömning av detaljplaner i Östergötlands kommuner.

In Sweden, detailed development plans (DDPs) go through a screening process to decide whether their implementation could cause significant environmental impact or not. The criteria in the legislation were studied to see if an environmental impact assessment was needed. This study also investigated 26 DDPs from 12 out of 13 of the municipalities in Östergötland and how they meet up to the demands in relevant legislation, for example the rules for Environmental Impact Assessments. Plans that concerned suburban communities and new housing were selected. The environmental issues highlighted in the plan documents were compared to selected topics from the GIS data base 'Östgötakartan' to see if the assessments made by the municipalities were reasonable judged.

ATT VÄLJA, VÄLJA OM OCH VÄLJA RÄTT: En kvalitativ studie av vad det är som styr kommuners utformning av öppenvårdsinsatser för ungdomar

The aim with this study was to examine what it is that govern the way that municipalities develop the non-institutional care for youth. An extensive development of non-institutional care for children is a visible trend in municipal social service and probable reasons for this development are, among other things, research that show inadequate results of the institution care and economy. Our main questions at issue were how the municipalities argue the priorities that have been done within their youth care services with regard to the non-institutional care and how they reason considering this? Furthermore we asked why the municipalities have chosen to develop their non-institutional care for youth the way they have and on what grounds they make their choices? This study consists of eight qualitative interviews with politicians and employees in four different municipals along with analysis of relevant documents. We have found that what governs the way that municipalities develop the non-institutional care for youth has to do with that the municipalities found it vital to find alternative solutions to the expensive and ineffective institutional care, that they comprehend that the quality of non-institutional care are higher then of the institutional care and that the non- institutional care is seen as more effective with regards to economic results and achieved treatment results.

Att indexera hållbarhet : En metautvärdering av Miljöaktuellts rankning av svenska kommuners hållbarhetsarbete

This Bachelor's thesis in Environmental Science studies the quality of an index of performance measurement of Swedish municipalities' sustainability governance offered by the environmental magazine Miljöaktuellt. Executed for six consecutive years, this evaluation is arguably the most comprehensive and widely spread local sustainability assessment in Sweden. Contextualizing this quantitative measurement tool in the paradigm of New Public Management, the research questions posed are: 'to what extent does the index employed by Miljöaktuellt correspond to the requirements of a set of quality criteria for sustainability assessment?' and 'is the index appropriate as a measure of, or a goal for, Swedish municipalities' internal sustainability efforts?' Through the perspective of evaluation theory, Miljöaktuellt's index is seen as a performance evaluation, thus categorizing this study as a meta-evaluation. Through a qualitative thematic approach, the index is analyzed using the 8 BellagioSTAMP-principles that were developed as tools for assessing quality of sustainability assessments as themes for the analysis.

Kommunalt klimatarbete : Jämförande studie mellan tre kommuner med avseende på drivkrafter och framgångsfaktorer

The crucial factor for successful municipal climate work is that there are driving forces. Most importantly is that the senior officials and politicians in the municipality are dedicated to the cause considering that they have the power to influence and make a change. Besides proactive and committed individuals, it is necessary that the work is organized and anchored by clear and concrete documents and control systems. It is also important that the work is continuously monitored and evaluated. To collaborate with other municipalities, authorities or participate in various networks is another factor contributing to the improved climate work in the form of exchange of information, knowledge and experience.A major driving force for municipalities to improve themselves is the distribution of state aid and grants.
