Elevdemokrati som mål och medel
AbstractStudent democracy as an objective and as a meansEssay in Political Science, D-levelAuthor: Erik LisshammarTutor: Susan MartonDespite attitudes towards student democracy being generally positive, students have almost no influence over their position. This implementation study looks into whether or not students? weak position of power results from something other than a democratising of schools taking priority when student influence is encouraged. With an aim of explaining what is hoped to be achieved and if these intentions are to be spread, the purpose is to investigate to what extent standards concerning student democracy are transferred between institutions. In order to find out, the question is posed of whether their aims for student democracy conform. This overriding question is coupled together with the following four defining research questions:1.
The aim of this dissertation is to examine why smaller municipalities[1] in Sweden experience difficulties when implementing the 16 environmental objectives that are designed to solve Sweden's environmental problems. The theoretical framework used for this dissertation is implementation theory which provides three conditions that need to be met in order to have a successful implementation. These three conditions have shaped the research questions that examine if Torsby municipality has the "understanding," "ability" and "will" needed to implement the decision correctly. The dissertation employs a case study method to examine why Torsby municipality has experienced difficulties implementating the target: programmes and strategies for planning, which is an interim target to environmental objective number 15: A good built environment. Qualitative text analysis and interviews with politicians and civil servants from Torsby municipality and the county administration board of Värmland have been conducted in order to answer the research questions. The material used for this dissertation is mostly from the government bills that are the foundation of the Swedish environmental policy and the documents and reports about the environmental objectives that the National Board of Housing, Building and Planning (Boverket), the Swedish Environmental protection agency (Naturvårdsverket), and the Environmental objectives council (Miljörådet) have released. The result of this dissertation supports previous research which has shown that smaller municipalities have problems implementating the environmental objectives due to a lack of financial resources. This dissertation also shows that the problems can be due to a lack of understanding the purpose of the objectives. This leads to a lack of political will to implement the objectives. Since the municipalities do not have the political will to implement the objectives the appropriate resources needed for a successful implementation are not appointed and therefore the municipalities are not able to fully implement the environmental objectives.
On commission of the County administrative board in Värmland County a method was developed for analysis of the occurrence of artificial land use at lakes and watercourses. With artificial land use is meant land significantly affected by man. Two bases have been used to carry out the analysis. In one of the analysis the vegetation database and in the other GSD¹-Marktäckedata (land cover data) was used (this method has been used by County administrative board in Jönköping County). The analysis comprises all watercourses within Alsterälven river basin. The digital water bodies are created by the Swedish Meteorological and Hydrological Institute on the basis of GSD-Översiktskartan (general map).
The use of fossil fuels such as coal and gas are a contributor to the global warming. The climate change is a worldwide problem with far reaching consequences that is believed to be very expensive. The United Nations has been introducing a framework convention on climate change. One component of the convention is the Kyoto protocol. The protocol is obligating the developed countries to decrease their emissions of greenhouse gases by 5.2 percent during the time period 2008-2012.

This case study is made on assignment of Södra, region Öst, as a part of a campaign
promoting more active management of the oak forests in the region.
Hardwood trees of good quality, especially oak, has a high value due to that the sawn
material is highly estimated by the market. It is important that the Swedish oak forests
are managed in a proper way in order to meet the future demand. Södra has therefore
decided to increase the focus on oak in the Kalmar region and they would like to find
out if continues cover forestry (CCF) under certain conditions can be an appropriate
management model. The motive is to make use of the existing oak forests more
efficient, not just considering well managed forests but also the more neglected oak
forests, on poorer soils. Thus, the objective for this study is to examine if CCF is
appropriate method in the three stand types; broadleaved mixtures oak forest, oak islet,
and oak/spruce forest.
Existing management models were surveyed in the literature.
Wooded pastures are common in the agricultural landscape in Sweden, often rich in naturaland cultural values. It is not a well confined biotope but consist of a semi-open landscapewith a complex pattern and wide variation of tree and shrub coverage. The values in thewooded pastures have been created through a long history of management. One major threat to wooded pastures is ceasing management. Yearly and intensive grazinghas been demanded for several years in order to receive economical support. At the sametime trees and bushes have often been regarded as vegetal invasion.
Several cities have implemented various projects to improve traffic safety in city centers.During 1970s and 1980s the city centers changed as the suburbs grew and large shopping centers were located outside the center. At the same time, several projects were initiated with construction of pedestrian streets and restriction of traffic in the center. In year 1994,shared-used areas were introduced in Sweden and these areas are often used in center environments. In Sweden, municipalities are responsible for integrating security in public places and in comprehensive plans and detailed development plans. The National Board of Housing,Building and Planning is the authority for administrating planning issues and develop general guidance about planning. Traffic is one of their key issues, although today there are no concrete guidelines from the National Board of Housing, Building and Planningfor the design of traffic safety in city centers.Traffic safety in city centers affects many people because the city center is a public place. It is therefore important that there are current guidelines available that are helpful for changes and improvements in traffic safety in the city center. The purpose of this report is to formulate guidelines for planning city centers from a traffic safety perspective.
This thesis examines the reasons to why railway projects conducted by Banverket (Swedish National Rail Administration) could be expected to cause significant effects on the environment, on which grounds the County Administrative Board and Swedish National Rail Administration base their decisions/assumptions and highlight regional differences between the different Swedish national rail administrations regions. Total 24 railway projects, conducted or being conducted, during the time period 2001 - January 2010 have been analyzed and studied. These projects represent eight different measures/activities which are dispersed throughout all five of the Swedish National Rail Administration´s different regions. Swedish legislations demands that the planner of a new railway project shall first conduct a pre-study and then conduct a public consultation which provides the participants an opportunity to provide input. The County Administrative Board shall then decide if the project could cause significant effects on the environment.
Relation för livet. En studie om ensamkommande asylsökande barn
The aim of this study was to describe and to analyze needs and social efforts concerning unaccompanied/separated asylum-seeking children. The responsibility for the reception of this target group was transferred on July 1, 2006 from the Swedish Migration Board to the municipalities that sign an agreement with the Swedish Migration Board. Eight qualitative interviews were carried out with representatives for transit-residents and assigned municipalities in Skåne. Our main questions were: How has the reception of unaccompanied/separated asylum-seeking children been planned, how do the municipalities and the transit-residents consider their needs and what is the level of qualifications and competence within the municipalities in order to work with unaccompanied/separated asylum-seeking children on the basis of social efforts? We chose to clarify our findings on the basis of the attachment theory, which is applicable during the critical emancipation phase that the vast majority of the unaccompanied/separated asylum-seeking children find themselves in.
Levande Skogsbruk : om problem i ett naturvårdsärende
In this study, some aspects of communication that are creating problems in a
chosen forest conservation case are explored. Focus is on how the manager of a
forest experience how he is treated during a formal decision of conservation.
The paper also gives introduction to communication theory as well as to
present forest policies in Sweden. Explanations of the most common concepts
and terms in forest conservation is presented and such a understanding is necessary if the reader is to acquire enlightment from the material and the following
discussion.
This paper focus on a conflict between the county administrative board, a
Swedish regional authority, and a private forest-manager. This is a case where
the manager feels that the authority is forcing a sale of land, because the forest
is being turned into a conservation area. The problems are not just economical,
the manager feels mistreated and left out of the discussion, and the negotiation
is long and problematic as shown in the interview and the case study.
In the study, an in-depth interview is made with the manager of the forest,
and a case study has been made based on the documents in the case attained
from the county administrative board.
