Vad påverkar handlingsutrymmet? : En kvalitativ studie av ekonomihandläggares reflektioner kring sitt handlingsutrymme

AbstractSocial welfare workers employed in the same county base their assessments on the same laws, routines and guidelines, yet it seems that they sometimes come to different decisions. It's the discretion that enables the social workers to make individualized decisions adapted to each clients unique situation. The purpose of this paper is to examine social welfare workers reflections on discretion and what influences their discretion in the professional role.Six qualitative interviews were conducted with social welfare workers in three communitys i the middle of Sweden. The main result shows that it is primarily four factors that affect the social welfare workers discretion in the professional role :External factors such as other organizations change of regulations and cooperation with other organizations.Organizational factors such as routines, rules and guidelines .Professional factors such as the opportunity to use experience and professionalknowledge to determine which measure works in different situations.Individual factors like the workers ability for initiative and the clients individualcircumstances. Social welfare workers feel that they have a relatively wide discretion in their profession. They believe they have the ability to make individual evaluations of each client, however they also believe that their discretion often is limited by lack of time.Key words: social welfare workers, clients, discretion, assessments. .

Vobb - familjevänligt eller företagsvänligt?

Work gets more seamless and the demand on workers increases because of changes in the labour market. Studies show benefits for workers and companies if the employee achieves a balance between work and family, a way to facilitate it is family-friendly policies. A study done by Unionen shows that three out of four white collar workers choose to vobba (working and caring for a sick child), which blurs the boundaries between work and family. Research on flexibility, organisational culture and gender structures shows how these aspects affect the balance between work and family. This is a study where seven white collar workers (three men) that vobbar and two managers (one man) were interviewed.

In addition to this I wanted to study the relations between power and influence in their relationships where Hassela strives for democracy. My questions were the following; How do the youth and the staff describe the relationships between them? How do conflicts work between them at Hassela? What does the relationship between power and influence look like? The study is based on qualitative interviews with four clients and four social workers.

Samverkan är inte en frivillighetsgrej, utan det ingår i vårt arbete helt enkelt.

How do you do co-operation between government agencies? It is a wide spread view that there can be quite a few hitches in co-operation between agencies. In later years this idea has spread to the media where there has been negative coverage of the social service agencies. This generally applies to cases where children suffer because the right assistance takes too long to co-ordinate or does not get co-ordinated at all between schools, healthcare and social services. The social welfare law dictates that it is the social welfare office duty to co-ordinate the government agencies for the child?s best interest.

Children's Need In Focus (BBIC) is a processing and documentation system used in child welfare cases to investigate, plan and monitor interventions. The BBIC has had a breakthrough in Sweden and out of the country's 290 municipalities, there are 284 that use the system daily as a tool in cases involving children. The purpose of this study was to examine how social workers experience the BBIC as a working system and what strengths and weaknesses there are in the BBIC concept. We wanted our study to examine how the BBIC could possibly enhance the quality of childcare matters, but also how the BBIC could potentially increase children's participation in cases. We have performed qualitative interviews with eight social workers who work in four different municipalities where the BBIC is applied daily.
