Offentlig upphandling av textila produkter ? faktorer som kan inverka på en kommun när det gäller att ställa krav på miljö- och social hänsyn : En fallstudie av Örebro kommun
The public sector is a major purchaser of goods and services. By setting requirements for environmental and social considerations in Public procurement, an authority has the possibility to use consumer power to influence the actors in a market. The purpose of this paper is to investigate Public procurement of textile products in a municipality, in order to gain knowledge about factors that may be important for the use of environmental and social criteria. Håkan Hydén´s (professor in sociology of law) norm model was used as the basis of the analysis, where the conduct was investigated along three dimensions of the norm ? willingness, knowledge and system conditions ? in order to identify underlying factors that can influence the process.The results ? analyzed by using interviews and documents ? show that the procurer's willingness, motivation and knowledge are important factors in this context, as well as the political priority of the municipality.

The thesis deals with evaluation of tenders for communal construction procurement. Each year the Public procurement equals the value of millions of Swedish kronors, of which construction projects makes up a large proportion. These projects tend to often exceed their budgets. The aim with the thesis is to investigate if there are faults in the tender evaluation process. The theoretical framework for the study partly consists of a review on how the communal evaluation work is described in law and practice.

The principle of proportionality is considered one of the most important contemporary legal principles on which it intends to protect individual citizens against disproportionate action by the authorities. This aroused our interest prior to this study. The essay reveals how such behavior might look like and how courts have chosen to adjudicate in cases where the individual has been discriminated against or subjected to unreasonable demands in Public procurement. That section of the law that were current throughout all court cases are Public procurement Act (2007:1097) LOU. That which we have seen in every court case is that the applicant has not received a proper fair chance when the requirements of the contract often been asked in a way that either exclude the smaller applicant company or rule out various potential applicants parties due to excessive and sometimes unnecessary requirements.

The building and plant sectors represent a large part of Sweden?s energy use. Putting energy requirements in Public procurement as a tool for reducing energy consumption in the building and plant sectors is therefor an opportunity that operators can take advantage of. The aim of this thesis was to map the energy requirements in procurement that operators in the public sector use today in building and plant projects. The analysis was made with respect to if the energy requirements corresponded to the parts with large energy use in building and plant projects and also in which way energy requirements in procurement are written in the contract.

The purpose with this study has been, based on different public and private procurement conditions, to measure if there are any significant differences in the business relations between public- and private institutional kitchens. Furthermore, to observe what important influencing factors there are to maintain and develop a relationship between a producer and customer. The result of the analysis shows that there are important factors that influences on the trust in the relationship between a producer and customer. These factors are product- and service exchange, communication, strategic purchase and social exchange. In this examination we have showed that there are differences in the relationship between public- and private customers.

This paper investigates a number of components that influence the relationship between consultant and client in a procurement process of ERP. The paper deals with Trust, Commitment, Cooperation and Satisfaction. The problem lies within the fact that consultants do not know how and to what extent the components affect relationship quality. Based on the theories in the areas of procurement, relationship marketing and relationship quality, information has been gathered about how the various authors believe a procurement process works, how they view relationship marketing and how relationship quality is created. The components discussed are trust, commitment, cooperation and satisfaction.

This Thesis in Military Technology deals with experiences drawn from the forced introduction of Weapons Station 01, 2009. The work aims to identify the experiences regarding the forced procurement of military equipment to see how they can develop normal and fast procurement of equipment. The main conclusions of this work, is to achieve greater capability and increase the military utility, are: - Common objectives and priorities of stakeholders- Response and joint types shall determine requirements for system- Ensure an integrated project team also at lower levels- Engage the integrated logistic support early in the materiel process- Include Armed Forces staff as early as possible in the testing and validation- Prioritize work to facilitate the rapid development of decision on use (BOA)- Provide back up for increased redundancy in the mission area .

Officially, Sweden has a very low level of corruption and in 2008 topped Transparency International?s list in terms of the perception of a lack of corruption. However, on closer examination it would appear that the Swedish public sector is not as clean as the Transparency International list suggests. What appears to be relatively common and quite widely accepted in Sweden, especially in local government, are conflict of interest situations in which public officials use their position to obtain advantages for themselves, their friends and their colleagues, in particular with respect to Public procurement. According to the Swedish constitution, the public administration shall be governed by the principles on legality and objectivity. Grave violations of these principles are deemed illegal and contrary to the penal code provisions relating to bribery, public misconduct and breach of confidentiality.

The purpose of this thesis is to examine the nature of framework agreements in Public procurement in Sweden. The main question is whether a contracting authority is obligated to place orders under a framework agreement when purchasing a product or service that is covered in that agreement and to what extent a contractor is obligated to accept such orders. If the answer to that first question is that an obligation does exist the next question to arise is what kind of consequences to expect when either party fails to meet that obligation. Of great importance is whether a contracting authority that hasn?t used an existing framework agreement is liable to pay damages to the contractor who according to the agreement had a right to deliver.

I argue that managing quality when sourcing services is particularly tricky, because of the special characteristics that belong to services. Miljöanpassad offentlig upphandling: effektivt styrmedel mot koldioxidutsläpp? : En studie av kostnadseffektivitet, transaktionskostnader och teknisk utveckling
Green Public procurement (GPP) can be used as an instrument to reduce carbon dioxide emissions, and consideration of environmental aspects within Public procurement is becoming more common in Sweden and internationally. Two product groups that have been pointed out as especially important are transports and electricity, where the opportunities for public purchasers to reduce emissions are relatively large. This paper studies GPP which aims at reducing emissions, primarily of carbon dioxide, through environmental requirements within these two product groups. A theoretical analysis of cost-effectiveness, transaction costs and effects on technological development is performed, followed by a closer study of how these aspects appear in practice within GPP.
The results indicate that a cost-effective allocation of reductions between the two product groups is most likely to be attained if the main part of emission reduction is achieved through environmental requirements on electricity. The cost for emission reduction within transports is relatively high, especially for heavy transports.
For transportation services, more generally focused requirements on emission reductions could probably give greater environmental gains, but the existence of transaction costs steer the environmental requirements towards more technology specific types.
