Fenomenet med nationella riskbedömningar är relativt nytt i Europa. Myndigheten för samhällsskydd och beredskap överlämnade den allra första nationella riskbedömningen till regeringen år 2013. Syftet i uppsatsen är att undersöka om man genom ett policy transfer-perspektiv på nationella riskbedömningar kan se några indikatorer som hindrar policy transfer inom riskområdet. En första, översiktlig undersökning görs genom att jämföra de risker man lyfter fram i sju europeiska nationella riskbedömningar för att se om man kan tyda något mönster. Uppsatsen tog avstamp ur antagandet att geografisk närhet och liknande interna förutsättningar kunde tänkas innebära att man även har en liknande syn på risker som länder i ens närområde.

The aim of this study is to analyse the Swedish state´s ambition in achieving equality among its citizens. By studying the new urban policy introduced by the government in 1998 from a theoretical perspective the purpose of this essay is to understand the ideational dimensions in this policy project, in regard to established understandings about equality.The theoretical framework on which this study is based consists of two different parts. The first presents dominating models on welfare states, mainly focusing on the socialdemocratic welfare state. The second introduces influential theoretical views on equality, primarily discussing universalism and a differentiated equality view. It also presents theoretical views on how to understand the relationship between the state an its citizens.

This masters thesis investigates the relation between China and the Information Society as it is manifested in the UN conference the World Summit on the Information Society WSIS. The first phase of this two-phase conference took place in Geneva 10-12 December 2003, with two documents, Declaration of principles DP and Plan of action PA, as main results. The information policy is central to an authoritarian rule in its efforts to keep control over the national identity. The thesis investigates the impact that the information revolution and Internet might have on the Chinese national identity through the acceptance of DP and PA in various aspects. With the use of the information science theories by Manuel Castells and Frank Webster, the vision of WSIS was compared with the Chinese information policy.

This thesis examines the process of securitization of the environmental issue in the United States. By using the theories of sectoral security and securitization by Barry Buzan and Ole Waever, commonly known as the Copenhagen school we go beyond the traditional security frames and examine where the environmental issue in the United States stand today within the securitization spectrum. The securitizing spectrum includes three levels in which an issue can be place: non-politicised, politicised and securitized.The problem, which we wish to address, is if there is a movement of the environmental issue in the United States towards becoming a securitized issue. In the light of these circumstances we also wish to explore who is behind the movement and also find out where the issue stand today. We do believe that Al Gore is a securitizing actor and examine his role in the movement of the environmental issueWe have come to the conclusion that there is an ongoing process of securitization in which the environmental issue have moved from being politicised to becoming securitized..

The aim of this Master?s thesis is to study various views of sponsorship in relation to public libraries as found within three cultural policy documents. The main objective is to discover which ideas are considered relevant in the partnership between the Swedish retail chain, Åhléns, and the children?s public library, ?Room for Children? (Rum för Barn). In 2005, Åhléns provided SEK3.14 million in sponsorship to ?Room for Children? at Kulturhuset in Stockholm.

This essay revolves around partnerships established between local authorities and civil society to promote integration in segregated urban areas. The main focus is on who is active in formulating the local integration policy in these partnerships. The analysis is based on qualitative interviews with representatives from the local public administration and from different parts of civil society in Rosengård and Södra innerstaden in Malmö. The conclusion is that local authorities to a large extent decide the content of integration policy. The authorities, in having the major responsibility of the integration projects, decide what parts of civil society to involve and what projects will promote integration.

Detta examensarbete är en utvärdering av nätverkssäkerheten hos J BiL AB, både på social och teknisk nivå. Företaget är beroende av säkra Internet-anslutningar för att nå externa tjänster och interna servrar lokaliserade på olika geografiska platser. Företaget har ingen IT-ansvarig som aktivt underhåller och övervakar nätverket, utan konsulterar ett externt dataföretag. Syftet med examensarbetet är att utvärdera säkerheten, upptäcka brister, ge förbättringsförslag och till viss del implementera lösningar. För att undersöka säkerheten har observationer och intervjuer med personalen gjorts och ett flertal attacker mot nätverket har utförts.

