De osynliga minoriteterna : En studie om minoritetsrättigheter i svensk politik mellan år 1970 och 2010

This essay examines the historical development of group rights for cultural minorities in Sweden between the years 1970 and 2010. The purpose of the study is to analyze the development of political measures taken at government level for different minority groups, foremost explaining the division that have arisen between measures aimed at the five national minorities, the Sámi, the Swedish Finns, the Roma, the Jews and the Tornedalians, and measures directed at other ethnic groups.My conclusions are that the division in Swedish public policy between one the one hand national minorities, and on the other hand immigrant groups, is in no way self-evident. The division has arisen from an international standard on how democratic states, such as Sweden, should treat their cultural minorities. Further, this division has had an immense impact in shaping public policy as well as determining the type of group rights introduced for minority groups in Sweden.A difference has also been found in how the minorities are perceived by state actors. Immigrant groups are currently perceived as less entitled to group rights due to their short presence in Sweden, whereas national minorities are seen as more entitled to group rights due to their long historic presence in the country.

The Human Rights claim that all humans have special rights that are not allowed to be broken or violated. Although these rights are broken and violated by states every day. One major fact that makes this possible is the principle of sovereignty that includes all states, and which says that every state has the power and right to make decisions and create laws within the own country without the interference of other actors. In other words, the problem is that the states have to much power in relation to actors usch as the United Nations and to the rules of the Human Rights. Meat and fish was the most important food for the Sami people in northern Scandinavia until the beginning of the 20th century. It is not so well known that the Sami people also used a lot of wild plants as food and medicine although that kind of food was relatively common among them until the end of the 19th century. The purpose of this master thesis has been to describe which plants the Sami people used in general and also which plants were the most commonly used, and when and how these plants were harvested. I also wanted to measure the quantities of Angelica archangelica and Rumex acestosa within traditional harvest sites. Furthermore I wanted to find out if the plant use differed among Sami groups geographically.

På mitt modersmål : En kvalitativ studie av biblioteksanvändare med samiska, finska och meänkieli som modersmål

The aim of this study is to show how some persons with one of the Swedish national minority languages as mother tongue use a library with regard to their mother tongue and culture. The research questions are: How do Sami-speaking, Finnish-speaking and Meänkieli-speaking (Tornedalen Finnish-speaking) persons use a library with regard to their mother tongue and their culture? What aspects do they find important in this use? As a theoretical frame I have used Marianne Andersson and Dorte Skot-Hansen?s model of the functions of the local library and Will Kymlicka?s theory of the value of maintenance of minority cultures. The study is a qualitative user study. Deep interviews have been conducted with 9 persons with Finnish, Meänkieli or Sami as mother tongue.The results show that the main use of the library is as a cultural centre and the most frequently used service is borrowing of literature.

The reindeer planning system (Renbruksplanen, RBP) is a communication and planning tool designed for Sami groups. A key purpose of this is that it will act as a tool in consultation with other market players, including forestry. Sami groups have asked for a model of how this can be used in a flexible manner. With the Swedish Forest Agency as a project manager, a communication model for how to use the RBP has been designed. It consists of a number of points divided into ?before?, ?during? and ?after? the consultation.

Ett gammalt kulturlandskap i Vindelfjällen : skogshistoria och markutnyttjande i Vuornavagge under 300 år

Humans have inhabited mountainous areas in northern Sweden since the end of the last glacial period, ca 8000 B.P., and their presence has marked the landscape in various ways. Older traces include the remains of hearths and dwelling sites, but there are also remains, such as culturally modified trees (CMT's), resulting from more recent activities in forested areas. This study aimed to document how people, both indigenous Sami's and Swedish settlers, have used an area northwest of Ammarnäs in Västerbotten, during the last 300 years, and what traces their activities have left in the area. I used historical records as well as an inventory of CMT's in the area to address this aim. Historical records of Sami activity are meagre, but it is clear that the people of the Ran and Gran Sami villages utilized the area long before 1500 A.D.

What happens when historical theories are used as evidence in a trial? Is it possible for historians to use their own scientific tools when acting as participants in a juridical process? And how do judges deal with historical evidence? The aim of this study is to answer these questions by analyzing a specific trial, known as ?Härjedalsmålet?. Härjedalsmålet was a court case about the Sami people?s right to let their reindeer graze on private property grounds in Härjedalen during the winter season. Their claim to this right was based on prescription of time immemorial.

The overall aim of the study was to take part of teachers' experiences and work force mother-tongue education and literacy development in the Sámi School. The study was conducted through interviews with twelve teachers who teach at two Sámi schools. The focus has been on looking how to work with native speakers teaching at the Sámi School, what factors promote / hinder students' development of their first or second language, and the importance of collaboration between the schools` various professions work with multilingual students reading and writing skills. Through interviews of various categories of teachers, I have tried to visibility problems of the education of minority language children and their reading and writing skills. I discuss the teaching, the importance and the lack / availability of communication and consensus between different categories of teachers.

Since the reindeer have special demands on their pasture, it is difficult tokeep them in intensive production systems where they cannot graze selectively.
