This paper aims to broaden the discussion on how press freedom can be a powerful tool in the war on corruption. Previous studies have shown a significant relationship between more press freedom and less corruption, it also shows that the causal link runs from press freedom to corruption and not the other way around. There are quite a few studies on the impact of a free press on corruption and therefore there is a lot more to be published on this issue.This paper looks at press freedom as one of the most important parts of a democratic society and that it plays a vital role in reducing corruption as both an informant on key issues and also as a ?watchdog? on society. But press freedom cannot be seen as an ?easy fix? in a country or the international community's struggle to reduce corruption.

Empowerment en vision eller ett faktum? : Personliga ombuds resonemang kring empowerment som arbetsmetod.

The purpose of our study is to examine the case managers reasoning and descriptions of empowerment as a method in their social work from a comprehensively perspective including family members. To manage with this purpose we interviewed two case managers, two clients with mental disabilities and five family members. We have come to the conclusion that the case managers works more consist of advocacy than empowerment. Despite that we have found that the long term goal for the case mangers work is to give the clients tools for empowerment. Our results also show that the clients feel that they have gained and increased their ability to do things by themselves and to be a part of the community.

This handbook is made to illustrate what the County Administrative Board do and how you can find your way to the archives and its documents, both as an employ and as a public visitor.The Handbook begins with a historical overview of the County Administrative Board, from the 17th century to today, with focus on the County Administrative Board of Uppsala. As the Handbook is made for both employees and for the general public several ways to enter the archives are described.Since the employees at the County Administrative Board of Uppsala have access to the archives them self the Handbook also provides detailed descriptions about how to find the way to the records. These descriptions both explains the way to archives organized in dossier and archives organized in chronological order, both provided at County Administrative Board of Uppsala.All the records that the County Administrative Board of Uppsala has generated though the years are not available in the building of the County Administrative Board but at The National Archive in Uppsala.

The object of interest in this essay is the issue of reducing work hours and how that issue was handled in the Trade Union Confederation (LO). In previous research the struggle for shorter work hours has been viewed as a struggle between trade union and employers? organizations. The previous research has had difficulties in explaining LOs part in this struggle, their actions have not been the expected. LO had not played an active part in the struggle for shorter work hours and the previous research has not been able to given a satisfying explanation for this.

Medgivandeutredningar : En kvalitativ studie om handläggares riktlinjer vid bedömningar i medgivandeutredningar vid adoption.

The aim of the study was to gain a deeper understanding of the administrative officials work with assessments in home studies of adoption. To answer the purpose, we chose to focus on the guidelines for administrative official?s assessments in home studies of adoption and what assessment areas that is fundamental to the administrative official?s assessments. The study is structured on the basis of a qualitative approach where we have used semi-structured interviews. We interviewed seven administrative officials in the social services which conducted home studies of adoption.

K1 : Är det förenklade K1 regelverket användbart?

 Sammanfattning Problem och bakgrund: Bokföringsnämnden (BFN) har arbetat fram ett regelverk för de enskilda näringsidkare som bör implementeras från den 1 januari 2007. Syftet anses vara bland annat att underlätta den administrativa bördan. Huvudfrågan som ställs i denna studie är en undran om, till vilken grad har användbarheten av K1 regelverket för de enskilda näringsidkarna förändrat redovisningsarbetet? De andra nyckelfrågorna är, har en effektivisering skett av redovisningsarbetet samt har det lett till väsentliga kostnadsbesparingar vad gäller den administrativa bördan?Syfte: Syftet med denna studie är att undersöka huruvida K1 regelverket har förenklat den administrativa arbetsbördan för enskilda näringsidkare, samt om det skett en effektivisering av arbetet med redovisningen.Metod: Studien tillämpar huvudsakligen den deduktiva forskningsmetoden med hjälp av statistisk datasamling. Detta innebär att studien utgår från en kvantitativ enkätundersökning med ett slumpmässigt urval av respondenter.Referensram: I studiens teoretiska referensram presenteras olika interrelaterade teorier som belyser K1 regelverkets motiv och funktion samt dess betydelse för redovisningen för de enskilda näringsidkarna i ett bredare perspektiv.Slutsats: Studiens syfte var att försöka förklara användbarheten av det nya K1 regelverket i samband med praktiken.

Social control in different forms has existed in all known societies. This control has taken different shapes and expressions. In older smaller communities there was a collective control among the citizens. In modern societies the state is trying to control the lives of the citizens. These control mechanisms can be seen as both freedom-reducing and freedom inducing depending on which concept of freedom one upholds.

En fallstudie över miljömålsarbetet på fyra länsstyrelser : Beskrivning och analys av det regionala miljömålsarbetet i Mellansverige.

The Swedish system of environmental quality objectives is a so-called MBO, Management By Objective and has the purpose to guide the Swedish society towards sustainable ecological development. The system involves the whole society from the parliament and the government down to individual citizens. At the regional level, it is the county administrative boards that are responsible for the work with the system of environmental objectives. At the County Administrative Board of Västmanland County, it is the environmental unit who is in charge of work with the environmental objectives and they want input for how to improve their work with the environmental objectives, both internally at the Administrative Board and externally with external parties.The main purpose and goal of the study is to present the work of four other county administrative boards regarding their work with the environmental quality objectives and to identify external parties? opinions of how they want the County Board of Västmanland county to work with them in this matter.The work is designed as a case study of four county councils, where the environmental objectives coordinators at the four county administrative boards were interviewed about their work with environmental quality objectives.

En osäker eller rätt(s)säker organisation? En hypotesprövande idealtypsanalys om gräsrotsbyråkraternas handlingsfrihet inom Arbetsmarknadsverket

Ever since Lipsky wrote about street-level bureaucrats in 1980 the main belief has been that certain characteristics of their jobs make it exceptionally difficult to severely reduce their discretion. However, discretion comes at a price and if public servants abuse their power the legitimacy of government is at risk and ultimately even the democracy.This thesis address this question by analysing the Swedish employment service which in the beginning of 2001 started a project called ?Af Sverige? trying to improve internal rule of law. By comparing two local and fairly equal jobcentres and how the street-level bureaucrats within use their discretion, I seek to find support for my hypotheses that organizing local jobcentres according to the principles of machine bureaucracy plays a significant part in reducing discretion.My findings show that a jobcentre characterised by strict rules, few units, good communications and a forthright manager who delegates formal power to the employees results in a stricter and more uniform application of regulations among the street-level bureaucrats. My conclusion is therefore unambiguous.

"En ryggradslös lag" : Om LSS-besvär hos länsrätten rörande personkrets tre

AbstractThe purpose of this study were to examine the appeal that reaches the county administrative court regarding cases within The law of support and service to some disabled (LSS) the third "alternative" with the effort personal assistant. We have gathered 280 cases from seven different county administrative court and from our selection 19 of the cases remained.These 19 cases became our starting point for our study and they have been interpreted through Foucault´s and Skau´s interpretation frame regarding power and Payne´s social constructivism to try and answer our three questions at issue: How are the cases being handled by the county administrative court? What kind of cases leads to appeal? What similarity and differences are there between the cases? These questions have been answered one by one in a systematical order. Our result shows, among other things, that cases that involve certificates from occupational therapist or physiotherapist are the cases that win against the municipality in the county administrative court. Further we have found a new theme in our study regarding clientification among them who apply for efforts within LSS and "alternative" three.