This study aimed to explore the perceived role and mandate of civil servants employed in municipalities in Kronoberg county. The study aimed to answer the question whether civil servants engaged in municipal economics have different perspectives on their mandate and role based on how said civil servants implement and manage policy tools available in Swedish municipalities. The study aimed to through policy tools theory explain how civil servants through four categories view the policy tools employed in the municipality. The study is based on the reasoning that policy tools influences exercise of authority that in turn influences view on policy tools. In order to study civil servants perspective on perceived mandate and role interviews were conducted with a sample of civil servants from each of the eight municipalities in Kronoberg county.

Policy documents in the public library field, such as the library legislation, local political goals and intra-library plan documents, often include ambitious but ambiguous formulations. This two years master?s thesis examines the relationship between four policy documents and library practice in a local context. The theoretical framework is inspired by a sociocultural theory developed by the Swedish professor of pedagogical psychology Roger Säljö. This essay seeks, by applying to theories of nationalism, to explain the reasoning behind the Russian annexation of Crimea and to understand the ideology and nationalistic influences in Russian foreign policy in the case of the Ukraine crisis and the annexation of Crimea. The argumental analysis exemplifies the nationalistic tendencies of Vladimir Vladimirovitj Putin and the Russian foreign actions and attempts to specify a nationalistic motif in the case of Crimea and in Russian foreign policy. Officially, the EU gender policy since 2000 has been guided by the strategy of Gender Mainstreaming. This strategy aims to promote gender equality and is informed by a feminist ontology which stipulates that women are structurally subordinated.In this essay, I examine whether the European Commission has adequately adhered to this gender policy in its free trade negotiations with the ACP (African, Caribbean, and Pacific) countries as part of the Cotonou Agreement. As a result of my text analysis of documents related to the negotiations, opinion pieces by interested actors and policy papers of the EU, I find that the Commission does not act in accordance to its stated gender policy.To explain this discrepancy between policy intent and actions, I employ postliberal feminist theory and Robert Putnam's Two-Level Game Theory Model. By analyzing statistics and published research, I explore how gender issues are being represented politically on a domestic and international level.My findings show that a key cause of this discrepancy lies in the low levels of female participation in the political institutions of the EU and ACP; a lack of participation that is especially pronounced in the area of international economics. In explaining the constraints on female participation and the prospects of full implementation of the EU's gender policy in the international political economy, I emphasize the role of culturally and historically gendered institutions..

In todays high-technological society where the Internet plays a central role in our day-to-day life, many e-retailers are not able to attract customers to complete a transaction on their website. In order to succeed, many e-commerce sites must improve several safety aspects regarding online payment, in order to be perceived as a reliable and secured retailer. The purpose of this paper is to investigate if increment in various combinations and aspects in online payment will in fact improve the customer's perception of the e-retailer and result in completed transactions. In order to investigate this aspect, an experiment was conducted to be able to compare eight independent groups, that each had been exposed to a different security scenario on the online payment website of either a known or unknown retailer. Our results clearly prove that perceived security of the retailer's payment website increases willingness to purchase from the retailer.

Humanitarian intervention is a concept that generates several problems in our time. The idea of humanitarian intervention concerns the modern norms of sovereignty and noninterventional principals. It also concerns the conventional norm, which declares that states are not allowed to interfere in other states? internal affairs. The use of military force to implement humanitarian intervention is restricted according to international law.

This master?s paper first presents some of the principal theories and concepts developed by the poverty researchers Rowntree, Titmuss, Townsend, Sen and Lister. These theoretical frameworks are then related to two documents from the EU and Sweden concerning combating poverty and social exclusion, bearing on the establishment of the ?Year 2010 against Poverty?. Finally, I discuss the value in practice of these theories and policy documents, as regards reducing poverty in Europe.It has become clear in this investigation that the theories and concepts from earlier research are still relevant to the formulation of contemporary policy programmes, and that earlier research helps us to avoid old traps in fighting poverty.
